APPLICATION FOR
ANNEXATION BY RESOLUTION
Whereas, the City of Dubuque,
Iowa, is rapidly growing westerly
and including areas west of the
present city limits of the City of
Dubuque, Iowa; and
Whereas, the City has under con-
sideration the annexation of terri-
tory lying west of the present city
limits of the City of Dubuque, Iowa;
and
Whereas, Hillcrest Builders Inc.,
Dubuque, Iowa, has plans for the
development of a subdivision to
be known as "Key Knolls Subdivi-
sion" in a territory lying just west
of the city limits of the City of
Dubuque, Iowa; and
Whereas, the layout and develop-
ment plan for the first 40 acres
thereof has received tentative ap-
proval of the City Planning and
Zoning Commission and the City
Engineering Department, which
first sectio^ will be comprised of
approximately 177 single family
residence lots; and
Whereas, said Key Knolls Sub-
division has been duly approved
by Federal Housing Administration
for financing of homes to be built
thereon; and
Whereas, to promote the orderly
and proper growth and develop-
ment of this area, the same should
be a part of the City of Dubuque,
Iowa; and
Whereas, for the said territory to
be developed there is need far the
extension of sewers and water
mains and other services that the
City can provide; and
Whereas, the undersigned own-
ers of an area of approximately 126
acres desire that their land which
immediately adjoins the westerly
limits of the City of Dubuque, Iowa,
and containing approximately 126
acres be annexed forthwith to the
City of Dubuque, Iowa; and
Whereas, it will be to the best
interests of the City of Dubuque,
Iowa, and the inhabitants thereof
for said territory to be incorpor-
ated into the City of Dubuque,
Iowa;
Now, Therefore, the undersigned,
being all the owners of an area
containing approximately 120 acres
lying west of and immediately ad-
joining the westerly boundary of
the city limits of the City of Du-
buque, Iowa, hereby make applica-
tion for annexation to the City of
Dubuque, Iowa, by resolution pur-
suant to Section 362.30, Code of
Iowa 1958, of the following de-
scribed area, to wit:
Northeast Quarter of the South-
east Quarter, Lot 1 of the North-
west Quarter of the Southeast
Quarter, Lot 2 of the Southwest
Quarter of the Southeast Quarter,
Blocks 1, 2, 3, 4, 5, 6, and 7 in
Iiey Knolls Subdivision, and Lots
1, 2, 3, 4, and 5 in Lange's Sub-
division situated in the Southeast
Quarter of the Southeast Quar-
ter, all in Section 21, Township
89 North, Range 2 East of the
5th P.M., a plat of the aforesaid
area being attached hereto.

Attorney Thomas stated that Hill-
crest Builders have yielded to vol-
untary annexation. It is too im-
portant to stop because of legal
procedure. He further stated that
area known as Block 20 will be
given as a gift to the City when
proper title is received. Thomas
further remarked that the area
should be referred to the Planning
& Zoning Commission for proper
zoning. Also sewer and water ser-
vice construction should be. started
as soon as possible.
Mr. Ray Bergquist addressed the
Council as an architect and en-
gineer by stating that the subdivid-
er is going to be restricted as to
height of business buildings in the
new subdivision. He suggested that
the Council consider the appoint-
ment of a study group to cover
phases of architecture, engineer-
ing, construction and legal aspects
to re-examine our present building
and zoning ordinance.
Councilman Freund moved that
the suggestion made by Mr. Berg-
quist be referred to the Council
and that a study committee be
named to work with the Planning
& Zoning Commission to re-examine
and re-evaluate our building and
Zoning ordinances. Seconded by
Councilman Schreiber. Carried by

