Minutes Long Range Planning Advisory Comm 5 21 08 MINUTES LONG RANGE PLANNING ADVISORY COMMISSION Wednesday, May 21, 2008 7:00 P.M. City Council Chamber, Historic Federal Building th 350 W. 6 Street, Dubuque, Iowa PRESENT: Chairperson Charles Winterwood; Commissioners Jim Prochaska, Otto Krueger, Dirk Voetberg and Chad Darter; Staff Members Aggie Tauke, Dave Johnson and Laura Carstens. ABSENT: Commissioners Rick Stein and Lou Oswald. ________________________________________________________________________ CALL TO ORDER: The meeting was called to order at 7:05 p.m. CERTIFICATION OF COMPLIANCE : Staff presented an Affidavit of Compliance verifying that the meeting was being held in compliance with the Iowa Open Meetings Law. MINUTES : Motion by Prochaska, seconded by Krueger, to approve the minutes of March 19, 2008, as submitted passed unanimously. ACTION ITEMS: Review and Comment on Salvia House Urban Revitalization Area Plan: Staff Member Aggie Tauke, Housing and Community Development Department, presented the request. She explained the property at 2160 Elm Street currently contains a deteriorated residential structure with adjoining vacant lots. She explained the Salvia House Urban Revitalization Area Plan will allow for the existing structure to be removed and an 18-room SRO facility for low and moderate income women to be constructed on the site. Michelle Mihalakis is proposing to buy the property and will be using HOME Program funds from the Iowa Department of Economic Development as well as an Urban Revitalization Tax Exemption to establish the SRO. Chairperson Winterwood questioned whether the SRO will have any green or sustainable considerations in its design and construction. Ms. Mihalakis explained the building envelope will be designed to be very energy efficient. Chairperson Winterwood questioned the proximity of the SRO to the Bee Branch drainage area. Staff Member Carstens explained the Bee Branch project is located south of the building and on the opposite side of the street. The Commission reviewed the 2008 Dubuque Comprehensive Plan goals and objectives, and found that they are consistent with the project. Motion by Prochaska, seconded by Krueger, to recommend approval of the Salvia House Urban Revitalization Area Plan as the proposed plan is consistent with the 2008 Dubuque Comprehensive Plan. Motion carried by the following vote: Aye – Prochaska, Krueger, Voetberg, Darter and Winterwood; Nay – None. Minutes – Long Range Planning Advisory Commission May 21, 2008 Page 2 Individual Historic Designation 2537 Windsor Avenue: Cheryl Walser Kramer, 2537 Windsor Avenue, reviewed the history of the property. She explained the uniqueness and significance of the architecture as well as the condition of the property. Ms. Kramer reviewed the significance of the past property owners as well. Staff Member Johnson explained that the Historic Preservation Commission has reviewed the nomination and determined that the property met the criteria for consideration. He explained that the individual designation of historic properties is a relatively new process established by the City Council in 2005. He explained that that properties having architectural or historic significance that are not of a landmark status or located in a historic district can be locally listed. He reviewed the benefits of being listed as an individually designated historic property, specifically noting recognition, investment in neighborhoods and eligibility for historic preservation funding programs. He noted the goals and objectives of the 2008 Comprehensive Plan that are consistent with the request for individual historic designation for the property at 2537 Windsor Avenue. Motion by Krueger, seconded by Voetberg, to recommend the nomination of 2537 Windsor Avenue for individual historic designation, as it is consistent with the 2008 Dubuque Comprehensive Plan. Motion carried by the following vote: Aye – Prochaska, Krueger, Voetberg, Darter and Winterwood; Nay – None. LIAISON/SUBCOMMITTEE REPORTS: Enterprise Zone Commission: The Commission deferred discussion about the Enterprise Zone Commission to the next meeting, since Commissioner Stein was not present. ITEMS FROM COMMISSION: st Sustainability Task Force: Commissioner Prochaska reported on the May 21 Sustainability Task Force meeting. He explained that the City will be using a software program to track energy use and needs of the community and how energy and carbon dioxide emissions can be reduced. He noted the City would like the task force to expand the number of people involved in the process. Chairperson Winterwood reported there will a recommendation for consultants for sustainability nd planning at the June 2 City Council meeting. Commissioner Krueger informed the Commission that he will not be re-applying for membership because of a recent appointment to the Civil Service Commission as well as his responsibilities with the Dubuque Community School Board. Chairperson Winterwood thanked Commissioner Krueger for his service on the Long Range Planning Advisory Commission.
