Leisure Services Manager Marie Ware is transmitting the 2015 Annual Report for Five
Flags. Five Flags Manager Joyce White, who is employed by SMG, the private
management company for Five Flags, will make a presentation to the City Council on
the update of activities in the current fiscal year and plans for the future.
This will be Joyce's last presentation to the City Council as Five Flags General Manager
as she will be retiring December 31, 2015.

INTRODUCTION
The purpose of this memorandum is to request the opportunity for SMG to make a
presentation to the City Council that is the Annual Report for FY 2015 and updates of
activities in the current fiscal year and plans for the future.
BACKGROUND
SMG was hired as the private management company for Five Flags in 2004. Effective
in 2009, the contract was extended for another five years and was just extended this
last year for another five years to 2019. Each year the SMG manager shares the
Annual Report with the Council. I have asked Joyce White, SMG's General Manager to
present to the Council activities in FY 2015. This will be Joyce's last presentation to the
Council as she will be retiring December 31, 2015.
The Five Flags Center is an important part of our community as you will see. It is truly
the community's civic center. SMG Management has and continues to work hard as our
partner. After hearing Joyce's presentation, I think you will be excited about the past as
well as the future of Five Flags.

Five Flags Civic Center, Dubuque's oldest convention center, arena, and performing arts center, opened in
1979 and is located at 405 Main Street. The addition of the convention/meeting space and arena to the
iconic and historic Five Flags Theater has provided a city block of vibrant activity to generations of
Dubuque residents. The arena can provide flexible, configured seating arrangements in order to bring a
variety of sporting events, concerts, social events, meetings and conventions to Dubuque.
Owned by the City of Dubuque, Five Flags Civic Center is dedicated to growing economic activity for local
businesses and to providing a community venue for current and future generations. In 2004,the City
awarded a five year management contract to SMG, the world leader in private venue management,
marketing and development.The management contract was extended in July, 2009 through June, 2014. In
October, 2013, members of the City Council approved a five-year contract renewal to extend SMG
management to June 30, 2019 with an additional five year option.
As compared to FY 14, adjusted gross revenue for FY 15 was down 7.8% and expenses remained flat. Five
Flags base operating subsidy is contractual and increases are tied to the CPI All Urban as determined each
May. The CPI increased by 2% for FY 15. Management has responded to the City's allocated subsidy to
consistently come in under budget for ten consecutive years. Five Flags continues to expand its' business
model and bring new programming to the event calendar. However,the nature of the events tends to be
labor intensive and zero or revenue neutral.

meetings and conventions after almost a decade's absence.
Management reviews and responds to bid opportunities through Dubuque
Conventions and Visitor's Bureau in addition to participating in the CVB's

The "Facility and Event Management"industry is exciting and demanding. Frequently, event programming
can require a complete building"change-over,"within a twenty four hour timeframe, in order to
accommodate load-in and staging of multiple, consecutive events. Below is a timeline reflecting seven

SMG/Five Flags Management team is comprised of nine full-time and one half-time staff— and a small
pool of part-time event-related staff Six Five Flags staff transitioned from City of Dubuque employment
and, collectively, have a combined service tenure to Five Flags Center totaling over 139 years. In addition to