CITY LIMITS
NO. 94-60
Whereas, the owners of an area
approximately 126 acres in size im-
mediately adjoining the westerly
city limits of the City of Dubuque,
Iowa, in the vicinity of Penn-.
Sylvania Avenue, have made appli-
cation for annexation of said ter-
ritory to the City of Dubuque, Iowa;
and
Whereas, said territory is being
substantially built up; and
Whereas ,the inhabitants of said
territory will be enabled to secure
the benefits of city government in
the way of police and fire protec-
tion if said territory is incorporated
within the city limits of the City
of Dubuque, Iowa; and
Whereas, the inhabitants of said
territory will be enabled to secure
water, sewer, and other municipal
services if said territory is incor
porated within the city limits of
the City of Dubuque, Iowa; and
Whereas, Section 362.30, Code
of Iowa 1958, authorize the exten-
sion of city limits in situations of
this character by the adoption of
a resolution therefor; and
Whereas, the future growth, de-
velopment, and preservation of the
public health of the City of Du-
buque, Iowa, makes it imperative
that said territory be made. a part
of the City of Dubuque, Iowa; and
Whereas, it is necessary to pro-
vide for the orderly and systematic
growth and development of the ter-
ritory adjoining the City of Du-
buque, Iowa;
Now, Therefore, Be It Resolved
by the City Council of the City of
Dubuque, Iowa, that the territorial
limits of the City of Dubuque,

ing that the project of dredging
the Municipal Commercial harbor
will be considered in Washington
on May 24, 1960, presented and

Gentlemen: We have been given
to understand from the Traffic
Department that about a year ago
two hour parking limit signs were
erected in the 900 block on White
Street. This area was intended to
be a non-meter buffer zone between
the unrestricted area and the meter-
ed areas on White Street.
This zone was also intended to
give some parking relief to the
Schrup Motor Company and to the
United Rent-All. It is felt that the
City should adopt an ordinance
to effect two hour parking in this
block.
It is therefore recommended that
Schedule IV of Ordinance 33-49
be amended by adding a new sec-
tion to Section 2 there of as follows:
"ii. Both sides of White Street
from East 9th to East 10th," and
that proper proceedings be pre-
pared.

thur Meltzer and others relative
to a drainage problem onto their
properties on Evergreen Drive was

Mr. Clarence Arlen, subdivider
of the Clover Hills Subdivision, has
agreed to grade and resod the area
behind the various homes involved.
Mr. Arlen made a committment
as to the above by phone on April
22, 1900. It is reasonable to expect
that if this is done and the azea
is built up, specifically the pro-
posed Church area, the petitioners
problem should be eliminated.

Gentlemen: The communication
from the Dock Commission relative
to the existing storm sewer on
Eleventh Steret was referred to
the City Manager and Street Com-
missioner for investigation and re-
port.
After viewing the area and the
present condition of the catch
basins on 11th Street, it was agreed
by the Street Commisisoner, City
Engineer and myself that no im-
mediate danger of flooding is pres-
ent.
H the Dock Commission insist on
making changes in various eleva-
tions of area "A" at 11th Street,
this should have been taken into
account prior to any changes that
would possibly effect flooding of
any bordering properties.
In order to lend our full coopera-
tion, it was further decided that
the Street Department would en-
large one catch basin within a mat-
ter of two weeks.

Gentlemen: Herewith attached is
a revised estimate of cost for con-
struction of the Fengler Street
overpass as submitted by A. A.
Rhomberg, Engineer and Land Sur-
veyor, together with a copy of the
revised plans.
The Milwaukee Railroad asked
for the inclusion of space for an-
other track under the overpass
sometime ago which changed the
original plans and estimate.
The present estimated revised
cost of the project is $127,957.56
as compared to the original esti-
mate of $111,304.84.
The Milwaukee Road has agreed
to particiapte in the payment of
the project not to exceed $60,000.00.
We now have on file, a proposed
agreement as submitted by the
Milwaukee Road that their finan-
cial participation would not be-
come effective before January 30,
1961.
In meeting with members of the
Milwaukee Railroad sometime ago,
it was agreed to and made known
that the above participation date
was not acceptable to the City. The
representatives of the Milwaukee
Road then agreed to have this sec-
tion of the agreement changed, if
possible, and to let us know by re-
turn mail.
This information has not been
received to date. The revised plans
could be approved at this time
however, subject to proper accept-
anc of the financial arrangements
to be submitted by the Milwaukee
Railroad Company.

