Dear Mayor and City Council Members:
The Long Range Planning Advisory Commission has reviewed the application of
Charles Walter and Barbara Zoellner for Individual Historic Designation for property
located at 216 Clarke Drive.
Discussion
At the March 19, 2008 meeting, the Long Range Planning and Advisory Commission
reviewed the, request with respect to the relation of the application to the general
development plan, zoning ordinance, proposed public improvements, and any plans for
renewal of the area involved.
Staff reviewed that long-range goals for the planning and development of Dubuque's
historic resources set forth in the City's 2008 Comprehensive Plan include:
• Encourage preservation of historic and aesthetic character and function of
established neighborhoods.
• Encourage reinvestment in our existing neighborhoods.
• Encourage neighborhood identity, planning and pride of place.
• Promote the protection and preservation the city's historic buildings, urban pattern
and natural environment.
• Utilize principles of good design and/or historic preservation in all public projects.
• Support the enhancement of the aesthetics of new and existing development --
design, landscaping, parking, signage -- with special sensitivity to the historic
character and building materials found in the community.
• Explore ways to remove barriers to preservation.
• Promote education of the public on the economic benefits of historic preservation.

• Promote land use controls to fit the various historic development patterns and
neighborhoods that reflect urban, suburban and rural characteristics.
• Promote the preservation of historic buildings and architectural resources in the
community with emphasis in areas of greatest need.

the community's quality of life, economic development efforts, tourism and tax base
enhancement.
• Promote increased appreciation, education, technical assistance and funding for the
community's historical and architectural heritage.
Recommendation
By a vote of 5 to 0, the Long Range Planning Advisory Commission recommends
approval of the Individual Historic Designation of 216 Clarke Drive as it is consistent
with the 2008 Dubuque Comprehensive Plan.
The Long Range Planning Advisory Commission further recommends that City Council
submit the proposed ordinance and supporting documents to the State Historical
Society of Iowa (SHSI) for review and comment, and set a public hearing date. The
recommended public hearing date is June 2, 2008 to allow for the State's 45-day review
period as established by Chapter 25 (Historic Preservation) of the City Code.

Dear Mayor and City Council Members:
The Historic Preservation Commission held a public hearing on February 21, 2008 on
the application of Charles Walter and Barbara Zoellner for an Application for Individually
Designated Historic Property for property located at 216 Clarke Drive (Lots 22 & 23 and
the N 46 feet of Lot 25 LH Langworthy's Sub) in the Jackson Park Conservation District.
The application, staff report, an ordinance establishing 216 Clarke Drive as an
Individually Designated Historic Property, and related materials are enclosed.
Background
In 2006, the City Council approved extending historic designation to qualifying individual
properties which are not of a landmark status or located within a historic district.
"Individually designated historic properties" have prehistoric, historic, architectural,
archeological and cultural significance. They are subject to design review of exterior
changes by the Historic Preservation Commission. They also are eligible for historic
preservation funding.
The application process for individual historic designation includes: a public hearing by
the Historic Preservation Commission, review by the Long Range Planning Advisory
Commission, review by the State Historic Preservation Office, and a public hearing by
the City Council.
Discussion
At the public hearing, the applicant, Charles Walter, explained the purpose is to get
historic designation along with rezoning and conditional use approval to operate a bed
and breakfast. Mr. Walter noted the property's history.

At their meeting, the Historic Preservation Commission reviewed the application. The
Commission determined that 216 Clarke Drive met the criteria for consideration as an
Individually Designated Historic Property.
Recommendation
By a vote of 6 to 0, the Commission recommends that the City Council approve the
application for 216 Clarke Drive as an Individually Designated Historic Properly based
on architectural significance as well as association with persons important to the city,
the county, and the state, and possibly the nation; and based on the structure having
sufficient integrity of location, design materials, and workmanship to make it worthy of
preservation; and to recommend further investigation to determine significance through
association with lives of significant persons.

AN ORDINANCE AMENDING CHAPTER 25 (HISTORIC PRESERVATION) OF THE
CITY OF DUBUQUE CODE OF ORDINANCES BY ADDING SECTION 25-6.14(2)
ESTABLISHING AN INDIVIDUALLY DESIGNATED HISTORIC PROPERTY AT 216
CLARKE DRIVE.
Whereas, the Historic Preservation Commission, at the request of the property
owner, has recommended an amendment to Chapter 25 (Historic Preservation) of the City
of Dubuque Code of Ordinances to establish an Individually Designated Historic Property at
216 Clarke Drive as it is consistent with the criteria for said designation; and
Whereas, the City of Dubuque may establish individually designated historic
properties to allow for historic preservation funding and design review for exterior
alterations.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. Section 25-6.14, Individually Designated Historic Properties; of the City of
Dubuque Code of Ordinances is hereby amended by adding the following new subsection:
(2) The buildings, structures, objects, sites and property situated on Lots 22 & 23
and the N 46 feet of Lot 25 LH Langworthy's Sub, also known as 216 Clarke Drive.
Section 2. This ordinance shall take effect immediately upon publication, as
provided by law.

