Chairperson Jim Holz called the meeting to order at approximately 7:30 a.m. following staff
assurance of compliance with Iowa Open Meeting Law.

Certification of Minutes: 25 July, 2006 Trust Fund Committee Meeting
Doris Hingtgen moved to approve the 25 July, 2006 Housing Trust Fund meeting minutes.
Char Eddy seconded. Roll Call. John Walsh and Dorothy Culbertson -Abstained. All
others present in favor. Motion passed.
Certification of Minutes: 29 January, 2007 Trust Fund Committee Meeting
John Walsh moved to approve the 29 January, 2007 Housing Trust Fund meeting minutes.
Doris Hingtgen seconded. Roll Call. Dorothy Culbertson and Char Eddy -Abstained. All
others present in favor. Motion passed.

Expiring Commissioner Terms/Re-appointments
Dorothy Culbertson was seated as a member of the Housing Trust Fund Committee.
Dorothy's term will extend through September 8, 2009, replacing Harry Neustadt on the
Committee. Jim Holz and Char Eddy volunteered to continue to serve as Housing
Commission Representatives on the Committee. This will be placed on the September
Housing Commission agenda. The Committee will recommend to Council to re-appoint John
Walsh as an at-large representative to the Trust Fund Committee. Doris Hingtgen moved to
approve the re-appointment of John Walsh. Char Eddy seconded. Roll Call. John Walsh -
Abstain. All others present in favor. Motion passed.
Request from Four Mounds Foundation: Renegotiation of HEART Contract
Chris Olson, Executive Director of Four Mounds was in attendance to ask the Committee to
release $33,333.33 from the HEART/Housing Trust Fund grant obligation. After lengthy
discussion, Jim Holz requested a motion to table making a decision until an accepted offer to
purchase the property has been obtained. Doris Hingtgen motioned to table the
renegotiation of the HEART contract. Dorothy Culbertson seconded. Roll Call. John Walsh
-Abstain. All others present in favor. Motion passed.
Request from Iowa Finance Authority: Signatory Authorization for Staff
IFA is requesting the Chair's signature or an authorized staff person to sign documents:
John Walsh motioned to approve authorization for Joleen Patterson, Rehabilitation
Supervisor, to sign future documents. Doris Hingtgen seconded. All others present in favor.
Motion passed.
Request for Consideration: Modification of IFA Trust Fund Grant for Washington
Neighborhood Lending Program
Our 2005 IFA Trust Fund grant for the Washington Neighborhood specified that 30% of the
$163,335 awarded was committed to rental rehab projects and 70% to Homeowner projects.
Of the $114,335 available for Homeowner projects, 97% has been expended. No
applications have been received for rental rehab loans to date. Jim Holz requested a motion
to approve the use of the 2005 IFA rental portion for either Rental or Homeowner projects,
whichever application is submitted first to expedite expenditure. Doris Hingtgen seconded.
All others present in favor. Motion passed.
Discussion: Balance of Current CDBG Funds in Trust Fund Account
We have approximately $47,000 in unencumbered Trust Funds (CDBG) for support of the
Washington Neighborhood. Discussion was held and Jim Holz suggested that the
Committee wait for recommendation from the Washington Revitalize! Visioning process
before making any decisions for reallocation of the Trust Funds.
Current Funding Opportunity: FY07 IFA Housing Trust Fund Grant Competition
The new IFA Trust Fund application has been published and is due on October 1, 2007..
Michelle Michalakis, from Manasseh House, attended the meeting with an idea regarding a
project to help mentally ill /substance abused grant women. John Walsh recommended that
Michelle research the project and bring back detailed information to the Committee. Jim Holz
suggested we apply for the IFA Trust Fund grant for the Washington Neighborhood. Doris
Hingtgen motioned to approve the submission of the application for funding of the
Washington Neighborhood program. John Walsh seconded. Roll Call. Dorothy Culbertson
-Abstain. All others present in favor. Motion passed
Status Report: Step by Step Trust Fund Project
David Harris gave an updated status report on the Step by Step funding and reported that
Portzen Construction was hired as a project manager.
Information Sharing
Doris mentioned that five of the MAHP town homes at Eagle Valley have been sold. Four
Oaks requested a variance from the Zoning Board of Adjustment to build the remaining two
units facing Stellar Eagle Street. This was approved.
Committee members would like to attend the upcoming Growing Sustainable Communities
program /luncheon on Wednesday, September 26; Lisa will register them accordingly. Per
their request, Lisa will also register Char Eddy and Doris Hingtgen for the Iowa League of
Cities Conference September 26-28, 2007 in Dubuque.

adjourn. Doris Hingtgen seconded. Meeting was adjourned at 9:00 a.m.
