Sealed bids were received for the Dubuque Industrial Center West -Chavenelle Court
2008 Project. City Engineer Gus Psihoyos recommends award of the contract to the
low bidder, Horsfield Construction, Inc., in the amount of $598,247.63, which is 13.4%
under the estimate of probable cost.

INTRODUCTION
The enclosed resolution authorizes the award of the construction contract for the
Dubuque Industrial Center West -Chavenelle Court 2008 Project.
BACKGROUND
Chavenelle Court will be a new street located south of Chavenelle Road to serve the
48.6 acres of industrial property in the lower level of the Dubuque Industrial Center
West. The new street will be named Chavenelle Court and is needed to accommodate
the Hormel project.
It will be a 31-foot back-to-back roadway, with the roadway widening to 45 feet in order
to accommodate aright- and left-turn lane at the intersection with Chavenelle Drive.
The project will also include street lighting, landscaping, installation of watermain, storm
sewer, and fiber optic conduit and junction boxes. Sidewalk will not be paved at this
time, although the sidewalk berm will be graded to accommodate future sidewalk on the
west side and a future trail on the east side.
Specifically, the project involves: 1,453 lineal feet of 6-inch through 16-inch DIP
watermain; 1,017 lineal feet of 15- through 36-inch RCP storm sewer; 6,491 square
yards of 9-inch PCC; 1,600 lineal feet of 4-inch HDPE conduit; 8 street lights; and 57
trees.
DISCUSSION
Sealed bids were received on the project on June 5, 2008. Horsfield Construction, Inc.
of Epworth, Iowa submitted the low bid in the amount of $598,247.63. This amount is
13.4% under the estimate of probable cost. A summary of the bid proposals received is
as follows:

An alternate bid was received to install 15" high density polyethylene (HDPE) plastic
storm sewer pipe on the project. The low bid submitted by Horsfield Construction
included a bid of $10,537.80 for reinforced concrete pipe (RCP) versus a bid of
$13,158.60 for HDPE plastic pipe. The concrete pipe bid option is $2,620.80 less than
the plastic pipe option.
RECOMMENDATION
I recommend that the contract be awarded to Horsfield Construction, Inc. in the amount
of $598,247.63 and not selecting the alternate bid for the density polyethylene (HDPE)
plastic storm sewer pipe.

AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE DUBUQUE
INDUSTRIAL CENTER WEST - CHAVENELLE COURT 2008 PROJECT
Whereas, sealed proposals have been submitted by contractors for the Dubuque
Industrial Center West - Chavenelle Court 2008 Project (the Project) pursuant to
Resolution No. and Notice to Bidders published in a newspaper published in the
City of Dubuque, Iowa on the 23`d day of May, 2008.
Whereas, said sealed proposals were opened and read on the 5t" day of June,
2008 and it has been determined that Horsfield Construction, Inc. of Epworth, Iowa, with
a bid in the amount of $598,247.63, is the lowest responsive, responsible bidder for the
Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded Horsfield
Construction, Inc. and the City Manager is hereby directed to execute a Public
Improvement Contract on behalf of the City of Dubuque for the Project.
Passed, approved and adopted this 16th day of June, 2008.

The engineer's estimate for this project was $690,762.30. The low bid of $598,247.63 is
$92,514.67 or 13.4% below the engineer's estimate.
Bids were also taken to consider the use of 15" corrugated polyethylene pipe (CPE) storm
