COMMISSION MEETING

PRESENT: Steve Accinelli, Doug Brotherton, Charlie Daoud and Mike Santillo
ABSENT: Sue Czeshinski
STAFF: Robert Grierson, Todd Dalsing, Cheryl Sheldon, Karin Spisak, Gordy Vetsch
GUESTS: Twelve University of Dubuque students, Tim Busch
Commission Chair Accinelli asked for a consensus to move the Presentation to be the first
item discussed. This was agreed upon unanimously.
AIRPORT COMMISSION MINUTES
Commissioner Brotherton moved to approve the minutes of the March 24, 2008
Commission meeting and the motion was seconded by Commissioner Daoud. AYES: All.
NAYS: None.
OLDBUSINESS:
01. REVIEW STATISTICS
Commissioner Daoud asked the Airport Manager about the surplus from the FBO
revenue and expense report. The FBO profit is reflected in the “bottom line” of the
Airport budget.
NEW BUSINESS:
02. FUEL TRUCK RESOLUTIONS
Commissioner Daoud motioned to approve Resolution Nos. A500-4-2008 and
A500-5-2008 for the purchase of a new fuel truck. Commissioner Santillo
seconded the motion. AYES: All. NAYS: None.

03. CSVI RESOLUTION
Commissioner Daoud motioned to approve Resolution No. A600-1-2008 to endorse
the Iowa Department of Transportation’s Commercial Service Vertical Infrastructure
Program participation for FY09. Commissioner Santillo seconded the motion.
AYES: All. NAYS: None.
04. CRESCENT ELECTRIC PUBLIC HEARING RESOLUTION
Commissioner Daoud motioned to approve Resolution No. A700-1-2008 to set the
public hearing on the proposed lease with Crescent Electric Supply Company.
Commission Brotherton seconded the motion. AYES: All. NAYS: None.
05. IMPLEMENTATION OF FLYDBQ CAFÉ LEASE
Commissioner Daoud motioned to reinstate the $600.00 monthly stipend to the
FlyDbq Café for a 12 month period commencing in April of this year and to review
the status of the restaurant before March of next year to determine if the stipend is
still necessary. Commissioner Santillo seconded the motion. AYES: All. NAYS:
None.
06. AIRLINE FEES
Commissioner Daoud motioned to give the Airport Manager the freedom to discuss
with the airlines the waiving of landing fees, office space rental and fuel uplift
charges for up to three months without Commission approval but the Commission
will be notified if this happens. Commissioner Santillo seconded the motion.
AYES: All. NAYS: None.
07. BUSINESS FORUM ON BUSINESS AIRCRAFT ACCESS AND ECONOMIC
IMPACT
The Commission Chair explained that there is a need to educate the public and
other businesses on corporate aircraft and to understand the importance of this
aircraft. The Commission Chair and the Airport Manager will work together to
arrange a speaking tour for businesses that may have an interest or need for
business aircraft.
08. COMMUNITY ENGAGEMENT PROGRAM/PLAN
The Commission Chair said the Airport needs a more formal and aggressive
business and community plan to keep the community well-informed. The

09. CORRESPONDENCE
The City Council will be commencing with eminent domain proceedings on the

Bradley Farm property on May 6.
PRESENTATION:
The Commission watched the commercials for the marketing campaign for Northwest
Airlines.
PUBLIC INPUT:
Tim Busch of Iowa Flight Training talked about his interest in operating a flight training
program at the Dubuque Regional Airport to serve the local community.
NEXT COMMISSION MEETING:
The next scheduled Commission meeting is June 16, 2008 at 4:00 p.m.
Commissioner Daoud moved to adjourn and this motion was seconded by Commissioner
Brotherton. AYES: All. NAYS: None.
