Van Milligen, City Manager 11 `` AI-America Citl- FROM: Craig Nowack, Cable TV Coordinator C.. N ' I DATE: March 6, 2008 RE: PEG Capital Grant Expenditure Request 2007 INTRODUCTION The purpose of this memorandum is to forward a recommendation from the Cable TV Tele- Programming Commission to approve a request for funding from the Capital Grant for Access Equipment and Facilities. BACKGROUND The Capital Grant for Access Equipment and Facilities created by the cable franchise agreement that went into effect on June 5, 2005, began FY08 with a balance of $285,721. Quarterly adjustments and interest have added $21,607 this fiscal year. Currently there is a balance to be awarded of $112,589. At its most recent meeting, the Commission recommended a grant of $20,000 from this fund for Mediacom on behalf of the public access studio; the grant application is attached. This funding will allow the installation of a Cablecast Pro automation system and server to control the three access channels that originate there. In addition, it will give those channels a shared message information system that will enable on-screen listings to be displayed which will inform viewers when programming will air. RECOMMENDED ACTION respectfully request that the Commission's recommendation for this request be forwarded to the City Council to receive, file, and approve. Thank you. cc: Randy Gehl, Public Information Officer Cable TV Tele-Programming Commission MAR, 5,2008 3:20PM MEDIACOM DUBUQUE TFi~ CITY O$ ' ~-~~ ~ Masterpiece vet the Mississippi N0. 7442 P. 1 CAPITAL GRANT FOR ACCESS EQUIPMENT & FACILITIES REQUEST FOR FUNDING Please type & send to: Cable TV Coordinator Clty Hall Annex 1300 Main Street Dubuque,lA 52001 563-569-4181 563-599-4299 fax Date: March 5, 2008 Name of Organization or Group: Mediacom Iowa LLC Contact person: James A. Barefoot, am requesting the purchase of the Tightrope Media Systems' Cablecast Pro Event Controller, CG-250 Bulletin Board System and SX4 Broadcast Video Server to enhance Public, Educational and Government Access programming airing on Mediacom's Public Access Channels 15 and 16 as well Educational Channel 17. Please list the item(s) you are requesting and the cost for each. Attach at least one estimate/quote from a vendor: Tightrope Media Cablecast Pro Event Controller $4,080.00 Tightrooe Media CG-250 Bulletin Board S stem $2,774.00 Tightrope Media SX4 Broadcast Video Server 12,720,00 MAR, 5. 2008 3:20PM MEDIACOM DUBUQUE N0. 7442 P. 2 $19,574.00 Total Describe how the Dubuque community will benefit from this request: The Cablecast Pro is a complete broadcast and scheduling system designed specifically for PEG Access channels. With Cablecast, we will be able to easily create our playback schedule, by doing what is called block programming, offered in the software package. Staff members will then have more time to interact with the Access community producing programming and training Access users as opposed to the labor intensive process we currently use. The system will then automatically publish program listings to a website and to the bulletin board system. Data can also be exported to the TV Guide channel. This will allow viewers more options to find out when a certain program is on as well as future listings. Through the Cablecast CG-250 Bulletin Board System, staff members will be able to produce sophisticated graphics for public service announcements submitted to Mediacom by non-profit organizations. Upgrading to the SX4 Video Server greatly enhances our storage capacity from 250 gigabits to ~ terabits. This will allow access producers to store multiple episodes of their program on the server for playback which is not common place at this time due to limited storage space. The current practice is to delete an old show once a new show is submitted. Often times, Access producers will want to air a previously aired episode which was deleted from the hard drive. Staff members spend a large amount of their time capturing programs onto the video server for playback at a later time and date. Thank you for your time and consideration for reviewing this grant proposal. Please feel free to contact me should you have any questions or concerns. ~l~k3k~R signature Date EI.S, INC.