the lowest bid for the furnishing of
all labor and materials and per-
forming the work as provided for
in the plans and specifications;
now therefore,
Be It Resolved by the City Coun-
cil of the City of Dubuque that
the contract for the above men-
tioned improvement be awarded
to Saffron Construction Company
and the Manager be and he is here-
by directed to execute a contract
on behalf of the City of Dubuque

yond the amount appropriated in
this year's budget. This repair
work is a necessity. Also an addi-
tional cost is proposed for the

Lenox Addition. These storm

WHEREAS it is proposed to im-
prove by 4 lane divided facility
the extension of Primary Road No.
U.S. #20 within the City of Du-
buque, Iowa, and
WHEREAS the proposed align-
ment for the improvement has
been submitted to the City Coun-
cil and the City Council has in-
formed itself as to the nature of
the work to be done, the proposed
alignment, the provisions of the
Controlled Access Law (Chapter
306A, Code of 1958) applicable to
this project and the desires of the
State Highway Commission with
respect thereto; also with refer-
ence to the parking restrictions
to be imposed thereon, and the
general terms of the resolution and
agreement which said City will be
expected to execute with the State
Highway Commission,
NOW THEREFORE, be it re-

such access rights shall be subject
to such regulations in the interest
of public welfare and safety as
the City and Iowa State Highway
Commission may agree upon, pro-
vided that no additional access
ways or change of use shall be
permitted by the City without the
consent and approval of the Iowa
State Highway Commission. The
Council will also authorize the
Iowa State Highway Commission to
acquire right-of-way and access
rights by purchase or condemna-
tion, as shown on the plans for
Project Number U-305, and more
specificilly described as follows:

Congress for the purpose of trying
to have the Federal Government
dredgethis area. Our Representa-
tive inCongress had this projeM
included in an authorization bill
(H. R. 7634) bnt this Public Works
bill was eventually vetoed by the
President. The bill was then re-
vised -and passed over bhe Presi-
dent's veto but did not include
our Ice Harbor project. Our Rep-
resentative claims that we- can not
plan on any action on this dredging
until 1962, and then only if we
can have it included in the Presi-
dent's budget.
The Midwest Dredging Co. in
April started ho fill in a portion
of Area "A." Due do mechanical
failure of equipment and addition-
al dredging required for the Ral-
ston Purina Co. on their leased
property, the Midwest Co. were un-
able to finish their contraot before
winter but shall finish in khe spring
of 1960.
In September a number of meet-
ings were held by the Dock Com-
mission, City Manager, Chicago
Great Western Railroad Officials,
and bhe occupants of Area "A" to
discuss bhe possibility of construct-
ing arailroad spur track into this
area. The railroad recognizing the
potential of ~bhis area agreed ko
construct khis spur track at their
own expense, with .the occupants of
.the area paying for the siding on
theirown property. In October an
ordinance granting the Railroad
permission to construct this track
was..passed by the City Council.
Tn September permission was
granked~ to the Virginia Carolina
Co. to construct awharf and barge
unloading facilities along .their
leased property on the 7kh St. har-
bor. These facilities have been
completed 'and they shall start in
the spring to bring in all of Rheir
basic raw materials by barge. Since
1946 when the Virginia Carolina
Co. located in Dubuque bhe Dock
Commission has tried, unsucessful-
ly ~to promote the use of the river
to khis Company, but as they are
now under new management we
were pleased when they made bhe
decision as ~bhis will give the City
additional wharfage.
After months of negotiations be-
tween the Dock Board and the Ral-
ston Purina Co. of St. Louis, Mo.,
a lease was signed for 11.6747
acres on area "A" November 27th.
This lease will run for (7) seven
years or until 1967. The Ralston
Purina Co. advanced to the Dock
Board $26,393.70which represents
kheir xenbal for the entire length
of their lease. This advance renh
was necessary in order that we
could finish the dredging and con-
struct roads into their property.
Ralston's tentative plans call for
a warehouse ko be constructed on
the site at this time, buh their
long range plans will call wor an
employment figure of 100 men.
A lease agreement was entered
into on June 29th between the
I?ock Commission and the Dubuque
Dock Co. for 3.059 acres on area
"A." Mr. Saul Greenstein has ten-
bative plans ~to construct coal docks
in this area, with facilities to han-
dle other materials to be con-
structed later. City's revenue from
this area will be $2,320.00 per
year, plus wharfage fees.
While the lease of the Thomas
J. Flynn Co. was signed in 1958 khe
Flynn Co. started construction of
their plant on area "A" in the Fall
of 1959 and should be in operation
in the spring of 1960.
In the summer of 1959 khe Na-
tional Guard, 389th Engineer Bat-
talion, requested permission from
the Dock Board to do certain con-
struction vrork on area "A" which
would give their men some prac-
tical field training in road build-
ing,ete. A considerable amount of
man hours, in addition to the use
of- Government trucks for hauling
fill for roads was, in this manner,
contributed Ito robe City.
Our Wharfage from the Inter-
, state Power Co. while decreasing