Introduction
At the February 21, 2008 Historic Preservation Commission (HPC) meeting, the HPC
reviewed the nomination of 216 Clarke for Individual Historic Designation. The
Commission found that the nomination of the property met the criteria for consideration
of a nomination.
Background
One of the Long Range Planning Advisory Commission's (LRPAC) duties is to report to
the City Council with respect to the relation of a nomination for an individually
designated historic property to the general development plan, zoning ordinance,
proposed public improvements and any plans for the renewal of the area involved. This
report must occur within sixty (60) days of the receipt of the Historic Preservation
Commission's recommendation, report and proposed ordinance or amendment. The
Historic Preservation Commission report and the proposed ordinance are enclosed for
your review.
Discussion
In 2005, the City Council approved extending historic designation to qualifying individual
properties which are not of a landmark status or located within a historic district.
"Individually designated historic properties" have prehistoric, historic, architectural,
archeological and cultural significance. They are subject to design review of exterior
changes by the Historic Preservation Commission. They also are eligible for historic
preservation funding.
The City of Dubuque prides itself on our comprehensive planning, and historic
preservation is included in the planning process. Long-range goals for the planning and
development of Dubuque's historic resources are set forth in the City's 2008
Comprehensive Plan, and are listed below:

the 2008 Dubuque Comprehensive Plan.

Physical Characteristics of the Residence: The building is a Spanish Mission
makeover of two-story brick hip roof Italianate side hall design. The house has a double
door entry with a transom. The paired side wings are likely original to first Italianate
design. The house has a stucco exterior with elaborate windows and bracketed planter
boxes. The building is described as being very irregular with a range of front porches,
two fireplaces, and 12' high ceilings. Significant front features include a triple series of
gabled windows or entry. The upper levels of the side wings are cantilevered and
bracketed. The window boxes are similarly bracketed. The side wing windows have
broad rounded upper frames and multi-paned transoms. A south side entry wing has a
gable roof canopy and solarium porch set into southwest corner.
Narrative Statement of Significance:
The historical name of the home is the Dr. E. Lincoln Clarke House. E. Lincoln Clarke
was a practicing dentist who resided in the house with Etta, Mattie, and Jennie Clarke.
Mr. Clarke was listed at the residence until 1899. According to a September 5, 1867
Herald article, Dr. Clark had made numerous improvements to house and grounds.
The Roshek family later purchased the house in 1910. John J. Roshek founded a dry
goods store in Dubuque in 1884 with his brother F. H. Roshek. The firm started on
Main between 6th and 7th, relocated to the southeast corner of Main and 8th, prior to
purchasing the former Rider-Wallis store at 7th and Locust streets. The company built a
larger store on the southwest corner of Main and 8th and the two stores were linked with
a skywalk. The firm became a department store and inaugurated the "bargain
basement" idea in the city. It titled itself "Iowa's Greatest Shopping Center in the Heart
of Dubuque" as of 1919. The company announced plans to erect the state's largest
department store building in late August 1929. The nine-story department store was, in
its time, the state's largest store and one of the city's tallest buildings. It is the largest
example of the commercial Beaux Arts style in the city.
The property owner believes 216 Clarke Drive is worthy of historic designation primarily
because of its distinctive architectural characteristics and its ties to the Roshek family.
The attached Iowa Site Inventory form prepared by Jim Jacobsen supports this
assertion by noting that the property would be individually eligible for listing on the
National Register of Historic Places based on Criterion C, a property that has distinctive
architectural features.
Though the Iowa Site Inventory form recommends additional research for national
eligibility based on the criterion that the property is associated with lives of significant
persons, Staff believes 216 Clarke Drive is associated with the lives of significant
persons locally because of its ties to the John J. Roshek family, the Roshek Department
Store and their importance to the City of Dubuque.
Staff Analysis: The applicant is currently seeking Individual Historic Designation of
216 Clarke Drive. The role of the Commission is to consider the criteria for nomination
and make a determination as to the following:
1. The nominated property, structure, object, site or area
• Is of "architectural significance", as determined by the Historic
Preservation Ordinance; or
• Is associated with events that have made a significant contribution to the
broad patterns of the history of the City of Dubuque, Dubuque County, the
State of Iowa or the nation; or
• Is associated with the lives of persons significant in the past of the city of
Dubuque, Dubuque County, the State of Iowa or the nation; or
• Has yielded, or may be likely to yield, information important in prehistory
or history; and
2. The structure, property, object, site or area has sufficient integrity of location,
design, materials and workmanship to make it worthy of preservation and
restoration; and
3. The structure, property, object, site or area is at least fifty (50) years old, unless
the Commission determines that it has achieved significance within the past fifty
(50) years and is of exceptional importance.
The commission shall make a determination upon the evidence as to whether the
nominated landmark, landmark site, individually designated historic property or historic
district does or does not meet the criteria for designation. The Commissions
recommendation and supporting documentation will be forwarded to the City Council
and then to the State Historical Society of Iowa for consideration.

Historical Image Notes:
The 1872 bird's eye view appears to show this house as a hip roof (?) rectangular plan flanked by an
Italianate style tower at the southwest corner and either a broader tower or carriage house to the north.
The 1909 Sanborn shows a broad east-facing rectangular core with wrap-around porch to the east and
north, a 1.5-story north wing and a shallower south wing at the back of the plan. A two-story carriage
house was in the southeast corner of the large lot. The house might have been addressed as 1835
North Main.
1909/36 Sanborn shows a substantially different footprint, lacking the north wing, substituting a
shallower north wing at the back of the plan, a broader rear south wing and an inset porch along the
front of the south side. A single-story garage is in the southeast corner.
