Minutes Historic Preservation Commission 4 17 08THE CITY OF DUB E DD ~~~ Masterpiece on the Mississippi MINUTES Dubuque i~ ~- ~~ z©o~ PRESENT: Chairperson Christine Olson; Commission Members John Whalen, Keisha Wainwright, Joseph Rapp, Chris Wand, and Matthew Lundh; Staff Members David Johnson and Laura Carstens. ABSENT: Commission Members Mary Loney-Bichell and Bob McDonell. AFFIDAVIT OF COMPLIANCE: Staff presented an Affidavit of Compliance verifying the meeting was being held in compliance with the Iowa Open Meetings Law. CALL TO ORDER: The meeting was called to order by Chairperson Olson at 5:30 p.m. MINUTES: The minutes of the March 20, 2008 meeting were approved unanimously as written. PUBLIC HEARING: Application of Cheryl Walser Kramer for Individual Historic Designation for property located at 2537 Windsor Avenue. Chairperson Olson opened the public hearing. Cheryl Walser Kramer, 2537 Windsor Avenue, reviewed the history of the home relative to the Voggenthaler Family and the architecture of the home. She noted she has adequate parking on the street in front due to a double lot and parking in the rear. She explained she is asking for designation to establish a bed and breakfast. Chairperson Olson asked about the windows. Ms. Kramer explained the windows are aluminum storms and west windows have been replaced. At Ms. Kramer's request, Mr. Lynn Lampe, 11898 Kennedy Road, clarified that the replacement windows are primarily wood and of the same size. There were no public comments. Chairperson Olson closed the public hearing. Commissioner Wand asked about the criteria evaluated by historic preservation consultant Jim Jacobsen. Staff Member Johnson noted Jacobsen's survey did not make a determination of National Register eligibility. He noted Jacobsen's survey states the property deserves further investigation because of its curious combination of cottage and second empire style forms. Minutes -Historic Preservation Commission April 17, 2008 Page 2 Staff Member Johnson stated the 1978/1979 Architectural Survey of Dubuque conducted by Kriviskey rated the structure as having City, State, or National significance. Staff Member Johnson explained properties identified as having City, State or National Significance are structures believed to meet the criteria of eligibility for individual listing on the National Register of Historic Places. Staff Member Carstens noted the criteria for individual historic properties can be based on local significance for the Dubuque Register of historic places. Motion by Wand, seconded by Wainwright, to recommend that the City Council approve the Individual Historic Designation of 2537 Windsor Ave. based on the criterion that the property is associated with events that have made a significant contribution to the broad patterns of the history of Dubuque and it has architectural significance. Motion carried by the following vote: Aye -Olson, Wainwright, Rapp, Wand, and Lundh; Nay -None. DESIGN REVIEW: Application of Lynn Lampe for a Certificate of Appropriateness to construct a new two-story front porch located at 581/583 Jefferson Street in the W. 11th Street Historic District. Lynn Lampe, 11898 Kennedy Road, asked for approval build a new two-story porch. Staff Member Johnson reviewed the staff report. He reviewed the design and materials of the front porch. Staff Member Johnson also reviewed the drawings and photographs provided by the applicant. Chairperson Olson asked if there were any historical photos that might show an overhang over the porch. Mr. Lampe said that he has no historical photos and could not find evidence of an overhang. Commissioners discussed the design and size of the two-story front porch. Commissioner Whalen entered at 5:50 p.m. Commissioners discussed the design and materials for the railings and spindles. Commissioners suggested using chamfered posts and framing the lattice. Commissioners discussed using an opaque stain or paint on the porch. Motion by Wand, seconded by Wainwright, to approve the Certificate of Appropriateness to construct the proposed two-story front porch with the following conditions: 1. The woodwork is to be finished in either opaque stain or paint; 2. Lattice must be framed between the columns and oriented vertical/horizontal and not diagonal; 3. The railing heights must be constructed in accordance with City Code as per the Building Services Department; and 4. The top of the columns are to be finished with a cap piece similar to that described by the applicant. DESIGN REVIEW: Application of RMF Associates, LLC, Susan Farber/Jeff Morton Architect for a Certificate of Appropriateness to reconstruct the historic dormers, replace the roof, repair and restore historic fascia and soffit, and remove the existing porch roof for property located at 392/394 Bluff Street in the Cathedral Historic District. Jeff Morton, Architect, represented RMF Associates. He reviewed the project elements and referenced a historical photograph. He stated the project will recreate the historic dormers with paladian-style wood windows, wood timber trusswork, and 3" clapboard siding that was originally on the building; re-roof the entire building with asphalt shingles and remove aluminum fascia soffit and repair or replace fascia and soffits; and remove the non-original porch roof at the main entrance and replace with new wood doors with glass sidelights and transoms. Commissioners discussed the windows on the dormers. Chairperson Olson suggested the photograph might show the paladian style windows may have actually been shutters. Mr. Morton agreed the historic image initially appears to depict shutters; however, at an enlarged scale it is clear they are paladian windows. Chairperson Olson asked whether the wood elements and door will be painted. Mr. Morton said they will be painted. Chairperson Olson asked that the