RE: Courtesy Design Review -Madison Park Flag Pole and Equipment Compound
Dear Mr. Anderson:
Thank you for presenting the proposed flag pole and equipment compound which will
service as a wireless communication facility in Madison Park. Consistent with our
discussion at the February 21, 2008 Historic Preservation Commission (HPC) meeting, the
HPC recommends the project as presented noting the following:
1. The area surrounding the flag pole should be screened with a year round vegetation
to conceal the lighting fixtures. Fencing is not needed to surround the flagpole.
2. Apowder-coated, black, wrought iron style metal fence should be installed around
the electrical equipment on the northeast, northwest, and southwest sides of the
compound area with the existing chain link fence to remain on the remaining side.
Year round landscaping should be installed on the outside of the fencing.
3. Construction shall not damage the existing trees in the park.

Dear Commission Members:
Iowa Wireless Services, LLC -dba: I-Wireless, is working to improving its PCS wireless
phone service in the Greater Dubuque area. The reason for the need for improved service
is caused by customer demand.
As part of that service improvement we have identified a location in Madison Park. We
are proposing a 50 ft. flagpole. The equipment required to operate the site will be located
in the Park.
Although, the park is not in a designated Historic District, the nature of the area with,
several historically significant buildings; we felt it important that we discuss our proposal
with the Commission and receive your suggestions and input on our design.
Please find attached materials that help to show our proposal, we will have a
representative available at your February Commission meeting to discuss our proposal
and answer questions.

Staff Analysis: The applicant is requesting the Commission conduct a courtesy design
review of the proposed flag pole and equipment compound. The application states
because of customer demand, I-Wireless is currently working on improving its PCS
wireless phone service in the greater Dubuque area. As part of the improvement, (-
Wireless has identified Madison Park as a location. I Wireless is proposing a new
communication facility in the form of a flag pole and equipment compound. The flag
pole will be 50 feet high. The compound will be contained within a 6 foot high wood
privacy fence which encompasses the 18 foot by 20 foot lease area. The location of the
flag pole and compound are depicted in the enclosed map prepared by Staff as well as
the drawings provided by the applicant. The applicant has also provided renderings of
the flag pole. The applicant is currently in the process of receiving Section 106
approval.
