PRESENT: Tom Blocklinger, Kim Daykin, Chuck Duggan, Paul Hoffmann, Karen Lyness and
Evelyn Nadeau
ABSENT: Gary Harjehausen

MINUTES It was moved by Blocklinger, seconded by Duggan, to approve the minutes of
APPROVED; the March 11, 2008, meeting. The motion passed unanimously.
VOTE
APPROVE Leisure Services Manager Gil Spence told commissioners that staff is proposing
MANAGEMENT to hire Kenneth Clayton to be the new campground manager at Miller Riverview
AGREEMENT Park, with assistance from his wife. Mr. Clayton is a retired John Deere worker
FOR MILLER and he has a lot of good ideas about better ways to run the park. He is also very
RIVERVIEW handy for general repairs on things that will help our maintenance staff. It will be
PARK; VOTE: good to have two people available so that they can take turns working and have
a break and go off-site for a period.
It was moved by Daykin, seconded Lyness, to approve hirin Kenneth
Cla on to serve as Manager for the Miller Riverview Park campground. The
motion ap ssed unanimously.
APPROVE Mr. Spence told Commissioners that the lease is the same as last year. The
WATER SKI lease is for cone-year term ($500) so it will need to be approved each year.
CLUB LEASE;
VOTE: It was moved ~ Blocklinger, seconded ~ Daykin, to a rove the lease with the
Dubuque Water Ski Club for one year. The motion ap ssed unanimously.
APPROVE Mr. Spence explained that the concession stand is doing well and Pat has a
McALEECE good staff working for him. We are making approximately twenty percent more
CONCESSION than when we leased the operation out. There are six price increases proposed
PRICE for this summer: .25 cent increase for soft drinks, sport drinks and water; .25
CHANGES; cent increase for a glass of beer; .75 cent increase for a pitcher of beer; and .25
VOTE: cent increase for a bottle of beer.
It was moved Lyness, seconded Nadeau, to approve the proposed rp ice
increases for McAleece concession stand. The motion ap ssed unanimously.
APPROVE Mr. Spence told commissioners that staff is proposing two changes to pool rules,
CHANGE TO #2 and #19. A copy of the rules may be found as part of the original minutes.
POOL POLICIES; Rule 2 is adding that diaper changing is to be completed ONLY in the locker
VOTE: rooms, NOT pool deck or turf areas. Rule 19 added that patrons experiencing
diarrhea or upset stomach are advised not to use the pool.

It was moved Daykin, seconded Hoffmann, to approve the proposed
chances to pool rules with one exception: change "advised not to use the pool„
to "are NOT to use the pool." The motion ap ssed unanimously.
PROPOSED The Zoning Board of Adjustment has approved the proposed lease to put the cell
CELL TOWER IN tower in Madison Park and it now goes back to the City Council. Commissioners
MADISON PARK; asked what iWireless will pay and Mr. Spence said it is $15,000 per year and
VOTE: every five years that fee goes up 15%. Ms. Nadeau asked if the tower could be
placed in another area instead of a park but Mr. Spence said the area and the
height of the park area make it a prime location.
It was moved ~ Hoffmann, seconded ~ Duggan, to approve the proposed cell
tower in Madison Park. The vote ap ssed 5 to 1 with Blocklinger, Daykin,
Duggan, Hoffmann and Lyness votin ~; Nadeau voting no.
PARK Park Division Manager Bob Fritsch was at Dale Carnegie training, so Mr. Spence
DIVISION updated commissioners:
REPORT:
• The pansies and spring annuals are growing at the greenhouse; we will be
having a 3-season display at 3rd Street. • We have talked to Operations and
Maintenance about taking over the mowing at the Port and we will do all the
gardening and taking care of plants. We have landscaping at the Welcome sign
at Locust Street connector; Port of Dubuque sign; 5th and White Streets sign,
islands on Highway 20 have perennials and mulch; and the islands on Iowa
Street have been changed to perennials and mulch. • We are working with the
Washington Neighborhood Association on re-doing the Washington Street
diverters with plantings; Bob will design using a mixture of shrubs and perennial
plants. • New Assistant Gardener will start July 1st. This person will have
enhanced skills and will work more in downtown and Port areas and on the
landscaping by the signs. •New rest room is complete at Valentine Park. • We
took fence screening fabric from Pet Park and used it to repair fence screen by
Greyhound Park because that had to be repaired immediately for races to be
operating.
RECREATION Recreation Division Manager Pat Prevenas was at City Expo so Mr. Spence

REPORT:
• Summer 2008 summer brochures were given out at City Expo; distributed to
commissioners at the meeting. • Office renovation has been completed except
for the gas fireplace insert.

OTHER ^ Commissioner Duggan asked if we are reimbursed for damage to the fence
BUSINESS: on North Grandview Avenue when cars hit it in the winter. Mr. Spence said
we usually bill the insurance company.
^ Commissioner Duggan asked if a Coke machine could be placed outside the
building so golfers did not have to go inside to the snack bar; Mr. Spence will
check it out.
^ Mr. Spence asked if commissioners wanted to have the monthly golf
meetings that were started in the 2007 season. Since only the first meeting
was attended last year, it was decided to have one meeting at the beginning
of the season, approximately three weeks from today.
ADJOURN; It was moved by Duggan, seconded by Blocklinger, that the meeting be
