On behalf of the Citizens of Dubuque and my colleagues on the City Council, I would
like to express support for full funding of the Energy Efficiency and Conservation Block
Grant (EECBG) Program.
As Mayor of Dubuque, I have made energy efficiency and sustainability the cornerstone
of my administration. City staff have been working with ICLEI -Local Governments for
sustainability and the Rockefeller Brothers Fund along with state agencies and
departments for the past year to identify strategies and programs that will assist both
the private and public sector in achieving meaningful and measurable energy savings.
This work and our partnerships are vital to creating a livable future for Dubuque and
Iowa citizens.
I am happy to report that significant progress has been made. The Council has
identified and funded a sustainability Coordinator position for the City and we have
targeted the Warehouse District as a model for energy conservation. City housing staff
along with the HEART program participants are implementing energy conservation
measures as the City redevelops the Washington Street Neighborhood. A citywide
assessment of conservation resources has been created and a representative
community task force for sustainability is mobilized. Dubuque has been working hard
and has positioned itself as a leader in energy conservation and sustainability for the
State of Iowa.
Now we need your help. The Energy Efficiency and Conservation Block Grant Program
is an essential tool for cities as we continue to face the challenges of planning and
implementing key conservation strategies. Your support of full funding for the Energy
Efficiency and Conservation Block Grant (EECBG) Program is very important to
Dubuque and we ask for your support.
