CALL TO ORDER
Acting Chairperson Deutmeyer called the meeting to order at 4:01 p.m. Staff certified
that the meeting was being held in compliance with the Iowa Open Meetings Law.
MINUTES
LoBianco moved and White seconded a motion to approve the minutes of January 4,
2008. Motion passed unanimously.
APPLICATIONS
EZ Benefits for Dubuaue Stamping & Manufacturing Inc.
Staffperson Dave Heiar gave an overview of the project being considered by Dubuque
Stamping. Dubuque Stamp currently operates in a 140,000 sq. ft. facility on Jackson
Street. They have 161 employees and pay an average wage of $15.95 per hour.
Dubuque Stamp is planning an expansion of their facility to meet future increased
demand. The project will create an additional 17 jobs and build a 20,000 sq. ft. building
to connect their existing two buildings on the property. The building is estimated to cost
$1,250,000 plus $3,130,000 in equipment purchases.
The company is seeking Enterprise Zone Benefits. Specifically they are requesting an
increase in their allowable R&D Credits from 6.5% to 13%, a refund of their sales taxes
paid on the expansion, and the 10% Investment Tax Credit.
Dave Spahn mentioned that the previous expansions the company has been financed
internally but this expansion will need the Enterprise Zone program assistance. DBQ
Stamp has purchased most of the H&W building and is working to acquire a portion of
Liebe Street from the City. This expansion will bring much needed growth to fulfill new
business from new and existing customers. Williamsburg Manufacturing, Skyjack Corp
out of Emmetsburg, and Charles industries in Audubon are three large new customers
that have helped necessitate the expansion.
LoBianco mentioned he likes to see a good in-fill development project in Dubuque
which creates new jobs.
A motion was made by Van Milligen, seconded by LoBianco, to approve the resolution
approving an application for Enterprise Zone benefits to Dubuque Stamping.

Abstain:
Motion Approved 6-0.
