Thank you for providing the opportunity to review and comment on the proposed Canadian Pacific Railroad (CP) Positive Train Control Infrastructure in the city of Dubuque, Iowa in accordance with Section 106 of the National Historic Preservation Act (NHPA). In reviewing the documents, it is our understanding that the project involves the installation of five (5) Wayside Tip Towers in the CP right-of-way. As noted, there are three (3) sites and two (2) historic districts listed on the National Register of Historic Places that are within a '% mile of a Tip Tower site. Based on the size and thin profile of the structures and the distances from National Register properties, we feel that there will be a No Adverse Effect to a Historic Property by this undertaking. As part of the Section 106 of the National Historic Preservation Act(NHPA),we are currently in the 30 day review period for these antenna poles and welcome your input. The proposed Wayside Tip Towers are being constructed to ensure effective radio communication coverage for railroad operations in the area as well as the Base Station Tower as an integral part of the federally mandated Positive Train Control ("PTC")system. The proposed Wayside Tip Towers and associated bungalows will be installed in disturbed land within CP's railroad right-of-way. The Tip Towers will be constructed within the existing disturbed railroad right-of-way adjacent to or in proximity of existing CTC signal poles and bungalows. The tip-towers will be installed on a 5-foot tall and 3-foot wide precast foundation (see attached typical installation design). The installation will require the excavation of the existing disturbed railroad right-of-way to the approximate size of the precast foundation. The precast foundation will be inserted into the excavation and backfilled. The tip-towers will be secured to the precast foundation with anchor bolts. For your reference,included(attached)is the FCC Section 106 Review Tower Construction Notification System (TCNS) package. In addition, as required by the National Historic Preservation Act(NHPA),CP will be publishing a Public Notice in the Telegraph Herald inviting the members of your community to submit comments as to how the Tower may adversely affect Historic Properties. (Golder) is coordinating the Section 106 review on behalf of CP following the review process specified under the Program Comment to Tailor the Federal Communications Commission's Section 106 Review for Undertakings Involving the Construction of Positive Train Control Wayside Poles and Infrastructure (Program Comment). TILT-TOWERs MARQ04419.PTC, MARQ04461.PTC, MARQ04480.PTC, MARQ04510.PTC, AND MARQ04602.PTC are located within the CP right-of-way (ROW) in Dubuque County, Iowa.
