KeyLine Transit has been monitoring the progress of the Free Ride Program for
students attending Dubuque Community Schools since the program's inception in
August 2007. KeyLine has experienced a 49% increase in student riders from the past
school year to the current school year. Students are required to show their school ID to
receive free transportation. Students ride throughout the year free-of-charge on any
KeyLine fixed route bus during all hours of operating, including weekends.
Transit Manager Jon Rodocker recommends City Council approval to renew the Free
Ride Program with the Dubuque Community School District for another year (August 1,
2008 through July 31, 2009). The Dubuque Community School District will pay the City
$6,000 for the services provided to the District's K-12 students.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memo is to request continued support of the Free Ride Program
with the Dubuque Community Schools.
DISCUSSION
KeyLine Transit has been monitoring the progress of the Free Ride Program for
Students attending Dubuque Community Schools since the program's inception in
August 2007. Students are required to show their school ID to receive free
transportation. Students ride throughout the year free-of- charge on any KeyLine fixed
route bus during all hours of operation, including weekends. Many youth were already
riding free in the summer months because of participation in Leisure service activities
provided by the City Recreation Department.
The partnership between KeyLine Transit and the Dubuque Community School District
continues to be very successful. As you can see by the table below, KeyLine has
experienced a 49% increase in student riders from the past school year to the current
school year.

Due to the growing number of students utilizing our buses, KeyLine answered the
increased need for service by adding additional routes to serve Washington Junior High
School. In addition, KeyLine provided operators with customer service training to help
them better understand the needs of the student rider. The training, as well as ongoing
teamwork between KeyLine and the Dubuque Community Schools, has resulted in
fewer incidents on the bus involving student riders.
KeyLine is very pleased with the results and we are anticipating equal or greater
numbers of students riding for the remainder of this school year. We are looking forward
to another successful school year of student riders in 2008 - 2009, and would like to
continue the funding partnership for the next schoo{ year. KeyLine is proud to be a
partner with the Dubuque Community School District in a program that increases
access and opportunity for all the students of the City of Dubuque.
ACTION REQUIRED:
With your approval, I recommend the City Council renew our agreement for another
year and requests $6,000 annual support from the Dubuque Community School District.

AGREEMENT
BETWEEN
THE CITY OF DUBUQUE
AND
THE DUBUQUE COMMUNITY SCHOOL DISTRICT
FOR BUS TRANSPORTATION SERVICES FOR STUDENTS
is Agreement, dated for reference purposes the l day of
G , 2008, is made and entered into by and between the City of
Dubuque, Iowa (City) and the Dubuque Community School District (District).
SECTION 1. TERM. The term of this Agreement shall be from August 1, 2008
through July 31, 2009.
SECTION 2. SCOPE OF SERVICES. City agrees to provide free bus transportation
to District's K -12 students on City's established routes, which routes City shall
determine in its sole discretion.
SECTION 3. COMPENSATION. District agrees to pay City $6,000.00 for the services
provided herein upon receipt of a statement from city but not later than December 31,
2008.
SECTION 4. TERMINATION. City shall have the right to terminate this Agreement
with or without cause upon sixty (60) days written notice to District. Upon termination of
this Agreement, City shall refund the prorated amount of the compensation for the
unexpired term of this Agreement.
SECTION 5. RULES AND REGULATION. City shall in its sole discretion determine
the rules and regulations which apply to the bus transportation of District's students.
