District, I am faced daily with the problems of economic viability and costs versus benefits

and economic viability of projects and propose cost effective alternatives to achieve the
goals of historic preservation in Dubuque.

While a prof and Dean at Iowa State University (1965-1996)I was
involved in a number of on-going projects having to do with the
environment and the long range strategic planning for Iowa State
Univeriity. While living for some 10 years in the vicinity of Chapel
Hill, North Carolina I held leadership positions in the areas of county
and village long range planning and development. I completed my AB
degree in History at the University of Dubuque in 1957, my graduate
degrees (MA & PhD at the U of Iowa in 1960 & 1964). During the
course of my career I have served as a member of a number of "think
tanks" in Washington DC having to do with governmental policy in the
areas of education and technological competiveness.