by 23,224 tons in the past .year is
being used to liquidate our indebt-
edness to this company.
On July 13th a lease agreement
was entered into with the Caradco,
Inc. company for 5.12 acres on
area "A" paralleling 12th St. Car-
adco have no immediate plans for
this property but it is necessary
for future expansion.
In April ground was broken for
the first industry to start construc-
tion on area "B." This was the
Dubuque Container Co., a subsidi-
ary of the St. Regis Paper Co.
This $1,000,000.000 factory will be
in operation in early 1960.
In April the Dubuque City Coun-
cil approved the sale o£ 5.95 acres
of land on the Light Industrial
section of area "B" do the Eska Co.
of Dubuque. Selling price, $3,000.00
per acre. This firm had plans to
construct a 50,000 square foot
building by July of 1960. As of
February 1, 1960, no lease or sale
has consummated.
In May a Boat Loading Dock
was constructed and placed in
service by the ramp at the foot of
Hawthorne Street, Area "B." This
dock, used by boaters to load and
unload passengers and equipment
vrithout having to get into the
water, has proved so popular that
an additional one has been con-
structed during the winter. This
new unit will go into service at
the same location in the spring of
1960.
During November construction
was started on the Kerper Boule-
vard Sewage Pumping station by
the Sehueller Construction Co. This
pumping station project, we be-
lieve, should be the last major
construction job required on area
„B „
The tonnage through our local
terminal has increased 25% in 1959
over 1958, according to Mr. Saul
Greenstein, operator of the ter-
minal. This increase is very sub-
stantial, but Mr. Greenstein looks
for an even greater increase in
1960. Mr. Greenstein has request-
ed permission from the Dock Board
to construct new piling along the
Terminal riverfront in the spring
of 1960. This construction being
necessary as water depth at old
piling is too shallow for unloading
barges. Permission was granted t
after the project had been ap-
proved by the U. S. Coast Guard.
During July the formal dedica-
tion of the new $300,000.00 Asphalt
Terminal plant was held. The Sin-
clair Refining Co, officials state
that the capacity of the terminal
is one and one hundred million
gallons and that they will be sup-
plied with asphalt by Sinclair's own
fleet of barges out of Wood River,
Illinois. This plant, in addition ~to
giving the City increased wharf-
age should substantially reduce the
cost of asphalt for road building
within a two hundred (200) mile
radius of Dubuque.
The Sinclair Co. considered this
plant to be of soot importance
that the Chairman of the Board,
in addition ~to a number of Vice
Presidents and General Managers
from their entire system were in
Dubuque for this occasion.
During 1959 no permits for boat
spaces in the Ice Harbor were is-
sued until the Doek Board had in-
speMed the applicants Marine
equipment, and the immediate area
which the applicant rents, to de-
termine if everything was up to
the standard set by the Board for
them to fallow. In 1960 no permits
will be issued for space along the
river front unless the applicant
has done everything possible, such
as, repair, paint, etc., so that the
City will receive no adverse criti-
cism as happened in the spring of
1959.
In 1960 the Dubuque Marina shall
reach a saturation point, when the
demands for boat spaces shall ex-
ceed the space available. We have
almost reached this point along our
riverfront in the spaces which we
have for mooring small river craft.
This condition could give us a
problem in the immediate future,
unless we can find space for boats,
especially if the trend, or interest
in the river continues as it has in
the past five years.
During 1959 the City Water De-
partment completed the grading
and seeding of the parkway along
Hawthorne Street. It is their plan
to eventually plant trees and place
benches in this park paralleling
the river.
For 1960 the City Council ~ap-
proved abudget request for $5,000
o partially pay for the restoration

