The CARADCO Building is the catalyst for the renaissance of the Historic Millwork District(HMD)in Dubuque,Iowa. The HMD as once the nation's largest window and door manufacturing district,home to the"lost arts"of millwork and metalwork. ARADCO is the centerpiece of the HMD redevelopment,occupying an entire city block. After sitting vacant for 40 years, ARADCO was recently restored and redeveloped as mixed use,dedicating 20,000 sgft of space for arts,culture and onprofits,with commercial,retail,residential space in the remainder of the building. CARADCO and HMD have become a odel for neighborhood revitalization. i Maximum words allowed 100.Total words:100 Extended Project Description Please Include any additional Information about your project In the space below ntroduction The CARADCO Project("CARADCO")is the culmination of years of intensive planning,both at the community level by the ominee,City of Dubuque(the"City")and by the nominees,John and Mary Gronen of Gronen Propert iesl Redevelopment collectively,"Gronens"). The Gronens acquired CARADCO in 2006,a time when no one was making investments in the area nd before the HMD was listed on the National Register of Historic Places in November of 2008. The building is named after the ARADCO Company,a large millworking company that operated in the building until the 1970s. John Gronen's grandparents ad an ownership interest in the CARADCO Company and its predecessor companies,giving the family a personal historic onnection to the project. roject Planning efore the City's focus on the HMD and Gronens'investment in CARADCO,local artists were drawn to the HMD because of its istoric architecture and its open,historic warehouse spaces. The Dubuque creative community recognized HMD's historic uildings as works of art themselves. In 2004,local artist,Gene Tully created the"Voices from the Warehouse"exhibit,a opular annual community event that began bringing people to the HMD. As long-time supporters of the arts in Dubuque,the uccess of Voices from the Warehouse signaled to the Gronens what the HMD could become: a vibrant neighborhood where eople could live,work,play and participate in cultural events and activities. round the same time,the City set its focus on the revitalization of the HMD. In 2006,the Dubuque City Council included the evitalization of the HMD as one of its top 10 priorities of its"Envision 2010"plan. In 2006,the City also set environmental ustainability as a top priority,as well as arts policy and funding. Work began in earnest to plan for the revitalization of the MD. Because the CARADCO Project was a vital piece in the revitalization plan,the Gronens were involved with the City in the ommunity HMD revitalization planning at each step of the way. in order to ensure that the HMD would have long-term viability and to attract additional investment by other property owners, he City embarked on substantial infrastructure improvements in the HMD. Because environmental sustainability for the HMD as at the core of all of the infrastructure improvements,the HMD underwent a"Complete Streets"transformation("Complete Streets Project")between 2010 and 2012. The U.S.Department of Transportation awarded the HMD Complete Streets Project a 5.6 million grant through the TIGER Discretionary Grants program. The transformation allowed for a broad range of users, ncluding drivers,public transportation vehicles,pedestrians,bicyclists,children,elderly and people with disabilities. The mprovements included: permeable paver systems and reusing historic brick pavers in the streetscape area,reconstruction of idewalks,and energy efficient historic street lighting. As a result of the Complete Streets Project,the HMD is now better onnected to the Dubuque downtown business district and adjoining residential districts,making the properties in the HMD fifore attractive to investment and redevelopment. ity planning also included extensive discussions and studies about how to include arts and culture into the revitalized HMD. In O10,the City received$150,000 from the Iowa Great Places Grant to fund an innovative streetscape project that incorporated rustic elements into the entire HMD,including the CARADCO Building. Art was incorporated into sidewalk medallions, enches,waste receptacles,sewer lids,planters and bus shelters,immersing pedestrians in art as they stroll throughout the MD. The majority of the arts pieces were designed and produced by local artists and manufacturers. in 2011,the City was awarded a$100,000 Our Town Grant from the National Endowment for the Arts("NEA")to help plan for he incorporation of the arts into the HMD. Through that planning process,the Dubuque community engaged arts groups in the tanning and designing