Cable TV Coordinator Craig Nowack is recommending approval of a recommendation
from the Cable TV Tele-Programming Commission to approve an application for funding
from the Capital Grant for Access Equipment and Facilities for Mediacom for $20,000
for equipment in the public access studio.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to forward a recommendation from the Cable TV Tele-
Programming Commission to approve a request for funding from the Capital Grant for Access
Equipment and Facilities.
BACKGROUND
The Capital Grant for Access Equipment and Facilities created by the cable franchise
agreement that went into effect on June 5, 2005, began FY08 with a balance of $285,721.
Quarterly adjustments and interest have added $21,607 this fiscal year. Currently there is a
balance to be awarded of $112,589.
At its most recent meeting, the Commission recommended a grant of $20,000 from this fund for
Mediacom on behalf of the public access studio; the grant application is attached. This funding
will allow the installation of a Cablecast Pro automation system and server to control the three
access channels that originate there. In addition, it will give those channels a shared message
information system that will enable on-screen listings to be displayed which will inform viewers
when programming will air.
RECOMMENDED ACTION
respectfully request that the Commission's recommendation for this request be forwarded to
the City Council to receive, file, and approve. Thank you.

Describe how the Dubuque community will benefit from this request:
The Cablecast Pro is a complete broadcast and scheduling system designed
specifically for PEG Access channels. With Cablecast, we will be able to easily
create our playback schedule, by doing what is called block programming,
offered in the software package. Staff members will then have more time to
interact with the Access community producing programming and training Access
users as opposed to the labor intensive process we currently use. The system
will then automatically publish program listings to a website and to the bulletin
board system. Data can also be exported to the TV Guide channel. This will allow
viewers more options to find out when a certain program is on as well as future
listings. Through the Cablecast CG-250 Bulletin Board System, staff members
will be able to produce sophisticated graphics for public service announcements
submitted to Mediacom by non-profit organizations. Upgrading to the SX4 Video
Server greatly enhances our storage capacity from 250 gigabits to ~ terabits.
This will allow access producers to store multiple episodes of their program on
the server for playback which is not common place at this time due to limited
storage space. The current practice is to delete an old show once a new show is
submitted. Often times, Access producers will want to air a previously aired
episode which was deleted from the hard drive. Staff members spend a large
amount of their time capturing programs onto the video server for playback at a
later time and date. Thank you for your time and consideration for reviewing this

GRANT AWARD AGREEMENT
BETWEEN
THE CITY OF DUBUGIUE, IOWA
AND
MCC IOWA, LLC
This Grant Award Agreement (the Agreement), dated for references
purposes the 5 day of March, 2008, is made and entered into
by and between the City of Dubuque, Iowa (City) and MCC Iowa, LLC
(Recipient).
Whereas, Section 6 (b) of the Cable Franchise Agreement between the
City of Dubuque, Iowa and MCC Iowa, LLC, dated June 5, 2005, provides for a
Capital Grant for Access Equipment and Facilities for capital support for PEG
and I-Net use; and
Whereas, Recipient has submitted a Grant Application; and
Whereas, City has approved the Grant Application, on the terms and
conditions set forth herein.
NOW, THEREFORE, IT IS AGREED BY AND BETWEEN CITY AND
RECIPIENT AS FOLLOWS:
1. City hereby awards a grant to Recipient in the amount of
$ 19 574.00 (the Grant), to be administered by City.
2. The Grant shall be used solely for the purpose(s) described in
Recipient's Grant Application, a copy of which is attached hereto and
incorporated herein,
3. All equipment and facilities purchased with the Grant shall remain
the property of City,
4. Any unused portion of the Grant shall be credited to City's Capital
Grant fund.
5. All equipment and facilitles purchased with the Grant shall be used
solely for non-commercial purposes.
6. Failure by Recipient to abide by the terms and conditions of this
Agreement may result in forf®iture of the equipment and facilities purchased with
the Grant. City shall provide written notice to Recipient of any such failure and

Recipient shall have thirty (30) days in which to correct such failure. In the event
Recipient fails to cure such failure within such thirty (30) day period, Recipient
shall within ten (10) days thereafter return all equipment and facilities purchased