of the City's historic Shot Tower.
This $5,000 placed in our budget
created the necessary interest in
the city and a "SAVE OUR SHOT
TOWER" or "S. O. S." committee
was organized to solicit additional
funds needed to make the restora-
tion of the Tower complete.
Through the publicity given to this
campaign by radio, newspaper, etc.,
the committee was able to raise
this fund up to approximately
$11,000, which includes the $5,000
in our budget. In early spring of
1960 the Shot Tower will be com-
pletely restored, perhaps not to
it's original likeness, but it shall
be tuckpointed, capped on top,com-
pletely braced with the rods, light-
ning rods installed, landscaped, and
if the Funds allow, it shall be
floodlighted so it will be visible
for miles.
In December a contract was
awarded to the Hennessey Bros.
Co. of Cedar Rapids, Iowa, for
the construction of a storm sewer
to run from 11th Street, across
the Caradco property and into the
Flood Control Reservoir. As this
sewer, by Ampting into the reser-
voir will provide a certain amount
of flood control protection to in-
dustries located in this area, the
Caradco Co. and firms to be bene•
fitted, agreed to pay the difference
in cost between this plan and one
which would place the sewer emp-
tying into the 7th Street harbor.
Construction will start on this sew-
er in early February.

Gentlemen: Recently the Traffic
Department was approached by the
Rev. Harry Turner; Business Ad-
ministrator of the University of Du-
buque, regarding parking and traf-
fic problems in the vicinity of the
newScience Hall which has been
constructed at the southeast corner
of University and Algona Streets.
Rev. Turner states that it is the
wish of the University of Dubuque
officials that the portion of Al-
gona Street directly in front of the
Science Hall be made a No Park-
ing area. At the present time, this
portion of Algona Street parks
about four vehicles and is the only
portfon of Algona Street between
University Avenue and Bennett
Street on which parking is allowed.
These four remaining spaces are
now controlled by two hour park-
ing zone.
The second portion of the Uni-
versity request was that a No Park-
ing zone be created on the south
side of University Avenue from Al-
gona Street east to Auburn Street.
This property, along the entire
block, is owned by the University
of Dubuque. At the present time,
there is no restriction on parking
in the block except fora 30 foot
zone running east from the corner
of Algona Street. This zone was
established one year ago in an
effort to provide better visibility
at the intersection.
The Traffic Department has had
this area under consideration for
a considerable length of time be-
cause of the dangerous congestion
which builds up on the area during
the periods of the day when traf-
fic is at its peak.
One particularly troublesome
spot has been the intersection of
Delhi-University and Auburn. Be-
cause of the heavy load of shop-
pers stopping at the Milk House
at the corner of Auburn and Uni-
versity, a dangerous situation has
been created for pedestrians and
motorists alike.
Traffic moving through this in-
tersection has had considerable
difficulty and there have been
numerous minor collisions because
of the unfavorable parking condi-
tions which exist in and near the
Milk House. Much of the difficulty
arises because the Milk House at-
tempts to operate as a "quasi-drive-
in" when there is really not enough
room on the drive area to operate
in this fashion.
Efforts to bring about safer con-
ditions in this area by applying
stricter parking regulations have
been rebuffed in the past because
of the possible harm such regula-
tion or enforcement might have on
the retail trade at the Milk House.
The area on University between
Auburn and Algona has long been
one o£ considerable trouble for
the motorist. This condition is es-
pecially noticeable duringthe win-
ter months when the normal
width of the travelled portion
of the street is narrowed by Lhe
accumulation of snow and ice
at the curb. There were long
periods of time during the past
winter when the street was re-
duced to one lane of travel because
of the accumulation of snow and
ice at the curb and because of
the parked vehicles on both sides
of the street.
This condition did not exist in
the block between Algona and
Loras because of the one-side park-
ing regulation in that block. It is

