A RESOLUTION APPROVING THE FINAL PLAT DUBUQUE INDUSTRIAL
CENTER WEST 8T" ADDITION, IN THE CITY OF DUBUQUE, IOWA.
Whereas, there has been filed with the City Clerk a final plat Dubuque Industrial
Center West 8th Addition, in the City of Dubuque, Iowa; and
Whereas, upon said final plat appear street(s) to be known as Chavenelle Court
(Lot A) which the owners by said final plat have dedicated to the public forever; and
Whereas, said final plat has been reviewed by the City Planner and had her
approval endorsed thereon, subject to the owners agreeing to the conditions noted in
Section 2 below; and
Whereas, said final plat has been examined by the City Council and they find that it
conforms to the statutes and ordinances relating to it, except that no streets or public
utilities have yet been constructed or installed.
Whereas, the City Council concurs in the conditions of approval established by the
Zoning Commission and the City Planner.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the dedications of Chavenelle Court (Lot A), as they appear upon
said final plat, be and the same are hereby accepted; and
Section 2. That the Final Plat Dubuque Industrial Center West 8th Addition is
hereby approved and the Mayor and City Clerk are hereby authorized and directed to
endorse the approval of the City of Dubuque, Iowa, upon said final plat.
Section 3. Sidewalk installation shall be the responsibility of the owner of the
property abutting the public right-of-way, as required by City Code 41-100. The
responsibility shall extend to all successors, heirs and assignees. Sidewalks shall be
five (5) feet in width and installed one (1) foot from the property line.

Section 4. That the final acceptance of all public improvements shall occur upon
certification of the City Engineer to the City Council that all public improvements have been
completed in accordance with the improvement plans and City standard specifications.

Introduction
The Final Plat of Dubuque Industrial Center West 8th Addition subdivides an existing
parcel in the City's Dubuque Industrial Center West to facilitate the sale of Lot 1 to
Hormel Food Corporation. The City Council is being asked to approve this plat as both
the owner of the property and as the platting authority.
Discussion
In March of 1998, the City Council approved the Planned Industrial District and the
Conceptual Development Plan for the Dubuque Industrial Center West. In December of
2004, the City Council approved the second phase of the Dubuque Industrial Center
West, which includes the property included in the submitted final plat.
The attached final plat subdivides approximately 60 acres of property into two parcels
and provides for the construction of a new public street to be named Chavenelle Court.
Lot 1 will be sold to Hormel Food Corporation, while the City of Dubuque will retain
ownership of Lot 2 for future sale and development.
The new public road way, Chavenelle Court, will be built to City street standards, with
31 feet of paving and a 66 foot right-of-way.
Recommendation
I recommend the City Council approve the submitted Final Plat Dubuque Industrial
Center West 8th Addition as it is in substantial compliance with the City of Dubuque
Subdivision Regulations, subject to the City Engineer's final review and approval of the
improvement plans for Chavenelle Court, and authorize the Mayor and City Clerk to
sign on behalf of the City of Dubuque as owner and as platting authority.

Traffic Patterns: The proposed cul-de-sac street will be built to the City's public street
standards with 31 feet of paving and a 66 foot right-of--way. The proposed public street
will intersect with Chavenelle Road. There are no traffic counts available on Chavenelle
Road at this time.
Public Services: Existing public services are adequate to serve the site.
Environment: Staff does not anticipate any adverse impact to the environment provided
adequate erosion control is provided during all phases of development of the property.
Adjacent Properties: Adjacent properties are all part of the Dubuque Industrial Center
West Planned Industrial District. The proposed development will be compatible with the
adjacent properties.
Recommended Conditions on Plat: None.
Staff Analysis: The submitted Final Plat of Dubuque Industrial Center West 8th Addition
subdivides an existing portion of the Dubuque Industrial Center West into two new industrial
lots. Lot 1 will be developed with the new Hormel prepared food plant, while Lot 2 will
remain under the City's ownership for future development. Anew street will be built,
Chavenelle Court, that will serve both Lot 1 and Lot 2. The street will be built with 31 feet of
paving and a 66 foot right-of-way.
The submitted Final Plat was not submitted to the Zoning Advisory Commission for review as
the City's subdivision regulations allow the City Council to approve final plats without review
by the Zoning Advisory Commission when the final plat is consistent with the previously
approved conceptual plan/preliminary plat that has been reviewed by the Zoning Advisory
Commission. The submitted final plat for Dubuque Industrial Center West 8th Addition is in
substantial compliance with the City of Dubuque Subdivision Regulations.
The City Council is being asked to waive the requirement that the improvement plans for
Chavenelle Court be reviewed and approved by City Engineering Department prior to final
plat approval by the City Council. In order to facilitate the sale of Lot 1 to Hormel Foods,
Inc., the final plat needs to be approved and recorded prior to the May 2, 2008 closing.
Planning Services staff recommends that the City Council approve the final plat as
submitted, subject to the City Engineer's final review and approval of improvement plans for
Chavenelle Court.
