The electrical code board shall consist of seven (7} members appointed by the city council. Six (6) members shall have a background or experience in electrical engineering, electrical contracting, electrical installation or electrical maintenance, and one (1) member shall be appointed from the public at large. (d) Rules and regulations. The board shall make such rules and prescribe such procedures as may be reasonably necessary for its operation, except that such rules shall include the following: **** (5) Meetings. Regular meetings of the electrical code board shall be held on the 4th Monday in January, March, May, July, September, and November. Special meetings may be called from time to time by the chairperson, the secretary or the city manager. When the day fixed for any regular meeting of the board falls upon a day designated as a legal or national holiday or city holiday, such meeting shall be held on the next succeeding day not a holiday. The secretary shall give notice to the members of the .board if there is no business filed with the secretary to be heard by the board by noon on the Wednesday prior to the regular meeting date and such regular meeting shall stand cancelled. The secretary shall provide notice of the cancellation of the meeting in the same manner as notice of a regular meeting. Under the supervision of a Class I, II, or III electrical license holder shall mean that a Class I, Class II, or Class Ilf certificate competency holder is physically present on the job site and at the same project location and that the apprentice is engaged in the same phase of the project as the Class I, Class II, or Class III certificate competency holder. However, the apprentice is not required to be within sight of the Class I, Class II, or Class III certificate competency holder at all times. Board Of Trustees-Composition: The Carnegie-Stout free public library of the city shall be under the control and direction of the board of library trustees. Such board shall consist of seven (7) members who shall be appointed by the mayor with the approval of the city council. (1976 Code, § 23-1) Sec. 30-5. Board Of Trustees-Powers And Duties Generally: (a) The board of library trustees described in section 30-1 of this chapter shall have and exercise the following powers: (1) To meet and organize by the election of one of their number as president of the board, and by the election of a secretary and such other officers as the board may deem necessary; (2) To have charge, control and supervision of the public library, its appurtenances and fixtures, and rooms containing the same, directing and controlling all the affairs of such library; (3) To employ a librarian, such assistants and employees as may be necessary for the proper management of said library, and fix their compensation; but, prior to such employment, the compensation of such librarian, assistants and employees shall be fixed for the term of employment by a majority of the members of said board voting in favor thereof; (4) To remove such librarian by a vote of two-thirds (2/3) of all of the members of the board and to provide procedures for the removal of assistants or employees; (5) To select and make purchases of books, pamphlets, magazines, periodicals, papers, maps, journals, furniture, fixtures, stationery and supplies for such library; (6) To authorize the use of such libraries by nonresidents of the city and to fix charges therefor; (7) To make and adopt, amend, modify or repeal bylaws, rules and regulations, not inconsistent with law, for the care, use, government and management of such library and the business of said board, fixing and enforcing penalties for the violation thereof; (8) To have exclusive control of the expenditures of all taxes levied for library purposes as provided by law, and of the expenditure of all monies available by gift or otherwise, for the erection of library buildings and of all other monies belonging to the library fund; (9) To contract with the trustees of the township or the board of supervisors of the county or of adjacent townships or counties, or with the trustees or governing bodies of neighboring towns or cities not having library facilities for the public, to loan the books of said library, either singly or in groups, upon such terms as may be agreed upon in such contract.