space for performance and visual arts,and studio and live/work space in the HMD. In his site visit to Dubuque in 2011,Chairman of the NEA,Rocco Landesman,noted about Dubuque: "This is a fantastic creative placemaking roject because,through the arts,they're bringing this whole neighborhood back. I wish I could take Dubuque and plant dozens f them across the country. They really get it about the arts" Arts and culture were major catalysts for the revitalization of the MD. ARADCO Redevelopment in 2011,CARADCO was the first factory building in the district to undergo an extensive rehabilitation effort and the first to take dvantage of the substantial public infrastructure improvements and the community arts and culture planning. CARADCO was xtremely deteriorated when the project began,illustrating the high risk that the Gronens took to redevelop the building. The 32 million rehabilitation project included a variety of public and private funding sources,including Federal New Market tax reeds,Federal and State of Iowa Historic Tax Credits and Community Development Block Grant funds contributed by the City. 50 construction-related jobs were created during the project. ARADCO has approximately 186,000 square feet of space on four floors. There are 72 residential units on the second and third loors,known as the"CARADCO Lofts" The main level includes 35,000 square feet of commercial and retail space and art allery. The lower level contains 20,000 square feet of space dedicated to foster the arts and non-profit activities. The main nd lower levels are known as the"Schmid Innovation Center." By establishing a vibrant mix of residential,commercial/retail nd non-profit tenants,the Gronens endeavored to create a"Sense of Place"that exhibits the qualities of true urbanism: ensity,diversity,energy and sociability. The Gronens incorporated as much of the building's historic fabric as possible into the new design for CARADCO. Many of the ulterior walls are composed of original red brick masonry. Wood beams,columns and woodwork were exposed and restored. riginal metal fire doors were also incorporated into the design of the spaces at all levels. New wood windows were replicated o match original windows. The courtyard at the center of the building was also renovated and used as an outdoor space by tenants nd as a performance space for local artists and performers. herever possible,Gronens incorporated sustainable green practices into CARADCO. First and foremost,the reuse of this large wilding rather than tearing it down is the most impactful sustainable feature of CARADCO. Additionally,CARADCO has a eflective roof,reducing energy consumption for cooling by 35%. R-50 insulation was place"under the lid"of the roof. A 72- anel roof solar array was installed on the roof,significantly reducing CARADCO's common area energy requirements.In-floor adiant heat and high efficiency boilers heat the interior spaces. Gas conservation equipment reduces gas usage by up to 30%. he Courtyard is paved with permeable pavers. esidential tenants began moving into CARADCO Lofts in the fall of 2012. The first commercial and retail tenants began moving nto the Schmid Innovation Center in early 2013,with the last commercial tenants coming on board in summer and fall of 2015. s of the late summer of 2015,the Schmid Innovation Center is almost completely leased. There is a waiting list for space in the ARADCO Lofts. ARADCO's Programming/Tenants ecause of the importance of arts and culture to the long-term viability of the HMD,the Gronens made sure to recruit arts and uIt ure tenants to CARADCO. To assist in those efforts,the Gronens received a donation from Dick and Carrie Schmid to build pace for arts and culture tenants as well as other nonprofit tenants. The Schmids are dedicated to supporting the arts and onprofits in Dubuque. Consequently,the main floor and lower levels were named the"Schmid Innovation Center" The Schmid n novation Center has several tenants focused on arts and culture. They are: Gallery C: Gallery C is on the main level of CARADCO. A professional,contemporary fine art gallery,it hosts exhibitions hat create dialog,engage the community and enrich the experience of the arts. Gallery C specializes in innovative, ontemporary art,showcasing the work of local,national and international artists. In addition to providing continuing displays f art,Gallery C hosts numerous events throughout the year,contributing to the cultural vibrancy of the HMD. Studio Works: Studio Works occupies several thousand square feet of space on the lower level of CARADCO. Studio Works provides studio space and collaborative work space for a variety of artists. Its resident artists also conduct classes for all 9e