Water Pollution Control Plant Manager Jonathan Brown is recommending initiation of
the bidding procedure for the Terminal Street Pumping Station reconstruction and the
addition of standby generation, and that a public hearing be set for August 4, 2008

INTRODUCTION
The attached resolutions authorize the bidding procedure for the Terminal Street
pumping station reconstruction and the addition of standby generation.
BACKGROUND
The City Council authorized Strand Associates of Madison Wisconsin to proceed with
development of plans and specifications for the reconstruction of the Terminal Street
pumping station. The plans and specifications have been completed by Strand and we
are ready to proceed with bidding of the project.
The lift station was originally constructed in the 1950's; control systems were installed
by City Staff in the 80's however the main electrical system has undergone very few
improvements since its original construction. In 2004 City Staff replaced one pump and
related piping and valves. The second pump and related piping and valves have been
replaced by City Staff as a separate project in 2007. This project will also provide for the
installation of standby power and switchgear for the operation of the station upon a
power failure. This will be the second of three major pumping stations equipped with
standby generation capability. The third station, CatFish Creek, will be completed in
fy10.
DISCUSSION
Improvements of the Terminal Street Pumping Station electrical systems are required to
maintain the reliability of the station. The use of modern controls and motors will also
improve the efficiency of the pumping station both in electrical costs and operation and
maintenance costs. The addition of standby power will provide for continued operation
in the event of a power failure. The proposed schedule is as follows:

BUDGET IMPACT
The engineers estimate for the proposed project is $559,000 with a deductive
alternative of $30,000 for HVAC improvements in the drywell. This project will use
funding from one CIP in the fy08 budget and two from the fy09 CIP budget as follows;
Fy08 Terminal Street Electrical: $200,000
Fy09 Standby Generation: $170,000
Fy09 Terminal Street Gates and Valves $185,000
This gives a total amount for the project of $555,000.
ACTION REQUESTED
The City Council is requested to establish the date of the public hearing and to
authorize the City Clerk to advertise for proposals through the adoption of the enclosed
resolutions.

CONTRACT, AND ESTIMATED COST; SETTING DATE OF PUBLIC HEARING
ON PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATED
COST; AND ORDERING THE ADVERTISEMENT FOR BIDS
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
the proposed plans, specifications, form of contract and estimated cost for
the, Terminal Street Pumping Station Improvements, in the estimated amount
$559,000 are hereby preliminarily approved and ordered filed in the office of the
City Clerk for public inspection.
a public hearing will be held on the 4t" day of August, 2008, at 6:30 p.m. in
the Historic Federal Building Council Chambers at which time interested persons
may appear and be heard for or against the proposed plans and specifications,
form of contract and estimated cost of said Project, and the City Clerk be and is
hereby directed to cause the attached notice of the time and place of such
hearing to be published in a newspaper having general circulation in the City of
Dubuque, Iowa, which notice shall be published not less than four days nor more
than twenty days prior to the date of such hearing. At the hearing, any interested
person may appear and file objections to the proposed plans, specifications, form
of contract, or estimated cost of the Project.
The Terminal Street Pumping Station Improvements Project is hereby
ordered to be advertised for bids for construction.
The amount of the security to accompany each bid shall be in an amount
which shall conform to the provisions of the Notice to Bidders hereby approved.
The City Clerk is hereby directed to advertise for bids for the construction
of the improvements herein provided, by publishing the attached Notice to
Bidders to be published in a newspaper having general circulation in the City of
Dubuque, Iowa, which notice shall be published not less than four but not more
than forty-five days before the date for filing bids before 2:00 p.m. on the 17t" day
of July, 2008. Bids shall be opened and read by the City Clerk at said time and
will be submitted to the City Council for final action at 6:30 p.m. on the 4t" day of
August, 2008, in the Historic Federal Building Council Chambers (second floor),
350 West 6t" Street, Dubuque, Iowa.
