Van Milligen, City Manager SUBJECT: Parking Meter Holiday DATE: June 11, 2008 Dubuque AlaamedcaC~ty 2007 I was recently asked a question about the fact that there is not a parking meter holiday on Veteran's Day. I mistakenly responded that while this was a Federal holiday, it was not a City employee holiday. In fact, Veteran's Day is a City employee holiday. The City meter holidays are Sundays, Memorial Day, 4th of July, Thanksgiving, Christmas Day, New Years Day and Labor Day. These are all City holidays, however, there are four other City holidays, including Veteran's Day, the day after Thanksgiving, Christmas Eve and New Years Eve. respectfully recommend that Veteran's Day, the day after Thanksgiving, Christmas Eve and New Years Eve all be added to the list of City meter holidays. The estimated cost of lost revenue per day to add these four as meter holidays is $1,736, or a total of $6,944. Approximately $1,400 of this loss will be offset by reduced enforcement costs on these affected days. The remaining $5,544 will be covered by the anticipated FY 2009 operating budget surplus. Should this be approved, the City will need to order labels for all the meters and change the information on each meter. This has an estimated cost of $2,000. The $2,000 for meter changes is available in FY 2009 from the meter replacement CIP. I respectfully recommend Mayor and City Council approval to add Veteran's Day, the day after Thanksgiving, Christmas Eve and New Years Eve to the list of City meter holidays. 1~,~~1 ~~ Mich el C. Van Milligan, City Manager From: Tim Horsfield, Parking System Supervi or ~~ t ©~~c- Subject: Parking Meter Enforcement Exceptions -Ordinance Change Introduction This memo is intended to provide you with information regarding adding certain days in which paying far metered parking would be exempt and parking meter enforcement would not be performed. Background As the Cade of Ordinances currently exists, parking meters are not enforced on Sundays, Memorial Day, 4th of July, Lobar Day, Thanksgiving Day, Christmas Day and New Year's Day. Discussion We have researched the possibility of adding additional days when parking meters would not be enforced. In that research, I have determined that we collect approximately $1736.00 per day that it is required to pay the parking meters. In addition, we average 150 tickets issued per day or $1050.00. Along with the revenue, the costs for staffing enforcement would average $ 350.00 per day. We will incur approximately $2000 in costs to replace the current labels an the meters, this will be funded by the meter replacemen# CIP. Even though we have all of the exempt days listed an each of the parking meters, we continue to have confusion regarding meter enforcement especially when it is a City holiday. In order to make the meter district less confusing and coordinate our enforcement days with local and national holidays, I would recommend adding the fallowing days to our current exempt days. Definitions Holidays shall be January 1St, Memorial Day, July 4th the first Monday in September, Veteran's Day, Thanksgiving Day, the day after Thanksgiving Day, December 24t", December 25th, December 31St, and the following Monday whenever any of the foregoing named holidays fall on a Sunday.
