Minutes Plumbing Board 2 28 08MINUTES OF MEETING -PLUMBING BOARD DATE: February 28, 2008 TIME: 4:OOpm LOCATION: Conference Room B, City Hall, 50 W. 13`h Street, Dubuque, IA Members Present: Jack Papin, Harlan Willenborg, Dan Harris, Stanley Donner, Mike Swift Members Absent: None Staff Present: Jason Mouring Media Present: None Others Present: None Meeting called to order by Jack Papin. Certification of Minutes, December 12, 2007 Jack Papin read into the record the minutes of the Decemberl2, 2007 Plumbing Board meeting. He moved to accept the minutes as read. Harlan Willenborg seconded. All present in favor. Motion passed. New Ausiness Discussion on Reciprocal Licenses. Staff provided for Board review, information on active reciprocal license agreements. Waterloo, Iowa City, Cedar Falls, Des Moines, Cedar Rapids, and Davenport All reciprocate both Journeyman and Master Plumbing licenses with City of Dubuque licensed Plumbers. Review of the Dubuque City Ordinance Sec. 30.8 (j), last paragraph (42-02) added June 3, 2002. Board accepts Ordinance as written. "Master and journeymen plumbers holding licenses in jurisdictions with similar licensing requirements as the city of Dubuque and whose plumbing board or authority having jurisdiction has expressed, in writing, that they will accept city of Dubuque licenses as proof of qualification for a license in their jurisdiction, will not be subject to testing or interview by the city of Dubuque plumbing board. " Confirmed that per Ord. 30.8 (g) proof of (5) years experience and letters of reference only applies to Master applicants. Confirmed that per Ord. 30.8 (h), no prior experience is required to become a Journeyman plumber. And per 30.8(i) there is no requirement to be an Apprentice for any length of time (if at all) prior to becoming a Minutes of Meeting -Plumbing Board February 28, 2008 Page 2 of 2 Journeyman. All Apprentices must register with the City of Dubuque. Board accepts Ordinance(s) 30.8,(g), (h) and (i),above as written in the City Ordinance. Harlan Willenborg, second Dan Harris, all in favor. 2. Discussion of Practical Test. Board is aware that there are several candidates waiting to take the Practical. Out of fairness to those who were affected by the cancellation of the February 6t" test, the 60 day interval maybe relaxed if a candidate is not successful on the March St" test date. Motion made by Harlan Willenborg, seconded by Stan Gonner. All in favor. 3. Discussion of State License. Due to limited information from IDPH on subject, Staff will keep Board informed of evolving issues as they become available from the State. 4. Ratio of Apprentice Plumbers discussed. Harlan had concerns on the composition of Apprentice employee ratios. Staff voiced the practicality of enforcement with respect to who is on the job when the inspection takes place. Often there is only the Apprentice on-site and the inspection was called in by a company office staff person. Harlan agreed that it would not be practical for a Master or Journeyman to stick around and wait for an inspector. With respect to who works for a Plumbing contractor, the ratio of Apprentice plumbers applies to who is on the job site working and does not necessarily apply to the ratio on said company's payroll.