ranges and levels of experience. Studio Works'mission is to expand access to the arts in Dubuque by providing high uality,affordable studios and collaborative workspace to local artists with inspiring programs. Dubuque Chorale: Dubuque Chorale has its offices in the lower level of CARADCO. Dubuque Chorale is a community horal organization of singers from the Dubuque area. Its adult choir is composed of all ages from high school on. Its children's hoir is a group of approximately 50 children in grades 4-6. Dubuque Chorale is dedicated to improving the musical skills of its fingers as well as providing quality musical entertainment and culture for its audiences. Irish Hooley: Irish Hooley is a Celtic Music festival,whose office in the lower level of CARADCO. Dubuque has a substantial umber of residents with Irish ancestry/heritage. The mission of Irish Hooley is to promote Irish/Celtic music and culture in Dubuque throughout the year. n addition to arts and culture tenants,the lower level of CARADCO is home to several other non-profit organizations. The iverse mix of non-profit tenants in the lower level of CARADCO fosters an environment of dialogue and collaboration,often esulting in innovative events and unique cultural opportunities in the Dubuque community. Throughout the year,CARADCO is orae to cultural events inside the building and in the courtyard of CARADCO. They have included art exhibitions,musical erformances,theatrical performances and classes and workshops. ARADCO's diverse mix of commercial and retail tenants also offers the community unique products and services,some of hich were not available prior to the opening of CARADCO. They include: Dubuque Food Co-op: Dubuque Food Co-op is Dubuque's first full-service community co-op.Focusing on high-quality roducts that are local,natural,organic,and otherwise enhance the health and well-being of their members,community,and nvironment,the Co-op emphasizes collaborative ownership that values input of members and employees. Brazen Open Kitchen I Bar: Brazen is the first restaurant proprietor in the HMD. They are passionate about the ingredients hey use and where the faire comes from.When seasons permit,they source as many local ingredients as possible.Equally assionate about how the food is prepared and the techniques used,they serve most,if not all,items from scratch and made in ouse. Startup Dubuque: The Mission of Startup Dubuque is to create and foster an entrepreneurial environment within the reater Dubuque area by providing services to encourage,cultivate,and promote the growth and success of startups and early- tage companies. Eagle Point Solar: Eagle Point Solar is committed to the deployment and installation of U.S.manufactured solar hotovoltaic systems to produce emission free energy throughout the Midwest and the United States for the purpose of educing greenhouse gases and spurring job creation and domestic economic activity. Pilates Fundamentals: Pilates Fundamentals is the first studio in Iowa to feature Romana's Pilates,the original body onditioning method as devised by Joseph Pilates.They offer quality,private instruction by an experienced trainer. Inspire Cafe:Inspire Cafe is a coffee,tea and wine bar committed to creating and celebrating inspiration and community. nspire Cafe also hosts musical performances and educational speaking engagements/lectures. ach of CARADCO's retail tenants fit squarely within HMD's theme of culture,community and sustainability. As the HMD ontinues to redevelop,other developments will look to the tenant mix of CARADCO as a model of vitality and economic ustainability. mpact of CARADCO on the HMD and Community irtually every regional economic development organization,such as Dubuque Main Street,Greater Dubuque Development orporation and the East Central Intergovernmental Association agree that CARADCO has sparked a renaissance in the HMD. A istrict that was once deserted now has consistent vehicle and pedestrian traffic made up of CARADCO residents,patrons isiting CARADCO retail tenants and people just curious to see what is going on at the HMD. Since CARADCO has opened,a arge-scale mixed-use development called Novelty Iron Works is in progress on the block northeast of CARADCO. Residential I enants have begun moving into that develODment. Residents have just begun to move into that wilding. Directly to the south of CARADCO,plans are in progress to redevelop the Kretschmer-Tredway building into the corporate eadquarters for Hirschbach Motor Lines,a large trucking company currently headquartered in East Dubuque,Illinois. That evelopment will add to the diversity of uses at the HMD,bringing a large corporate office into the district. It will also bring umerous