Dear Mayor Buol
My name is Pat Tobin, I own Cedar Cross Self Storage. I would like to bring
to your attention what I feel is an unjust charge on my water bill. As you
know, three years ago the city of Dubuque started a monthly stormwater
management fee. My stormwater fee went from $34.00 a month to $160.00 a
month in three years. They tell me at city hall this figure may double in the
near future. How do you expect a small business to survive?
I know I have a lot of impervious surfaces but I also have a detention basin,
which was designed by your city engineers when I built my business, they
took into account my impervious area. Even if my basin overflows, which is
seldom does, it flows into the county.
If you ever been to my property you can see I all ready have extreme cost to
build and to maintain my own road and I think I am the only person in the
city that has his owns a fire hydrant, which also was required by the city.
I am not a person that does not want to pay my fair share of the city
expenses, but I fell that I am not the cause of the stormwater problem, but I
am your solution meaning I detain my water.
Why not make the business that do not have detention basin put them in, or
assess them more a month?
I know it is a tough position you hold and I thank you for your time and
effort you have given our city but if you could consider my charges I would
appreciate it. I will wait for your response.