shingles not be a large cedar shake design. Mr. Morton agreed. Commissioner Rapp asked if the steps will remain as they are. Mr. Morton said they will. Mr. Morton clarified that the aluminum porch columns will be removed. Motion by Whalen, seconded by Wand, to approve the Certificate of Appropriateness to reconstruct the historic dormers, replace the roof, repair and restore historic fascia and soffit, and remove the existing porch roof as presented. Motion carried by the following vote: Aye - Whalen, Olson, Wainwright, Rapp, Wand and Lundh; Nay -None. DESIGN REVIEW: Application of David Friske for a Certificate of Appropriateness to replace the roof and windows, rebuild the chimney, repair the soffit and fascia, and construct new porches on the front entrances for property located at 418/420 Emmett Street in the Cathedral Historic District. Dave Friske, Mazomanie, Wisconsin, stated he just bought the building in March and wants to restore it. He noted the lack of porches and deteriorated condition of the building elements. He provided a photo of another building with the proposed porch design. Staff Member Johnson reviewed the staff report and details of the project. He noted this Minutes -Historic Preservation Commission April 17, 2008 Page 4 property previously had a Certificate of Appropriateness for a wrought iron porch. Commissioner Wand said the photo of the other building helped support the porch design. He suggested considering a uniform, simpler design for the balusters rather than the sawn-cut. Mr. Friske explained he has experience rehabilitating historic buildings and has researched the building and other federal-style buildings. He explained he believed the sawn-cut baluster was an acceptable alternative for afederal-style building. Mr. Friske explained either option would be fine and look nice. Mr. Friske reviewed the materials he would be using for the porch. He stated there would be would be a half column against building. Mr. Friske stated corbels would be used on the bottom of the porch decking. He explained it is intended to balance and tie in the rest of the porch. Motion by Wand, seconded by Lundh to approve the Certificate of Appropriateness as submitted to replace the roof and windows, rebuild the chimney, repair the soffit and fascia, and construct new porches on the front entrance with the provision that the lattice be framed and vertically and horizontally oriented, the applicant has the option to use sawn balusters or 2" x 2" square spindles, and the applicant has the option to install corbels on the lower part of the porch. Motion carried by the following vote: Aye -Whalen, Olson, Wainwright, Rapp, Wand and Lundh; Nay -None. ITEMS FROM STAFF: Building Services Dept -Status Report on Historic Preservation Enforcement Staff Member Johnson reviewed the Building Services Department status report on Historic Preservation enforcement. Millworking Historic District Staff Member Johnson explained the State Nominations Review Committee will review the National Register nomination for the Millworking Historic District during their June 13, 2008 meeting. The Historic Preservation Commission is asked to review and comment on whether the the Dubuque Millworking Historic District meets the significance criteria (A, B, C or D) for listing on the National Register of Historic Places. Staff Member Johnson stated the nomination indicates that the property is significant under criteria A and C. Criterion A is a property that is associated with events that have made a significant contribution to the broad patterns of our history. Criterion C is a property which embodies the distinctive characteristics of a type, period, or method of construction or represents the work of a master, or possesses high artistic values, or represents a significant and distinguishable entity whose components lack individual distinction. Jim Avery, owner of 168E 10th St, asked if this district is to be listed on the National Register, and not a local district. Commissioners and Staff explained the differences between districts listed in the National Register of Historic Places and local historic districts. The Commission and Staff explained that Minutes -Historic Preservation Commission April 17, 2008 Page 5 listing on the National Register of Historic Places does not impose any regulatory action unless a property owner were to use federal funding for a project. The Commission explained their review is limited to the outside of buildings located in local districts only and that their reviews do not apply in National Register Districts. Mr. Avery expressed support for the nomination so funding opportunities would become available to property owners. Mr. Avery hoped the Historic Preservation Commission would support the nomination. He stated he did not want more regulations, like color, that might restrict art and cultural incubators. Chairperson Olson noted the great history of the Millworking District. She felt this is a great opportunity to foster redevelopment. Commissioners felt the nomination meets criteria A and C as noted, but criterion B may also be significant because of the national distribution of millwork products from Dubuque and that at one time businesses in the Millworking District were pioneers in the millworking industry. Staff Member Johnson noted an explanation of the district's significance can be found on page 11, section 8, number 8. Commissioners felt criterion B needed. more research. Commissioners discussed local and state significance under criterion B. Motion by Wand, seconded by Wainwright, to recommend approval of the nomination of the Millworking Historic District to the National Register of Historic Places because the district meets criteria A, B, and C. Motion carried by the following vote: Aye -Whalen, Olson, Wainwright, Rapp, Wand and Lundh; Nay -None.
