City Engineer Gus Psihoyos is recommending acceptance of the construction contract
for the building deconstruction at 610 Wilbur Street that was completed by D.F.
Excavating, LLC in the amount of$21,480 as part of the Wilbur Street Retaining Wall
and Embankment Stabilization Project.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution provides for the acceptance of the construction contract for the
Building Deconstruction at 610 Wilbur Street which was completed as part of the Wilbur
Street Retaining Wall and Embankment Stabilization Project.
BACKGROUND
The building deconstruction at 610 Wilbur Street Project provided for the total
deconstruction of the residential building structure. The construction debris were
diverted from the landfill as much as possible with the emphasis on reuse and recycling
versus discarding to the landfill. The building was removed to the foundation.
DISCUSSION
The building deconstruction at 610 Wilbur Street was completed by D.F. Excavating,
LLC. of Dubuque, Iowa, in the final contract amount of $21,480.00.
The project was awarded based on a competitive quotation process for public
improvements in accordance with Iowa Code, Section 26.14.
RECOMMENDATION
I recommend that the City Council accept the public improvements and authorize
payment of the contract amount of $21,480.00 to D.F. Excavating, LLC. for the Building
Deconstruction at 610 Wilbur Street.

RESOLUTION NO. 388-15
ACCEPTING THE BUILDING DECONSTRUCTION AT 610 WILBUR STREET
PROJECT AND AUTHORIZING THE PAYMENT OF THE CONTRACT AMOUNT TO
THE CONTRACTOR
Whereas, the Public Improvement Contract for the Building Deconstruction at
610 Wilbur Street (the Project) has been completed and the City Engineer has
examined the work and filed a certificate stating that the Project has been completed
according to the terms of the Public Improvement Contract and that the City Engineer
recommends that the Project be accepted; and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The recommendation of the City Engineer is approved and the Project
is hereby accepted.
Section 2. The Finance Director is hereby directed to pay to the Contractor from
the Stone Retaining Walls capital improvement appropriation for the contract amount of
$21,480.00 less any retained percentage provided for therein as provided in Iowa Code
chapter 573, and to pay such retainage only in accordance with the provisions of Iowa
Code chapter 573.

CITY ENGINEER'S CERTIFICATE OF FINAL COMPLETION OF THE BUILDING
DECONSTRUCTION AT 610 WILBUR STREET
The undersigned City Engineer of the City of Dubuque, Iowa, hereby certifies that
he has inspected the Building Deconstruction at 610 Wilbur Street (the Project), and
that said Project has been performed in compliance with the terms of the Public
Improvement Contract, and that the total cost of the completed work is $21,480.00.
