INTRODUCTION
The purpose of this memorandum is to forward a recommendation from the Cable N Tele-
Programming Commission to approve three requests for funding from the Capital Grant for
Access Equipment and Facilities.
BACKGROUND
The Capital Grant for Access Equipment and Facilities created by the cable franchise
agreement that went into effect on June 5, 2005, began FY08 with a balance of $285,721.
Quarterly adjustments and interest have added $28,906 this fiscal year. Currently there is a
balance to be awarded of $97,303.
At its meeting yesterday, the Commission recommended the following grants:
1) Up to $1,625 to Wahlert High School for a mini DV tape deck to facilitate the capture of
tapes recorded in the field;
2) Up to $21,300 to Eleanor Roosevelt Middle School for equipment and cabling to
permanently wire the school auditorium in order to record events for the school district
channel and the necessary equipment to record events throughout the school; and
3) Up to $6,200 to Mediacom to purchase additional accessories to increase the
functionality of the camera jib for use in various public access productions as well as
various UPS and power surge devices to protect the equipment that powers the on-air
operation of the three PEG channels originated at Mediacom.
The grant applications for these requests are attached.
RECOMMENDED ACTION
I respectfully request that the Commission's recommendation for these requests be forwarded
to the City Council to receive, file, and approve. Thank you.

Our request is for the funding to purchase video and audio equipment that will enable our
students and staff to record "long" (%2 hr. - 3 hr.) events in the ERMS auditorium, media
center, gymnasium, athletic fields and classrooms The equipment selected and described
below would form a permanent and portable system that allows in "professionally" mixed
programming. This programming could be broadcast live through projector, television,
streamed through the Internet and/or recorded directly to mpeg-2 for archiving or
instantaneous DVD production. In other words, with the equipment listed, we can
produce quality programming of long events, in various venues, in the time it takes for
the event to happen.

Describe how the Dubuque community will benefit from this request:
As you may be aware, the theatre /auditorium complex built into Eleanor Roosevelt
Middle School was designed and developed to be used by the Dubuque schools, the
Dubuque Community, and beyond. It's been used for congressional debates, traveling
theatre companies, Dubuque Arts Council events, the TH Spelling Bees, Dubuque Dance
Studio performances, Jazz, folk, and symphony concerts, The republican caucus,
Carnegie Stout library's "Meet and Greet" famous authors, and more.
The equipment we are requesting would be used to permanently wire the auditorium with
video, audio, and intercom connections that could be easily coupled to the Tricaster.
Portable "jumper" cables would plug camera and intercoms to the permanently wired
jacks and voila... the ability to record and re-broadcast events like those listed above.
Recording events such as the Geography Bee, Battle of the Books, and artist workshops
that take place in locations other than the auditorium are a simple matter of connecting
the portable Tricaster to the portable "jumper" cables and voila ... again. Cool and
interesting programming distributed live on television, streamed over the Internet and
recorded for public access.

The Dubuque community will benefit from our purchase and use of the mini
DV deck as it is used in conjunction with the computer for digitizing and
exporting video, speeding up the process of transferring footage (as
opposed to getting a camcorder, hooking it up and then transferring
footage). We will have shorter turn-around times on projects. Having a
dedicated deck streamlines our work and also saves wear and tear on the
cameras and firewire.

Describe how the Dubuque community will benefit from this request:
The remote pan and tilt head will be attached to the camera jib which can
telescope to 13 feet in the air. The remote control head can rotate 360 degrees
allowing for dramatic camera shoots. Potential usages range from parades,
concerts and sporting events. The Uninterruptible Power Supplies with Battery
Packs will be used in connection with the newly purchased video server, event
controller and bulletin board system. The system is valued at approximately
$30,000 and currently has no protection from storm or power surges. In the event
of a power failure at Mediacom, Public and Educational Access channels will still
be able to air for approximately one hour to the battery backup supply, allowing
for the power to be restored.

Recipient's Grant Application, a copy of which is attached hereto and
incorporated herein.
3. All equipment and facilities purchased with the Grant shall remain
the property of City.
4. Any unused portion of the Grant shall be credited to City's Capital
Grant fund.
5. All equipment and facilities purchased with the Grant shall be used
solely for non-commercial purposes.
6. Failure by Recipient to abide by the terms and conditions of this
Agreement may result in forfeiture of the equipment and facilities purchased with
the Grant. City shall provide written notice to Recipient of any such failure and
Recipient shall have thirty (30) days in which to correct such failure. In the event
Recipient fails to cure such failure within such thirty (30) day period, Recipient
shall within ten (10) days thereafter return all equipment and facilities purchased
with the Grant.

This Capital Grant for Access Equipment and Facilities Award greement
(the Agreement), dated for references purposes the 9th day of June,
2008, is made and entered into by and between the City of Dubuque, Iowa (City)
and Dubuque Community School District (School District).
Whereas, Section 6 (b) of the Cable Franchise Agreement between the
City of Dubuque, Iowa and MCC Iowa, LLC, dated June 5, 2005, provides for a
Capital Grant for Access Equipment and Facilities for capital support for PEG
and I-Net use; and
Whereas, School District has submitted a Grant Application; and
Whereas, City has approved the Grant Application, on the terms and
conditions set forth herein.
NOW, THEREFORE, IT IS AGREED BY AND BETWEEN CITY AND
SCHOOL DISTRICT AS FOLLOWS:
1. City hereby awards a grant to School District in the amount of
$21,300.00 (the Grant) for its facility at Eleanor Roosevelt Middle School
(Roosevelt School).
2. The Grant shall be used solely for the purpose(s) described in
School District's application for funding, a copy of which is attached hereto and
incorporated herein.
3. All equipment and facilities purchased with the Grant shall remain
the property of City.
4. Any unused portion of the Grant shall be credited to City's Capital
Grant fund.
5. All equipment and facilities purchased with the Grant shall be used
solely for non-commercial purposes.
6. School District shall produce a minimum of 30 minutes of
programming at Roosevelt School per quarter of the calendar year to air on the
educational access channel reserved for School District.

7. All programming produced by School District shall air on the
channel reserved for School District.
8. Failure by School District to abide by the terms and conditions of
this Agreement may result in forfeiture of the equipment and facilities purchased

failure and School District shall have thirty (30) days in which to correct such
failure. In the event School District fails to cure such failure within such thirty (30)
day period, School District shall within ten (10) days thereafter return all
