PROCLAMATION
WHEREAS, Leo McCarthy, who died in 2006, practiced law with Reynolds and Kenline, LLP for more
than 40 years and volunteered with countless community organizations including
Stonehill, Maria House, Loras College, Greater Dubuque Development Corporation, and
St. Joseph the Worker Catholic Church; and
WHEREAS, Leo McCarthy shared his talents of leadership, generosity, and a sense of humor with the
non-profit community; and
WHEREAS, Leo McCarthy, a founding board member of the Community Foundation of Greater
Dubuque, believed there was no more important work for the Foundation than to assure
permanence of the non-profits in the Tri-State area. His belief was that the best way to
ensure the future of charitable organizations was through capacity building and growing
non-profit endowment; and
WHEREAS, thanks to a gift he and his wife Joy made, the organizations he loved, together with all
non-profits in the region will be made stronger. The Leo and Joy McCarthy Center for
Non-Profits at the Community Foundation of Greater Dubuque will hold its Grand
Opening on May 15, beginning at 4:30 p.m. with a Chamber of Commerce ribbon cutting
at 5 p.m. The Foundation is located in Suite 195 of the Dubuque Building at 700 Locust
Street; and
WHEREAS. Leo McCarthy encouraged partnerships between and among community organizations.
The Center will be home for convening like-minded groups at a neutral, centrally located
place for conversation and collaboration. Leo was known for getting all the right faces
around a table to tackle tough community issues.
NOW THEREFORE, I, ROY D. BUOL, MAYOR OF THE CITY OF DUBUQUE, IOWA, ON BEHALF OF THE
CITY COUNCIL, STAFF AND CITIZENS OF DUBUQUE, DO HEREBY PROCLAIM THE 15TH OF MAY,
2008, AS
“LEO McCARTHY DAY”
IN THE CITY OF DUBUQUE, IOWA.
IN WITNESS THEREOF, I have hereunto set my hand
and caused the Great Seal of the City of Dubuque to be
affixed this 5th day of May, 2008.
