SUBJECT: Consultant Recommendation for the Middle Fork Catfish Creek Hike/Bike
Trail Feasibility Study

Four proposals were received in response to a Request for Proposals to study the
feasibility of constructing ahike/bike trail along the Middle Fork Catfish Creek from the
Bergfeld Recreation Area to Julien Dubuque Drive. The Consultant Selection
Committee recommends selection of MSA Professional Services for the following
reasons:
• MSA offers a very diverse team, including Steven J. Clark (a biking expert) as an
advisor/sub consultant.
• The project team has a great deal of experience in planning and design of trails
in the area and the Midwest.
• MSA demonstrated a thorough understanding of the project, its challenges, and
its strengths in the scope of services section of their proposal.
• The proposed fee ($55,400) is the lowest of the four firms.
• Reference checks have indicated MSA demonstrates the skills needed to
conduct this study, has good communication skills, and will deliver the study in a
timely manner and within budget.
Leisure Services Manager Gil Spence Requests City Council authorization to negotiate
a contract with MSA Professional Services for the proposed fee of $55,400.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to request City Council approval of the consultant
recommendation for the Middle Fork Catfish Creek Hike/Bike Trail Feasibility Study.
DISCUSSION
The FY 2008 CIP budget contains $70,800 to study the feasibility of constructing a
hike/bike trail along the Middle Fork Catfish Creek from the Bergfeld Recreation Area to
Julien Dubuque Drive.

the following reasons:

RECOMMENDATION
The consultant selection committee recommends that the City Council authorize City
staff to negotiate a contract with MSA Professional Services for the Middle Fork Catfish
Creek Hike/Bike Trail Feasibility Study for the proposed fee of $55,400.
If the staff is unable to negotiate a contract with MSA, the committee will meet again
and select a second choice.
ACTION STEP
The action requested is that the City Council approve the selection of MSA Professional
Services as the consultant for the Middle Fork Catfish Creek Hike/Bike Trail Feasibility
Study.