jobs to Dubuque. in addition to the direct impact on the HMD,CARADCO has had a wider impact on the Dubuque community. CARADCO Ilustrates to the community that once blighted and neglected buildings and neighborhoods can be redeveloped and brought ack to life. Through CARADCO,Dubuque residents can see the benefits of historic preservation as an engine of economic evelopment. CARADCO is a model for other developers in the community to follow so that similar projects can be completed n other historic districts or neighborhoods. ARADCO Project/HMD Recognition The completion of CARADCO has focused regional and national attention on Dubuque,the HMD and the CARADCO Project. Cher communities and organizations have looked upon CARADCO and the HMD as models for historic property redevelopment nd community redevelopment. in 2013,the Environmental Protection Agency awarded the City of Dubuque its Smart Growth Achievement Award in the ategory of Corridor or Neighborhood Revitalization,specifically related to the revitalization of the HMD. The award specifically entioned CARADCO for its role in the success of the HMD revitalization. It stated: "The rehabilitation of the anchor building-- he old CARADCO factory—is already complete. The building incorporates a variety of retail,commercial,social,art and civic paces,which has brought culture and vibrancy back to the area" The CARADCO Project is a model future major developments,not simply in the HMD but community wide.Beyond Dubuque, rban districts in the Main Street network have inquired about the design and practices used in the rebirth of CARADCO and the MD. in January of 2011,the City of Minneapolis used Dubuque's HMD Complete Streets Project as a model for its warehouse district lamming. Citing Dubuque's use of a combination of public,private,tax credit and grant financing for the HMD project,the tanner stated,"Minneapolis needs to harness creative funding mechanisms to move their project forward" In April of 2012,the ational Main Street Conference in Baltimore hosted a session on Dubuque's HMD Complete Street Project and the HMD evitalization.. On July 8 of 2014,Architect's Newspaper,a national journal for architects,published an article about the HMD evitalization project. ocally,the Gronens received the 2015 Dubuque Area Chamber of Commerce Economic Impact Award for their work on ARADCO,the HMD and their work on community economic development projects. Brazen Open Kitchen I Bar,the restaurant chant in CARADCO,received the 2015 Dubuque Area Chamber of Commerce Award for Most Promising New Business. nterestingly,the only other two nominees were Inspire Cafe and RF2 Furniture Warehouse,both tenants at CARADCO. This all Ilustrates CARADCO's impact in the Dubuque community. ummary The City,Gronens and CARADCO should be considered for the Tony Goldman Award: Honoring Inspired Places,because ARADCO exemplifies the key project facets set forth by the award committee. CARADCO utilized both the Federal and State istoric tax credits,as well as other innovative funding sources. Its substantial achievements all occurred within the last three ears,as tenants began moving in in early fall of 2012. Dubuque's artists and creative professionals helped to ignite and plan for he revitalization of the HMD;arts and culture programming is heavily intertwined in the CARADCO project. CARADCO is the nchor of the HMD. CARADCO's redevelopment catalyzed the redevelopment of several other neighboring buildings. ARADCO houses a unique mix of uses and retail tenants,including Brazen Open Kitchen I Bar,drawing locals and tourists alike. ronens worked with the City of Dubuque and other local partners to jumpstart and execute a bold preservation-based plan to evitalize the HMD. The CARADCO Project and the HMD revitalization plan was an innovative and replicable strategy that is ow a model for other communities and organizations seeking to reuse and revitalize historic buildings and neighborhoods. MD's Complete Streets Project enhanced the pedestrian experience in the district and CARADCO has attracted more edestrians to the HMD. CARADCO is a boldly visible example of the success of using historic preservation as a tool for evitalizing neighborhoods and as an engine for economic development. The CARADCO Project and the HMD revitalization plan ighlighted economic,environmental and cultural sustainability in their planning and execution,demonstrating that older uildings are the"greenest"buildings. Now,an area that was once deserted and economically dead,is once again vibrant. ARADCO and the Gronen's work were instrumental in the transformation of the HMD. For these reasons,the City,Gronens and ARADCO should be the recipient of the 2015 Tony Goldman Award.
