This leaves 5 units a day using 6 weeks of vacation and sick leave. • We have studied the Oct. 21, 2007 letter from David Harris, disagreed with several areas: 1. Complaint inspections: many complaints aze not violations or the tenant is trying to harass landlord (i.e. I had one last month) 2. Garbage and other issues: I look at garbage, find out whose it is by looking and finding whose name is on it, and warn them. Tenants who dispose of garbage improperly or take out smoke alarm batteries or cause additional inspections by horrible housekeeping should be fined; the council previously agreed with this but housing department has drug its feet and generally does not fine tenants. • When the city code included inspections the program was meant to take 7 years but after the initial inspections should go to 5 years. I was on the housing code review committee that rewrote the housing code. • In checking other housing departments around the state I have found some in the same housing situations as Dubuque, while others aze running with many more inspections and less staff and doing a thorough job. Other cities aze looking at big fines to tenants and aze chazging where landlord or tenant misses an inspection appointment. • We believe inspectors take way too long. Davenport averages 7 1/3 minutes per unit. • We believe that the line should be held without additional inspectors. I am a large manager of more than 700 apartments but with only 25 units in Dubuque that I manage. I am skilled in dealing with owners, managers and tenants and would be willing to put in my time to assist you in streamlining the rental inspection program. I believe that if the department and landlords work together no additional personnel is needed. The worst thing that could happen by not hiring an inspector would be a one-year delay.
