The FY'09 budget has $50,000 allocated for the project. The project needs to be completed by late September to be considered for FY'10 capital and operating budget purposes. A water meter plan and system evaluation by HDR Engineering, Inc., was conducted in 2007. DISCUSSION A committee will review proposals submitted and provide a recommendation. RECOMMENDED ACTION The recommended action at the June 2, 2008 meeting is for the City Council to authorize the release of the RFP for Water Meter Review and Testing. KT/jg Enclosure City of Dubuque Request for Proposal Specifications for Water Meter Review and Testing GENERAL The City of Dubuque is seeking proposals to provide consultant services for water meter review, testing and issuing report. The review, tests and report will be valuable for estimating costs and strategic decisions about possible meter replacement. Qualified firms are invited to submit a proposal in the format outlined in the Request for Proposal (RFP). The City has budgeted $50,000 for the review, testing and report. A water meter plan and system evaluation was conducted in 2007. BACKGROUND A random sampling of water meters will be selected and tested for accuracy. This will include commercial and residential meters of different type and age throughout the City. One hundred and fifty meters ranging from 5/8-inch up to 8-inch will be tested. The test will consist of a statistical sample of system meters. A report will be prepared of meter performance versus age and size of meter, including the statistical level of confidence. BASIS OF AWARD A review committee of City staff will evaluate proposals based upon written responses to the RFP, respondent's qualifications, recent similar consultant work, familiarity with water meter reading processes, testing and equipment, proposed fees and other factors deemed important. The City may schedule interviews with prospective firms. The City may reject any or all proposals if, in the opinion of the City, they do not meet the City's requirements. The recommendation of the committee will be subject to City Manager and City Council approval. SUBMISSION DEADLINE An original and seven (7) copies of the proposals must be received no later than 5:00 p.m., Friday, June 20, 2008. The information should be for your staff and/or other outside consultants that will work on the project. STAFFING REQUIREMENTS The City is seeking a consultant services firm that can provide the City with the services listed below in an efficient and professional manner. Provide resumes of the key personnel on the project, along with a listing of similar projects and references. It must be demonstrated that the personnel involved with the project have the education, experience and involvement with water groups to be able to review, test, and assess water meter applications. The following are the requirements/qualifications needed by the personnel performing the work on this project. Proiect Manager The Project Manager for this project shall have a minimum of ten (10) years of consulting engineering experience in managing water accountability studies as defined within the project specifications. This person shall be onsite at project startup, make periodic onsite inspections of the worksite, monitor the project progression and be available to (in communication with) the City, the Water Department and the Field Manager/Project Leader to answer questions and assist with the successful completion of this project. The PM shall be responsible for the analysis of the overall success of the project and submitting a final report detailing the results of the program. Field Manager: The Field Manager for this project shall have a minimum of five (5) years of continuous field and supervisory experience in the areas defined within the project specifications. This person shall be onsite at project startup, make periodic onsite inspections of the worksite, monitor the project progression and be available to (in communication with) the City, designated Water Department employee and the Project Leader to answer questions and assist with the successful completion of this project. This person shall be trained (certified where applicable) in traffic control -technician & flagging (MUTCD Standards), confined space entry, CPR and First Aid. The Field Manager will have a minimum of an OSHA 30 Hour Card in General Industry (OSHA Standard 1910). Proiect Leader (Fieldl: The Project Leader for this project shall have a minimum of three (3) years of continuous field experience in the areas defined within the project specifications. The Project Leader is required to be onsite at all times during this project. This person shall be trained (certified where applicable) in traffic control -technician & flagging (MUTCD Standards), confined space entry, CPR and First Aid. The Project Leader will have an OSHA 10 Hour Card in General Industry (OSHA Standard 1910). Technician/Laborer: The Technician/Laborer for this project has no minimum requirements. However, the City prefers the Technician/Laborer to have completed training (certified where applicable) in traffic control -technician & flagging (MUTCD Standards), confined space entry, CPR and First Aid within six (6) months of his/her hire date. The Technician/Laborer will also have an OSHA 10 Hour Card in General Industry (OSHA Standard 1910) within the same six (6) month period. Brief resumes along with project experience and project references for the Project Manager, Field Manager and the Project Leader are required and will be a part of the RFP submission. Information regarding the Technician/Laborer is not required but will be considered if presented. Also, copies of all training certifications and information will need to be provided. SAFETY REQUIREMENTS Safe is a major part of this project; the City requires a safe work environment for its employees, technical service providers and the general public. The technical service provider is required to provide a safe work environment at all times during this project. The technical service provider will provide personnel trained