believed that the adoption of one-
side parking in the block between
Auburn and Algona would be in
the best interests of all motorists
and pedestrians using the area.
At the same time, the condition
directly in the intersection of Au-
burn-University and Delhi could be
considerably improved by remov-
ing the parking within the inter-
section on the south side of Uni-
versity from Auburn east for a
distance of 102 feet. This pazticu-
lar feature is already covered by
ordinance, but, as in many loca-
tions throughout the City, there
has been no sign erection or en-
forcement. The removal of the
parking along this 102 foot stretch
would provide better sight distances
and maneuvering room for motor-
ists traveling through the inter-
section. It would improve the lot of
the pedestrian attempting to cross
the intersection and at the same
time such prohibition should have
little or no effect on customers
of the Milk House. It is believed
that few, if any, customers of this
place of business park on this por-
tion of University in order to do
their shopping.
The requests of the officials of
the University of Dubuque are met
with a certain amount of pleasure
by the Traffic Department. It isn't
often that the cooperation of the
property owner abutting such an
area can be realized in promoting
the establishment of No Parking
zones. This area is a constant source
of danger. Large numbers of school
children and university students
traverse the area each day during
the school year. During the sum-
mer months, there is one steady
procession of youngsters traveling
to and from the Flora Park swim-
ming area. It is one of the main
arteries leading to West Dubuque
and should be. considered primar-
ily in the light of its importance in
providing a safe and efficient
movement of traffic, rather than
in its importance as a storage
place for vehicles.
Therefore, it is recommended
that:
1. A NO PARKING AREA be
created on the east side of Al-
gona Street from Campus Lane
to University Avenue.
2. A NO PARKING AREA be
created on the south side of
University Avenue from Algona
Street to a point 102 feet east
of Auburn Street.
Recommendation No. 1 would
call for amending Ordinance No.
33-49 as follows:
SCHEDULE VI.
60. on both sides of Algona Street
from University Avenue to
Bennett Street.
61. on the west side of Algona
Street from University Avenue
to Loras Boulevard.
In SCHEDULE IV, Section aa.
should be deleted.
Recommendation No. 2, SCHED-
ULE VI, Section hh. should be
changed to read:

It is recommended that both

order to take care of the traffic

Gentlemen: The petition relative
to prohibiting parking on the
south side of Ries Street was re-
ferred to the City Manager and
Traffic Department for investiga-
tion and report.
When the initial investigation
was made, it appeazed to be a
good move to grant the petition.
However, upon further investiga-
tion, after several complaints from
the neighborhood, it was found
that the petition actually involves
a neighborhood dispute.
It is therefore recommended that
the petition be denied.

