The Four Mounds Foundation letter of request and supporting project information are enclosed. Background Chairperson Christine Olson abstained from discussion to represent the Four Mounds Foundation. She explained the Four Mounds Foundation is seeking $100,000 in HDPIP funding to assist with the re-construction of the Four Mounds road, culverts and parking areas throughout the Four Mounds Estate Historic District. The project will include best management practices to help minimize run-off to the Mississippi River from the Four Mounds site through a variety of measures including pervious paving for parking areas, rain gardens, a bio-retention cell, cisterns to contain building runoff, and reinforced ground structure parking. The reinforced ground structure parking utilizes reinforced grass areas to allow for parking during large events that won't damage the Four Mounds grounds. She stated the requested HDPIP funds will be used to help make aspects of the project as historically appropriate as possible, including saving and replacing limestone curbing as necessary, re-creating seal-coat paving to the lower-use service areas and creation of new overflow parking by expanding the existing parking through the creation of "invisible" parking areas at the Grey & White Houses. These measures will help preserve and re-create historic features as well as minimize damage to the grounds and eliminate the need for large parking lots. Recommendation By a vote of 6 to 0 with one abstention, the Historic Preservation Commission recommends City Council approve $100,000 in HDPIP funds for the Four Mounds Foundation Public Improvement Project. A simple majority vote is needed for the City Council to approve the request. This project is currently estimated at $466,017. The City of Dubuque has set aside $164,500 in CIP funds toward this project and we're currently seeking other funding for options to help make this project more ecologically sustainable. The project will include best management practices to help minimize run-off to the Mississippi River from our site, through a variety of measures including pervious paving (in paved-parking areas only), rain gardens, a bio-retention cell, building runoff to cisterns and reinforced ground structure parking for overflow areas (having grass areas that are reinforced to allow for parking during large events that doesn't damage our grounds). Remove or leave excess stone as desired The preparation for working with a new gravel driveway usually consists of: 1. Deliver, grade, and compact process gravel to base material 2. A coat of oil is applied to solidify base, stone is applied to salidify base structure and all surface areas are compacted. 3. A second coat of oil and stone is applied and compacted to provide a long wearing driving surface 4. The extant buildings include their home, the Grey house built in 1908, a barn, corncrib, icehouse, hog house, garage, pump house, porch ramada, root cellar, and two servants' homes (for the gardener and the chauffeur), and the White House built in 1924 for their son, George R. Burden and his wife, Elizabeth, upon their marriage. George R. ("Bill") and Elizabeth Burden added a garden shed, two playhouses (only one extant), a woodworking shop, and a rock garden to the estate. The final building added to the estate was a cabin built in 1956 for Frindy Burden Gronen, daughter of George R. and Elizabeth. The Four Mounds Estate derived its name from the presence of four prehistoric burial mounds that line the bluff top just down slope from the Grey House. Staff Analysis: The applicants are applying for funding from the Historic District Public Improvement Program for the Four Mounds Public Improvement Project. The Commission is also responsible for providing a recommendation to the City Council about funding projects from the Historic District Public Improvement Program. The Commission's recommendation will go on to the City Council with the application materials for their review and approval of the project. The Commission will also have an opportunity for advisory design review of final design plans prior to bid letting. Compliance with Design Guidelines: In 2002, the Streetscape and Landscape Guidelines were created to help provide recommendations for public improvements on public property.
