MINUTES It was moved by Lyness, seconded by Daykin, to approve the minutes of the
APPROVED; January 8, 2008, meeting. The motion passed unanimously.
VOTE
APPROVE Leisure Services Manager Gil Spence reviewed the management agreement for
MANAGEMENT Bunker Hill Golf Course with GMS, Inc. There is no salary increase, however,
AGREEMENT bonuses will be awarded based upon staff hours not exceeding the following for

Bonuses will also be awarded based upon exceeding the following increased
revenue in golf operations:
Snack Bar Revenue, 5% increase from 2007 season = $8,761, $900 bonus
Golf Cart Revenue, 5% increase from 2007 season = $7,873, $900 bonus
One area that needs to be improved on is better communication skills and
training staff.

APPROVE Recreation Division Manager Pat Prevenas reviewed the Ball Diamond Rental
REVISIONS TO Agreement form with the commissioners. The following changes will be made

RENTAL
AGREEMENT; Under Rental Options for Softball, field light usage will increase from $10 to $11
VOTE: per hour. The following statement was added: Use of press box requires a
separate refundable deposit of $50 per field.
Under Rental Options for Baseball, rates will increase $10 per field per daylight
game and $20 per field per night game (full or partial) -includes field lights. The
following statement was added: Use of press box requires a refundable deposit
of $50.

PARK Park Division Manager Bob Fritsch updated commissioners:

removal once again. The budget will reflect the amount of money spent on snow
removal, as well as salt/chemicals used for snow removal. • Twelve students
from Central Alternative School have been helping with the repair/replacement of
picnic tables and planting of seeds in the greenhouse. (12 students x 2 hours
per day x 4 days per week) • Ice rinks have been flooded at Allison-Henderson
and Flora parks. No ice has been flooded at Comiskey Park, yet.
RECREATION Recreation Division Manager Pat Prevenas shared the Recreation Division Fall
DIVISION 2007 report with the commissioners:
REPORT:
• Under Therapeutic Recreation, only 15 people attended the Winter Dance due
to snowy weather. • Participation numbers are up in the Recreation
Classes/Children's Activities. • No Deep Water exercise classes offered due to
no pool at Clarke College. Swim lessons will be beginning at Hempstead Pool
on Saturday mornings beginning February 16th and Wednesday evenings
beginning February 20th. • Participation numbers for the month of November
2007 were down at the Prescott School, Uptown Recreation Open Gym. • The
University of Dubuque will be utilizing the tennis courts at Flora Park, and Loras
College will be utilizing the tennis courts at Eagle Point Park.

OTHER • Gil Spence reminded commissioners about the Recreation Division and Park
BUSINESS: Division budget hearings on Wednesday, February 13th at 6:30 p.m. at the
Historic Federal Building.
Under the Park Division, some of the highlighted areas are: contracting out
mowing for some smaller neighborhood parks; contracting out tree/brush
removal from ditch areas; additional position for Assistant Gardener (shared with
Public Works); Three Season flower show at Third and Bell Streets.
Under the Recreation Division, some of the highlighted areas are: creating a
web page for the Bunker Hill Golf Course; expanding our after-school program to
Fulton School with St. Mark's School; expanding the amount of work hours for
our pool laborer position(s).
A total of 23 CIP projects were eliminated from the budget.
• An article will be printed in the next issue of the City of Dubuque newsletter
regarding Crypto. Additional fliers will be distributed at our City Expo on
Tuesday, April 8th, as well as fliers distributed with the sale of our season pool
passes and swim lesson registrations.
