City Engineer Gus Psihoyos is recommending acceptance of the construction contract
for the Ice Harbor Transient Boat Dock Facility Project, as completed by Newt Marine
Services, in the final contract amount of $507,187.52, which is a 2.6% decrease from
the original contract amount of $520,546.71.

INTRODUCTION
The enclosed resolution provides for the acceptance of the construction contract for the
Port of Dubuque -Ice Harbor Transient Boat Dock Facility Project.
BACKGROUND
The Ice Harbor transient boat docks at the Port of Dubuque are a component of the
Vision Iowa grant for the America's River project. The incorporation of a recreational
boat dock facility is a required component of the Vision Iowa grant.
To satisfy the Vision Iowa grant requirements, the project was designed as a phased
approach with the planning, design and construction of transient boat docks at two
locations in the Port of Dubuque: Phase 1 -Ice Harbor and Phase 2 -Mississippi River
main channel. This acceptance represents the completion of Phase 1 -Ice Harbor.
The Ice Harbor Transient Boat Dock Facility is located adjacent to Ice Harbor Park and
provides for the installation of 25 floating courtesy docks that includes: 8 - 30 foot slips;
15 - 40 foot slips; 2 slips for broadside dockage; and an 80-foot, ADA-compliant access
gangway.
In an effort to incorporate sustainable design and green community initiatives into the
project, the floating docking system included the installation of solar-powered lighting
located throughout the main walkway isles and recycled composite decking materials
which replaced the conventional pressure-treated wood decking.
The Ice Harbor Transient Boat Dock Facility has been designed to accommodate the
ever-changing river stage water elevation within the Ice Harbor. The dock facility also
included the installation of a floating wave attenuator wall and pile mooring dolphins to
minimize the effects of wave action due to commercial vessels that navigate within the
Ice Harbor.
DISCUSSION
The Port of Dubuque -Ice Harbor Transient Boat Dock Facility Project was completed
by Newt Marine Service of Dubuque, Iowa, in the final contract amount of $507,187.52,
which is a 2.6% decrease from the original contract in the amount of $520,546.71.
Following the award of the construction contract, staff worked with Newt Marine to
review and implement several value engineering design alternatives which included:
allowing the dock manufacturer to provide a complete ADA gangway and floating
platform system; and deleting the floating dock concrete deadman anchorage system
and substituting with wood piles and roller pile brackets, which resulted in a project cost
savings of $16,000. After accounting for all final quantity adjustments and change order/
extra work items, the net overall project savings was $13,359.19.
RECOMMENDATION
I recommend that the City Council accept the improvements and authorize the payment
of the contract amount of $507,187.52 to Newt Marine Service for the Port of Dubuque
- Ice Harbor Transient Boat Dock Facility Project.

ACCEPTING THE PORT OF DUBUQUE -ICE HARBOR TRANSIENT BOAT
DOCK FACILITY PROJECT AND AUTHORIZING THE PAYMENT OF THE
CONTRACT AMOUNT TO THE CONTRACTOR
Whereas, the Public Improvement Contract for the Port of Dubuque -Ice Harbor
Transient Boat Dock Facility Project (the Project) has been completed and the City
Engineer has examined the work and filed a certificate stating that the Project has been
completed according to the terms of the Public Improvement Contract and that the City
Engineer recommends that the Project be accepted; and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The recommendation of the City Engineer is approved and the Project
is hereby accepted.
Section 2. The Finance Director is hereby directed to pay to the Contractor from
the Ice Harbor Transient Boat Docks Capital Improvement Project and the Federal
Boating Infrastructure (Tier 1) Grant appropriation for the contract amount of
$507,187.52 less any retained percentage provided for therein as provided in Iowa
Code chapter 573, and to pay such retainage only in accordance with the provisions of
Iowa Code chapter 573.
