Leisure Services Manager Gil Spence recommends award of the contract to the low bidder, Klauer Development Corp, in the amount of $247,227, which is 32.27% under the estimate of $365,000. Spence, Leisure Services Manager~l,~' ~: SUBJECT: Town Clock Renovation Project, #102-1215 DATE: April 15, 2008 INTRODUCTION The purpose of this memorandum is to request that the City Council award a contract to Klauer Development Corp dba Klauer Construction Company, in the amount of $247,227. DISCUSSION Bids were received on April 10, 2008 for the Town Clock Renovation Project. A summary of the bids received is as follows: Klauer Construction $ 247,227 Tricon Construction $ 388,000 Renovation of the Town Clock includes applying an E.I.F.S. finish to the pedestal base of the clock, replacing the electrical system and interior lighting, repairing the exterior of the clock, and painting the clock. Arrangements are being made to minimize conflict with events so none of them will have to be moved. The FY 2007 CIP budget contains $195,250 and the FY 2009 CIP budget contains $200,000 for this project. The architect's estimate for the project was $365,000. A summary of the project costs would be as follows: construction contract $ 247,227 contingency 117,773 design fees 30,250 TOTAL $ 395,250 continued page two When the project was bid last fall the low bid was $375,100. The lower bid is a result of the contractor not using scaffolding and having the summer months to do the work. The savings may allow more repairs to be made during this phase of the project. RECOMMENDATION I recommend that the contract be awarded to Klauer Construction in the amount of $247,227. ACTION STEP The action requested is that the City Council adopt the attached resolutions awarding a contract to Klauer Construction in the amount of $247,227 for the Town Clock Renovation Project. Spence Address: 2200 Bunker Hill Rd Phone: (589) 589-4263 RESOLUTION NO. 120-08 AWARDING CONTRACT WHEREAS, sealed proposals have been submitted by contractors for the Town Clock Renovation Project pursuant to Resolution No. 97-08, and notice to bidders published in a newspaper published in the City of Dubuque, Iowa, on the 21st day of March, 2008. WHEREAS, said sealed proposals were opened and read on the 10th day of April, 2008, and it has been determined that the bid of Klauer Development Corp, dba Klauer Construction Company in the amount of $247,227 was the lowest bid for the furnishings of all labor and materials and performing the work as provided for in the plans and specifications. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That the contract for the above improvement be awarded to Klauer Development Corp, dba Klauer Construction Company, and the Manager be and is hereby directed to execute a contract on behalf of the City of Dubuque for the complete performance of the work. BE IT FURTHER RESOLVED: That upon the signing of said contract and the approval of the contractor's bond, the City Treasurer is authorized and instructed to return the bid deposits of the unsuccessful bidders.
