ARTS AND CULTURAL AFFAIRS ADVISORY COMMISSION
REGULAR SESSION
Tuesday, November 13, 2007, 4:00 p.m.
Board Room, Carnegie Stout Public Library
360 W. 11th Street, Dubuque, Iowa
Meeting was called to order at 4:15 p.m. following staff assurance of
compliance with the Iowa Open Meeting Law.
Commissioners present: Amy Weber, Ellen Henkels, Paul Kohl, Paul Hemmer,
Louise Kames, Sue Riedel. Excused absence: Geri Shafer.
Staff Present: Jerelyn O'Connor
Approval of Minutes of October 23, 2007.
Motion by Henkels to approve minutes, second by Kohl. Motion passed 6-0.
OLD BUSINESS:
Review of Commission Priorities and finalize:
Chairperson Amy Weber suggested that the commission prioritize the goals
which had been discussed at previous meetings. Top priorities are:
1) To complete another funding cycle for special projects and operating
support grants
2) Provide a grant writing workshop to promote the quality of grants
received and to assist arts organizations with writing and budgeting
skills.
3) Serve the Dubuque community as an arts advocacy group.
4) Prepare the case for why arts are important to economic development
and quality of life in Dubuque. Complete the first request for an
increase in funding the Commission's annual budget.
Other priorities are:
1) Complete and present the First Annual State of the Arts Report to City
Council.
2) Complete Arts & Economic Prosperity information. Share with the
Community and non-profit organizations through a press release.
Make recommendation to editorial board regarding arts impact.
3) Continue partnership with Dubuque Cultural Alliance to create a more
unified arts community. Encourage accessibility to the arts through
partnership with community organizations.
4) Celebrate the 40th Anniversary of the Iowa Arts Council with a local
celebration/recognition of arts locally.
5) Work directly with Americans for the Arts to explore other funding
sources. Potential funding for First Friday events and others.
6) Further research other funding sources available to municipalities.
7) Coordinate efforts to start a gallery tour/opening each month, First
Friday event. Work with Main Street Ltd and Dubuque Cultural -.
Alliance to develop.
8) Support Art on the River's second installation and events.
Motion by Hemmer, Second by Kohl to formally approve the Commission's goals
and priorities for 2007-2008. All approved.
FY2009 Budget Request:
As a follow-up to the October meeting, O'Connor informed Commission that
budget improvement packages was submitted to the City Manager for either a) a
part-time arts and culture coordinator staff position or b) a contracted arts and
culture position. Commission discussed this request at length. No action taken
at this meeting. It was suggested that Commission discuss at the next meeting
when all commissioners are present.
INFORMATION SHARING:
The Grow Iowa Tour visit to Dubuque that had been scheduled for November 13
was cancelled.
Information was provided to thte Commission that the Iowa Department of
Cultural Affairs is planning to hold an Office on the Road in Dubuque on
December 10. The office visit will be held at the library. Any interested arts
organizations or individual artists may schedule an appointment with Department
of Cultural Affairs staff.
Next Meeting will be January 8, 2008.
Motion to adjourn by Hemmer, second by Kohl.. Approved 6-0
