MEMORANDUM
Re: 2008 Commercial Equipment Direct Assistance Program (CEDAP) Grant
INTRODUCTION:
The purpose of this memorandum is to request City Council consideration for the
approval to submit a 2008 Commercial Equipment Direct Assistance Program (CEDAP)
Grant application. The estimated grant is $22,400 and requires no cash match. The
grant period is a one time grant request for equipment and training. From the initial
grant approval, the Dubuque Police Department would be responsible after the first year
for technical support and upgrades in the amount of $1,295.
BACKGROUND:
For the past two years, the police department has been developing a computer and
electronics forensics initiative. Through prior grants and City commitment we have
created a forensics lab capable of analyzing computer hard drives, cellular phones and
other electronic devices and retrieving vital data from these devices. Also, as part of this
initiative, we have been working to expand our audio visual capabilities.
Video recording and documentation is becoming increasingly prevalent in today's
society. From business surveillance, cell phone technology, and our own in-car video
systems, video recording continues to advance as a significant part in many of the
criminal investigations. The current equipment allows for the most basic image retrieval.
Through the grant we upgrade our capabilities to enhance and clarify video recordings
allowing better identification and prosecution of video taped individuals.
DISCUSSION:
The Commercial Equipment Direct Assistance Program (CEDAP) grant is being offered
through the Federal Emergency Management Agency/U.S. Department of Homeland
Security. The grant is divided into four areas, each with several available equipment
choices. Applicants are allowed to select one piece of equipment for the application.
The four areas are identified as:
1) Rescue Tools
2) Thermal Imaging, Night Vision & Video Surveillance
3) Chemical, Biological, and Radiological Detection
4) Information Technology and Risk Management Tools
Based on the available equipment and the applicability to the department's current
efforts, the Information Technology and Risk Management Tools regarding the dTective
Forensic Video Enhancement, Clarification & Analysis System is proposed for grant
submission. The CEDAP grant provides the dTective software, a computer, monitor,
VCR, printer and training.
Features of dTective system includes: media capture from analog or digital systems to
computerized formats for further analysis; reviewing proprietary media normally not
viewable outside of the original system; separating multiplex images (split screens) into
individual workable images; enhancing low light, distorted, "snowy" or other faulty
images; magnification of images; and a variety of enhancement and presentation tools
for courtroom or other similar presentations.
The Manufacturer's Suggested Retail Price (MSRP) of the equipment is approximately
$19,900 with an approximately $2,500 for training, for a total package of $22,400.
Matching funds are not required. After one year, the Dubuque Police Department is
responsible for an annual cost of $1,295 for technical support and upgrades. This
annual upgrade would be paid out of the department's line item for software and
technology.
RECOMMENDATION:
The 2008 Commercial Equipment Direct Assistance Program (CEDAP) grant provides
the police department with equipment and training to continue the development and
expansion of the Digital Evidence Forensic Lab initiative. I recommend City Council
consideration to approve the submission of the 2008 Commercial Equipment Direct
Assistance Program (CEDAP) grant application. Electronic applications are due by June
30, 2008.
ACTION REQUESTED:
Action requested is for City Council consideration to electronically submit the 2008
Commercial Equipment Direct Assistance Program (CEDAP) grant application to
Federal Emergency Management Agency/U.S. Department of Homeland Security
Administration by June 30, 2008 in the estimated amount of $22,400.