in Confined Space Entry 8~ Self-Rescue, First Responder First Aid, CPR and Traffic Control. While in the field on this project, the technical service provider and its employees will follow all of the necessary safety procedures to protect themselves, the City staff and general public. Two-Person Teams will be used at all times for Safety and Quality Assurance. Therefore, the technical service provider will adhere to the following: • Any valves located in a "confined space" such as pit and vault installations that require entry will be treated in accordance with the safety rules regarding Confined Space Entry as is designated by the City, The Department of Labor and OSHA. Project personnel will be trained (certified were applicable) in Confined Space Entry &Self-Rescue. • The Project Team will follow all traffic safety rules, as is designated by the City, The Department of Labor, OSHA and the local state's Department of Transportation, Project personnel will be trained (certified were applicable) by an organization such as the AMERICAN TRAFFIC SAFTTY SERVICES ASSOC/AT1ON (ATSSA), in Traffic Control and Safety (MUTCD Standards). • The Project Team will follow all safety rules regarding First Responder First Aid 8~ CPR, as is designated by the City, The Department of Labor and OSHA. Project personnel will be trained (certified were applicable) in First Aid & CPR. • The Field Manager and the Project Leader will be trained in accordance with OSHA Standard 1910 (General Industry) and be in possession of an OSHA 10 Hour or 30 Hour Card. EQUIPMENT TO BE USED The City will require the following equipment to be used for the Large Meter Testing work and the items listed will be on site at all times during the meter testing program. The Proposer will indicate all equipment that will be used during the Meter Testing Project. 1. Test meters with electronic registers, certified accurate by volumetric testing. 2. All tools needed to perform testing "on site" (hand tools, pipe wrenches, etc.) 3. Proper lengths of 2-1/2" fire hose for conducting the testing "on site" 4. Confined Space Entry tripod, winch, fall protection and Gas detector Testing is done by comparative methods using a certified test meter to test the meter within its normal operating range. The comparative test meters need to be able to record total volume and current velocity for each of the tests conducted. The test meters must have "Electronic Registers" that are automatically reset to zero after each test. These comparative test meter units must be "Tested and Certified Accurate" at least once each year. Certificates of Accuracy must be available upon demand for each of the test meters employed. PROJECT APPROACH The Consultant shall complete a "Project Approach" summary, demonstrating a complete understanding of Meter Testing methodologies, especially field testing techniques. This summary shall be a typed narrative describing the proposer's planned meter testing methodology and approach to the project. Proposer shall account for potential problems to be expected and the possible techniques to be employed for solving those problems. PROPOSED SCHEDULE The Consultant will submit, as part of the proposal, a work schedule detailing the work plan. This will include a time and date estimate for each task session of the project. A calendar or timeline would be helpful for detailing the work proposed. This schedule shall include time and dates from the kick-off meeting to the submission of the final report. A draft report is required by September 30, 2008 to assist in future year's budget work. It is anticipated the bulk of the work will occur in July, August and September. SCOPE OF SERVICE The Consultant will furnish all labor, material, transportation, tools, and equipment necessary to review, select, and test 150 meters of different sizes and ages throughout the water distribution system. The test will consist of a statistical sample of system meters. A report will be prepared of meter performance versus age and size of meter, including the statistical level of confidence. All test to be performed must be mutually agree upon by the City and the Consultant. Atwo-aerson team is required for the field work. A one person crew will not be considered for the work for traffic control and safety reasons. The work will consist of the following: • Consultant will conduct all test scheduling and two (2) person field teams will be used to perform the work. • Utility personnel will not be required to assist technicians 3 • All compound meters will be tested at six flows rates, concentrating on the change over rate which is the most critical flow rate in a compound water meter. (AWWA requires only three tests, the change over rate being one of them. *Reference AWWA M6 Manual, 4th edition -Chapter 5.) Flow rates and flow test quantities for tests need to be described in the narrative for each specific meter type to be tested. • If possible, all meters will be tested in place. • All meters selected in the test group will be assessed in the field and determine if a meter can be tested in place, if not, recommendations will be made to the City to correct setting so meter can be tested in place. This would include sketches, drawings, etc, of site and will be turned into the utility so improvements can be made. • Schedule the meter test with the property owner during normal working hours. Exceptions to testing times will be made on a case-by-case basis, depending on severity of loss of water service due to the testing procedure. • Certain meters may require removal from the setting to be tested "off site" due to current plumbing configurations. Efforts will be made to keep the service disruption to a minimum. • If a loss of water service for a short period of time cannot be tolerated by the water customer, recommendations will include to correct the meter setting, at property owner expense, a by-pass around the meter so service disruption will not occur during testing. • The equipment used will be that which was described in the "Equipment to be used" section. • The Consultant will