Commissioner Kapler, following staff assurance of compliance with Iowa Open Meeting Law, called
the meeting to order at 4:00 pm.

Review and Certification of Minutes of 27 November 2007 Commission Meeting
Commissioner Kapler moved to approve the minutes with an amendment under New Business
changing "Commissioner Eddy verified that the buyers credit is solid" to "Commissioner Eddy
noted that the buyers credit appears to be solid". Commissioner Holz seconded. Roll call.
Commissioner Mozena abstained. All present in favor. Motion passed.

Request from DHS Regarding Proof of Residency Requirement
Janet Walker stated that it was not necessary for the Housing Commission to hear the case for
this request as it falls under the guidelines of Reasonable Accommodations as designated by the
Section 8 Administrative Plan. Therefore, Section 8 staff had already granted the request.
Request for apueal for Paris Jones
Janet Walker explained that Ms. Jones had failed to appeal her denial for participation for the
Section 8 program within the specified time frame. Therefore, Ms. Jones was requesting that the
Housing Commission grant her the right to Appeal after the deadline had passed. She stated that
she was out of town during the time that the initial notice to appeal was mailed. Commissioner
Holz moved to deny the request for appeal. Commissioner Mozena seconded. Roll call. Four -
Yes. Three - No. Motion passed.
Request for Appeal for Justin Stotts
Janet Walker confirmed that no address or phone number had been provided by Mr. Stotts,
therefore staff was unable to notify him of the meeting. As Mr. Stotts was not present to state his
case, Commissioner Holz moved to deny the request for appeal. Commissioner Mozena
seconded. Roll call. Five -Yes. 1 - No. One -Abstain. Motion passed.
Amendment of Local Preference Points
Janet Walker explained that situations have recently occurred where applicants were intending to
receive local preference points on the waiting list while maintaining an out of state residence.
She requested that the Housing Commission amend the current Administrative Plan to specify
that applicants must maintain a single residence for consideration of local preference points.
Comissioner Holz motioned to approve the amendment as stated. Commissioner Eddy seconded.
Roll call. All present in favor. Motion passed.
FY2009 Budget Hearin
David Harris advised that the FY2009 Budget Hearing for the Housing and Community
Development Department is scheduled for March 4, 2008.
Adjournment
There being no further business to come before the Commission, Commissioner Holz moved to
adjourn the meeting at 5:05 pm. Commissioner Plein seconded. Motion passed by voice vote.
