City Engineer Gus Psihoyos is recommending approval of the plans, specifications,
form of contract and the estimated cost of $851,938.53 for the construction of
Chavenelle Court at Dubuque Industrial Center West.
Hormel Foods Corporation plans to build an $89 million, state-of-the-art food processing
facility on approximately 40 acres in the Dubuque Industrial Center West: The Austin,
Minnesota-based company hopes to break ground this summer and plans to have two
lines producing packaged foods in 327,000 square feet of new space by the fall of 2009.
This project will bring 196 new jobs to the area, with capacity for more, based on
consumer demand for shelf stable microwave meals.
This work includes constructing a new street located south of Chavenelle Road to serve
the 48.6 acres of industrial property in the lower level of Dubuque Industrial Center
West.

INTRODUCTION
The enclosed resolution is in reference to the public hearing on the Dubuque
Industrial Center West -Chavenelle Court 2008. This work includes constructing
a new street located south of Chavenelle Road to serve the 48.6 acres of
industrial property in the lower level of the Dubuque Industrial Center West. The
new street will be named Chavenelle Court and is needed to accommodate the
Hormel project.
BACKGROUND
Hormel Foods Corporation plans to build an $89 million, state-of-the-art food
processing facility on approximately 40 acres in the Dubuque Industrial Center
West. The Austin, Minnesota-based company hopes to break ground this
summer and plans to have two lines producing packaged foods in 327,000
square feet of new space by the fall of 2009. This project will bring 196 new jobs
to the area, with capacity for more, based on consumer demand for shelf stable
microwave meals.
Raw materials will be shipped to Dubuque from other locations. Various recipes
will be used to make non-frozen, ready-to-eat products for the grocery shelf. The
operation will not involve animal slaughter or meat processing. Hormel Foods
Corporation is a multinational manufacturer and marketer of high-quality, brand-
name food and meat products. In each of the past nine years, Hormel Foods
Corporation has been named one of the "400 Best Big Companies in America" by
Forbes.
On March 17, 2008, the City Council endorsed (Resolution 92-08) the
submission of a Revitalize Iowa's Sound Economy (RISE) Application to the Iowa
Department of Transportation for the construction of a cul-de-sac street south of
Chavenelle Road to serve the 48.6 acres of industrial property located in the
lower level of the Dubuque Industrial Center West. The new street will be named
Chavenelle Court and will accommodate the needs of the Hormel project. The
RISE grant for 80 percent (80%) of the street costs was approved by the Iowa
DOT on April 8.
DISCUSSION
Chavenelle Court will consist of a 31-foot back-to-back roadway, with the
roadway widening to 45 feet in order to accommodate aright- and left-turn lane
at the intersection with Chavenelle Drive. The project will also include street
lighting, landscaping, installation of watermain, storm sewer, and fiber optic
conduit and junction boxes. Sidewalk will not be paved at this time, although the
sidewalk berm will be graded to accommodate future sidewalk on the west side
and a future trail on the east side.
Specifically, the project involves: 1,453 lineal feet of 6-inch through 16-inch DIP
watermain; 1,017 lineal feet of 15- through 36-inch RCP storm sewer; 6,491
square yards of 9-inch PCC; 1,600 lineal feet of 4-inch HDPE conduit; 8 street
lights; and 57 trees.
RECOMMENDATION
I recommend that the City Council approve the plans, specifications, form of
contract and the estimated cost for the Dubuque Industrial Center West -
Chavenelle Court 2008.