document all meter testing results. • The Consultant will detail in advance all subcontractors who will be used. • The Consultant will report daily to the designated Water Department employee and go over the progress of the previous day, as well as cover what meters will be tested the current day. • It may be necessary to conduct parts of the meter-testing program during "off hours" such as at night. This may be required in buildings that have a high daily usage but are closed at night. The Consultant will give 24-hour notice of intent to test meters that may require after hours or weekend work. This is so the City can plan for the area to be accessed, give notification to the Police Department, as well as other Public Works Divisions as to the activity that will take place. DOCUMENTATIONS and COMMUNICATIONS The Consultant is expected to perform the following: • Meet daily with assigned City personnel to go over progress for prior workday and plan current day and meters to test. • Document all meter testing, date of testing, and all data required by the utility to analyze the meter inaccuracies. These will be reported daily to the appointed City personnel. • Maintain a progression list of the project indicating meters tested and to be tested, contact names, phone numbers, etc. • Prepare the draft report at the completion of the project which will include all meter review and reports, total number of meters tested, passed and failed meters, as well as other problems found in the system during the course of the program that need the attention of the City. The draft report with support documentation will include the results of estimated revenue recovery from inaccurate meters. This information will be used to justify future meter replacement. A draft report shall be made 4 available to the City within thirty (30) days of the completion of the fieldwork, however no later than September 30, 2008. A final report will need to be issued upon acceptance of draft report. ASSUMPTIONS AND SERVICES PROVIDED BY THE UTILITY • The City will provide access to all maps, atlases, and records necessary to properly conduct the testing program. • The City will provide customer records such as consumption history, phone numbers for appointments, or any additional information that would make the testing of a meter at a location easier to perform. This information shall be regarded as CONFIDENTIAL by the Consultant and will not be shared with anyone outside of the City without consent of the Ciry. • The City will assist as necessary to get customer cooperation for the testing program. The Consultant will assist in composing a letter that the City can submit to water customers selected for testing informing them on the procedures and benefits of the testing program. • The City will make available, on a periodic basis, certain personnel with a working knowledge of the water system who may be helpful in attempting to locate particularly hard-to-find meters and for general information about the water system. This person will not need to assist the Project Team on a full time basis, but only on an "as needed" basis. • The City will assist, if needed, to help gain entry into sites that may be difficult to access due to security issues or other concerns. REFERENCES The Consultant shall provide a listing of three references where similar work has been completed in the past three years. Contact names, addresses, phone numbers, etc. shall be included with these references. INSURANCE The consultant shall adhere to City insurance requirements for professional services during the term of this agreement as detailed by the insurance schedule attached. Please provide confirmation that the requirement will be met. Insurance certificate can be supplied at a later date by the successful firm. METER REVIEW AND TESTING PROPOSED FEES The Consultant shall supply the City a per unit price for the proposed Meter Review and Testing by sizes and types. These prices will include all costs associated with the Meter Review and Testing Procedure for the selected meters. 5 INSURANCE SCHEDULE C INSURANCE REQUIREMENTS FOR PROFESSIONAL SERVICES TO THE CITY OF DUBUQUE 1. All policies of insurance required hereunder shall be with an insurer authorized to do business in Iowa. All insurers shall have a rating of A better in the current A.M. Best Rating Guide. 2. All Certificates of Insurance required hereunder shall provide a thirty (30) day notice of cancellation to the City of Dubuque, except for a ten (10) day notice for non- payment, if cancellation is prior to the expiration date. 3. shall furnish a signed Certificate of Insurance to the City of Dubuque, Iowa for the coverage required in Paragraph 6 below. The insurance carrier expressly agrees and states that the purchase of this policy and the including of the City of Dubuque, Iowa as an Additional Insured does not waive any of the defenses of governmental immunity available to the City of Dubuque, Iowa under Code of Iowa Section 670.4 as it is now exists and as it may be amended from time to time. 2. Claims Coverage. The insurance carrier further agrees that this policy of insurance shall cover only those claims not subject to the defense of governmental immunity under the Code of Iowa Section 670.4 as it now exists and as it may be amended from time to time. Those claims not subject to Code of Iowa Section 670.4 shall be covered by the terms and conditions of this insurance policy. 3. Assertion of Government Immunity. The City of Dubuque, Iowa shall be responsible for asserting any defense of governmental immunity, and may do so at any time and shall do so upon the timely written request of the insurance carrier. 4. Non-Denial of Coverage. The insurance carrier shall not deny coverage under this policy and the insurance carrier shall not deny any of the rights and benefits accruing to the City of Dubuque, Iowa under this policy for reasons of governmental immunity unless and until a court of competent jurisdiction has ruled in favor of the defense(s) of governmental immunity asserted by the City of Dubuque, Iowa.
