The application, staff report and related materials are attached for your review. Discussion The applicant spoke in favor of the request, reviewing the location of the building addition, the use of the structure for an athletic locker room, and storage. The applicant indicated they wanted to begin construction before winter sets in. The applicant reviewed how the additional storm water will be handled. Staff reviewed the staff report, noting that the Institutional District amendments are required when there is an on-campus expansion. Staff indicated that the proposed addition would not add to campus parking demands or vehicle trips as the student athletes utilizing the facility are already on campus. There were no public comments. The Zoning Advisory Commission discussed the request, and felt the proposal was an efficient use of campus space, would not generate additional traffic, and storm water will be adequately managed. Recommendation By a vote of 7 to 0, the Zoning Advisory Commission recommends that the City Council approve the request. Kritz, Associate Planner ;Y,9.le. SUBJECT: University of Dubuque Institutional District Amendment to Construct an Addition to Mercer Birmingham Hall INTRODUCTION The University of Dubuque is proposing an amendment to their ID District to allow the construction of an 8,300 square foot addition to Mercer-Birmingham Hall. The subject building is located on McCormick Street Extension, north of the Chlapaty Recreation and Wellness Center. DISCUSSION The University of Dubuque is proposing an amendment to their institutional district. The Unified Development Code (UDC) requires amendments to institutional districts where the physical boundaries of the ID District are being expanded or for substantial on- campus expansions. The proposed expansion will be an addition to Mercer-Birmingham Hall as well as the Facility building. The addition will tie the two buildings together. The building addition will have two floors. The upper floor will be occupied by a new locker room with 140 lockers. The lower portion will be used for storage. Planning staff does not believe that the proposed building addition will have any substantive impact on the availability of off-street parking in the area. The proposed addition will be used by University athletes and staff who are already on campus. Attached to this memorandum is a floor plan for the proposed addition, a front elevation of the proposed addition showing that it connects the Mercer-Birmingham Hall building and the Facility building, and a site layout indicating the addition's location relative to existing utilities, and West Street. In addition, there are two recent aerial photographs showing the area where the building will be located. Memo to Zoning Advisory Commission Page 2 RECOMMENDATION Planning staff recommends that the Zoning advisory Commission review the enclosed information, standards for institutional district amendments contained in Section 5-22- 4(D) of the Unified Development Code, and make a recommendation to the City Council.