Gentlemen: The intersection of
Madison Street and Clarke Drive
is still an intersection that causes
considerable concern. The vision
is obstructed to motorists approach-
ing from either of three directions.
At the present time there is a
stop sign controlling vehicles west-
bound on Clarke Drive. The results
are good but we still have oc-
casional accidents and plenty of
"near misses."
The greatest point of danger ex-
isting is the point of conflict be-
tween vehicles eastbound on Clarke
Drive and those headed north on
Madison Street.
It is the thinking of the Traffic
Depaztment that a more favorable
solution would be the control of
eastbound vehicles on Clarke Drive
by erecting a "yield" sign.
Therefore it is recommended
that a "yield" sign be erected on
Clarke Drive at its intersection
with Madison in such a manner as
to require eastbound Clarke Drive
traffic to yield to Madison Street
traffic and that proper proceedings
be prepared by amending Section
C of Schedule X by adding subsec-
tion 4 thereto as follows:
"4. Clarke Drive and Madison
Street "

ment has received a complaint
From St. Pauls Lutheran Church
located at 20th and Jackson Streets
with reference. to a traffic problem
in front of their school at 2025
Jackson Street. It seems that on
Sunday mornings, cars double
park to let people out of their
cars to attend Sunday school.
It is recommended that a "No
Parking between Signs" sign be
placed on the first tree north and
the first tree south of the entrance
to St. Pauls Lutheran School build-
ing at 2025 Jackson Street and that
the curb space between these
signs be painted yellow.

Gentlemen: Back in December
of 1959, there must have been a
request made to install a regular
bus stop at 30th and Jackson
Streets. About the same time a
petition was received from the
Copper Kettle to increase available
parking area near this intersection.
The Copper Kettle petition was
denied, Yherefore, the installation
of a bus stop would be contrary
to the solution of the Copper Kettle
problem.
It is therefore recommended that
the request for the installation of
a regular bus stop at 30th and Jack-

Dougherty et al requesting the ex-
tension of the water main on
Ridgeway avenue from Alpha to
Missouri Avenue was referred to
the City Manager and Water su-
perintendent.
Ridgeway is only a half street
25 feet in width and the center

line of the future street is now
the existing city limits therefore
nothing could be assessed on the
other side of the street.
About six years ago the water
department installed a water main
on Ridgeway from Alpha to Born
Avenue. All the property on the
west side of the street is owned
by Wm. Jenni and cannot be as-~'
sensed because it is not within the
corporate limits of the City.
There is one possible way for
the petitioners to have the main
extended and that would be if
each abutting property owner
would pay $2.25 per lineal foot
for the property abutting ltidge-
way avenue. The water department
would be obliged to stand the
cost of the other side of the
street, fire hydrants etc., in the
hope that this amount could be
collected when the area is brought
into the corporate limits of the
City or developed outside the City
limits.

tion. This part of the project will
afford relief to a number of prop-

Some time ago I contacted two
councilmen concerning the Du-
buque Plumbing Ordinance which
forbid issuance of a permit to any-
one but a licensed plumber.
At that time I had prepared a
statement on the plumbing situa-
tion in Dubuque, but I delayed ac-
tion because of a tip off on the
forthcoming electrical ordinance.
In view of the fact that there is
a similazity between the two situ-
ations, Ihave postponed any fur-
ther action on the plumbing ordi-
nance until after the electrical or-
dinance has been processed.
In view of the information on
hand, the change is to be in th^
form of the issuance of licenses to
qualified men who can then per-
form the work-and only they can
perform electrical wiring in Du-
buque, Iowa.
In the case of contractors etc.
who are in the wiring business as
a livlihood, I am 100% for them
to obtain a license, but the license
must not be required by property
owners to work on their own prop-
erty.
I am 100% in favor of the pres-
ent set up requiring permits and
inspections. The permit is the
guarantee to the City of Dubuque
of the final inspection, by the
electrical inspector.
I state that any ordinance to the
contrary is most unnecessary, and
further, it is in violation of the
rights of individuals in a free
country such as ours.
If the City Council of Dubuque
passes any more ordinances re-
quiring alicense to work on your
I own property they should also

ligation Bonds to be issued for
the purpose.
3. On the 5th day of July 1960
at 7:30 P.M. the City Council will
meet in the City Council Chambers
in the City Hall, in the City of
Dubuque, Iowa, and hear property
owners and interested parties for

costs, or the forms of contracts.
