North Grandview Avenue Pet Park RecommendationTHE CITY OF Dubuque B E ~ Masterpiece on the Mississippi 2007 TO: The Honorable Mayor Roy Buol and Members of the City Council FROM: Evelyn Nadeau, Chair, Park and Recreation Advisory Commission SUBJECT: North Grandview Avenue Pet Park DATE: February 19, 2008 INTRODUCTION The purpose of this memorandum is to provide the City Council with the recommendation of the Park and Recreation Advisory Commission on the future of the North Grandview Avenue Pet Park. DISCUSSION As with the City Council, the residents of Aspen Court have spoken to the Park and Recreation Advisory Commission about the impact that the noise from the Pet Park is having on their lives. These residents have been respectful and patient as we have tried to resolve this situation. At our January commission meeting one of the commissioners asked that this subject be placed on the February agenda to discuss making a recommendation to the City Council. The feeling was that these neighbors are truly bothered by the noise and the situation needs to be resolved. The issue was placed on our February 12, 2008 agenda and after much discussion, the commission voted 3 to 1 to recommend to the City Council that the North Grandview Avenue Pet Park be closed as soon as another suitable Pet Park is opened. The Commission feels it is important to address the problems the neighbors are experiencing. Although measures have been taken to reduce the noise, including adjusting the hours of operation, asking owners to help limit the barking of their dogs, and screening the entrances, area residents are still not comfortable with the noise level. Closing the park seems to be the only solution that will satisfy the neighbors. To reduce the impact on dog owners, the Commission feels that the park should not be closed until another pet park that meets or exceeds the current need is opened.
