This initiative includes: • Caring Adults • Safe Places • Healthy Start • Effective Education • Opportunities to Help Others Through our local Dubuque County Empowerment Board and through community health needs assessments, public health works to help children get a healthy start and work collaboratively to achieve the other promises, including Effective Education.
