Van Milligen, City Manager SUBJECT: Grant Application Authorization for Traffic Safety Improvement Funding Program of the Pennsylvania Avenue Improvements (IA 32 to Vizaleea Drive) DATE: May 28, 2008 City Engineer Gus Psihoyos is recommending that the City submit a $500,000 grant application for Traffic Safety Improvement Program funding for the $508,000 Pennsylvania Avenue Improvements Project. The overall proposed improvements to be funded by this grant include: • Pavement marking changes from 4-lane to 3-lane. • School zone flashers to reduce the speed to 25 mph when needed. • Geometric improvements at the school bus exit point. • Addition of a right-turn lane at the intersection of Pennsylvania and Hempstead for the westbound approach. • Addition of signalized pedestrian crosswalk near the west side of Hempstead School property. • Improvements to the existing signal located at Hempstead and Pennsylvania. • Addition of fence near Hempstead's west property line to direct students to crosswalk. • Fiber optics interconnect between existing signal, new crosswalk and IA 32 for remote management. BACKGROUND the Traffic Safety at Pennsylvania for the City of Dubuque to submit a Improvement Program funding for school zone Avenue between IA 32 (Northwest Arterial) and Pennsylvania Avenue is a 4-lane undivided collector with a 35 mph speed limit from IA 32 (Northwest Arterial) to Vizaleea. The Engineering Department has been working with officials of the Dubuque Community School District, Legal Services, Police Department, and a traffic engineering consultant to find ways to enhance this section of roadway. DISCUSSION This section of roadway was recently re-striped from 4-lane to 3-lane. School zone flashers were also added to reduce the speed to 25 mph during school ingress/egress. The vehicle detection at Stephen Hempstead High School and Pennsylvania Avenue was also improved to accommodate the new turn lane location. The overall proposed improvements to be funded by this grant include: Pavement marking changes from 4-lane to 3-lane. RECOMMENDATION I recommend that the City submit a grant application for Traffic Safety Improvement Program funding for the Pennsylvania Avenue Improvements (IA 32 to Vizaleea Drive). BUDGET IMPACT A summary of the estimated project cost follows: Durable Lane Striping $ 15,000 Geometric Improvements for Bus Egress 19,000 Signalized Pedestrian Crosswalk 110,000 Improvements to Existing Signal 40,000 Addition of Right-Turn Lane 145,000 Fencing 5,500 School Zone Flashers 16,000 Fiber Optics Interconnect 90,000 Remote Access to Flashers 20,000 Sidewalk to Amy Court 11,500 Sidewalk Improvements Along Hempstead 36,000 Total Project Cost The City has received approval to "pre-spend" for the improvements made to date. If the grant is approved, the City will be reimbursed for these improvements. The City is seeking $500,000 (98.4%) from the Traffic Safety Improvement Program grant. The remaining $8,000 balance will come from CIP 2501011 (Traffic Signalization). With secured funding, it is anticipated that the construction could begin in April, 2009, with completion in August, 2009. There is no other fee associated with the application process since the City is utilizing the services of East Central Intergovernmental Association (ECIA). ACTION TO BE TAKEN The City Council is requested to adopt the attached resolution authorizing the filing of a grant application for Traffic Safety Improvement Program funding for the Pennsylvania Avenue Improvements (IA 32 to Vizaleea Drive). cc: Dubuque Metropolitan Area Transportation Study Ken Yanna, PE -Iowa Department of Transportation Jenny Larson, Budget Director Kim Wadding, Police Chief Don Vogt, Public Works Director David Ness, PE Bill Schlickman, Traffic Engineering Assistant RESOLUTION NO. 175-08 RESOLUTION AUTHORIZING THE FILING OF A GRANT APPLICATION FOR TRAFFIC SAFETY IMPROVEMENT FUNDING FOR THE CITY OF DUBUQUE PENNSYLVANIA AVENUE IMPROVEMENTS (IA 32 TO VIZALEEA DRIVE) Whereas, the increasing growth of traffic volumes, along with operational and safety concerns, at Pennsylvania Avenue from IA 32 (Northwest Arterial) to Vizaleea Drive in the City of Dubuque could be improved by roadway, sidewalk, and traffic signal improvements; and Whereas, the City of Dubuque is seeking the necessary funding for project implementation, and upon completion be responsible for adequately maintaining and operating the project for public use during the project's useful life. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA, THAT: Section 1. The City submit a grant application to the Traffic Safety Improvement Program to fund the Pennsylvania Avenue improvements from IA 32 (Northwest Arterial) to Vizaleea Drive.
