Minutes Long Range Planning 3 19 08THE CITY OF DUB E Masterpiece on the Mississippi MINUTES LONG RANGE PLANNING ADVISORY COMMISSION Wednesday, March 19, 2008 7:00 P.M. City Council Chamber, Historic Federal Building 350 W. 6th Street, Dubuque, Iowa Dubuque M~Aaieipdtr ~~~~~.~ 2007 D~ PRESENT: Chairperson Charles Winterwood; Commissioners Lou Oswald, Jim Prochaska, Otto Krueger and Rick Stein; Staff Members Dave Johnson and Laura Carstens. ABSENT: Commissioner Dirk Voetberg. CALL TO ORDER: The meeting was called to order at 7:03 p.m. CERTIFICATION OF COMPLIANCE: Staff presented an Affidavit of Compliance verifying that the meeting was being held in compliance with the Iowa Open Meetings Law. MINUTES: Motion by Prochaska, seconded by Stein, to approve the minutes of February 20, 2008, as submitted passed unanimously. ACTION ITEMS Amendment to Dubuque Industrial Center Economic Development District Staff Member Johnson reviewed the proposed amendment to add the Rail Site to the Dubuque Industrial Center Economic Development District. He explained the area was removed from the district in January with the intent of adding the property back into the district at a later date so the property would gain the maximum limitation on tax increment financing (TIF). He stated Hormel Foods has plans to locate a new facility on the rail site and TIF will be a needed for improvements and incentives for the project. He reviewed Economic Development, Land Use and Urban Design, and City Fiscal goals and objectives of the Comprehensive Plan that support the request. Motion by Oswald, seconded by Prochaska, to recommend approving the request to add the Rail Site to the Dubuque Industrial Center Economic Development District, as the proposed amendment is consistent with the 2008 Dubuque Comprehensive Plan. Motion carried by the following vote: Aye -Oswald, Prochaska, Krueger, Stein and Winterwood; Nay -None. Application for Individually Designated Historic Property Application of Charles Walter and Barbara Zoellner for Individually Designated Historic Property located at 216 Clarke Drive (Lots 22 & 23 and the N 46 feet of Lot 25 LH Langworthy's Sub) in the Jackson Park Conservation District. Staff Member Johnson reviewed the application. He noted the process for individually designating a historic property includes a report by the Long Range Planning Advisory Commission to City Council as to whether the nomination is consistent with the Dubuque Comprehensive Plan. He stated the Historic Preservation Commission determined on February 21, 2008 that the nomination meets the criteria for consideration. Minutes -Long Range Planning Advisory Commission March 19, 2008 Page 2 Motion by Krueger, seconded by Stein, to support the nomination of 216 Clarke Drive for Individual Historic Designation, as it is consistent with the 2008 Dubuque Comprehensive Plan. Motion carried by the following vote: Aye -Oswald, Prochaska, Krueger, Stein and Winterwood; Nay -None. ITEMS FROM COMMISSION: Sustainable City Task Force Commissioner Prochaska and Chairperson Winterwood reviewed the results of the March 19, 2008 Sustainable City Task Force meeting. Motion by Prochaska, seconded by Krueger, to forward a letter to Assistant City Manager Cindy Steinhauser for her to forward to everyone involved in creating the Sustainable Dubuque pledge chart, commending a fine initial start to what is an ongoing process. Motion carried by the following vote: Aye -Oswald, Prochaska, Krueger, Stein and Winterwood; Nay -None. Historic Federal Building and Sign Commissioner Oswald questioned why the Long Range Planning Advisory Commission is meeting at the Historic Federal Building. Staff Member Carstens explained that the City Manager requested that City Boards and Commissions be asked to use the new Council Chambers for their meetings. Commissioner Oswald voiced his concerns with the appearance and cost of the monument sign, and asked whether any concerns were voiced to other Commissioners about the sign. No other Commissioners had heard anything. Alliant Energy Plant Commissioner Prochaska asked how long the coal pile at Alliant Energy's Dubuque power plant would be there. Chairperson Winterwood said it is contingent upon whether Alliant Energy is able to construct a new coal-fired plant at Marshalltown, and whether the Dubuque plant would convert to natural gas.
