Minutes Park and Recreation Commission 5 13 08 PARK AND RECREATION COMMISSION MEETING Tuesday, May 13, 2008 4:30 p.m., in the snack bar, Bunker Hill Golf Course Tom Blocklinger, Chuck Duggan, Gary Harjehausen, Paul Hoffmann, Karen PRESENT: Lyness and Evelyn Nadeau Kim Daykin ABSENT: Staff present: Gil Spence and Eileen Trimble MINUTES It was moved by Harjehausen, seconded by Blocklinger, to approve the minutes APPROVED; of the April 8, 2008, meeting. The motion passed unanimously. VOTE UPDATE ON CIP Leisure Services Manager Gil Spence updated commissioners on capital PROJECTS: improvement projects: Town Clock renovation: contracts are back; Klauer Construction won the bid ? at $267,000; work will begin soon and continue through the summer; festivals that were scheduled for the area should not be impacted. RFP’s are in for ? professional services to study the feasibility of a hike/bike trail at the middle fork of Catfish Creek. There is money in the CIP budget for design plans to ? renovate rest rooms at Veterans’ Memorial Park; bids are out for replacing exterior fence at Veterans’ Memorial Park. plan to start renovation of the rest ? room building at the Zoo with ADA funding because it’s a city building. Staff ? will meet next week at the skate park with some of the users to determine the things they would like for the renovation. Development of Welu Park should ? begin in the summer and finish by fall. TREE We are developing a tree sponsorship program in cooperation with Beeler Tree SPONSORSHIP Farm and Breitbach Tree Farm where they would sell certain varieties of trees at PROGRAM: $250 each (including installation) to be planted in certain parks where staff feels trees are needed. Mr. Spence has developed a list of 119 trees to be placed in certain parks. A plaque would be placed on the trees naming the sponsor. GOLF MEETING: Mr. Spence reminded commissioners that the open meeting for golfers was scheduled for May 14th. An agenda would be developed; staff would lead the discussion and then open the meeting to questions and/or discussion. PARK Park Division Manager Bob Fritsch informed commissioners: DIVISION Campground is still under water; will be a week or two minimum before able to ? REPORT: open; may not be open for Memorial Day weekend. There is a lot of debris at ? Bergfeld pond; workers have been clearing debris for a couple weeks. We ? have a big volunteer push coming up in the next few days – 100 Washington students will be painting picnic tables and preparing the Eagle Point Open Air Pavilion for painting; Aquila will have approximately 36 people at Eagle Point painting the large tables in the Eagle’s View and painting the Open Air Pavilion continued May 13, 2008 meeting page two and 30 people on Grandview planting flowers. We have an Eagle Scout ? getting ready to do an Eagle Scout Project on Highway 20. He is going to build a little rock check dam to hold storm water near the catch basin at bottom of swale by the Dubuque Community Y. New rest room at Valentine Park is up and ? running. Flowers have been planted at 3rd Street and they look really good. ? RECREATION Recreation Division Manager Pat Prevenas informed commissioners: DIVISION Weather has been issue this spring: April 5th opening day for golf course was ? REPORT: the latest opening date in years; preseason softball tournament was canceled twice. Golf rounds for April are down 30% from last year. Pools open in one ?? and one-half weeks; starting to fill Sutton tomorrow; Flora is having some touch- up painting done in the zero depth area. have 172 softball teams registered for ? this summer, down 2 from last year; 32 volleyball teams, down 1 from last year. There have been 3,300 registrations for programs so far this summer, 42% on ? Internet; 11% increase in revenue.
