SUBJECT: Assistance to Firefighters Grant

Fire Chief Dan Brown is recommending that an Assistance to Firefighters Grant be
submitted to the Federal Homeland Security Department to purchase a bulk foam trailer
that will be used for controlling spills and fires that involve ethanol spills. If the grant is
successful, the City will need to budget $12,000 in Fiscal Year 2010 as a match.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

We have made a preliminary grant application to the Assistance to Firefighters Grant for
2008 that is administered through the Federal Homeland Security Department. This
grant provides 80% funding with a 20% local match.
This year due to the increase in the amount of ethanol that is being produced and
shipped in the area, we have submitted the grant to provide a bulk foam trailer that will
be used for controlling spills and fires that involve ethanol fuels. When ethanol is mixed
with gasoline it breaks down the type of foam that we currently use today. There is a
foam that is alcohol resistive that can be used, however it does have characteristics that
does not allow it to be carried on the fire apparatus. We currently do carry a small
amount of the alcohol resistive foam but we must keep it in its original container until we
use it. This trailer would provide for 600 gallons of the alcohol resistive foam
concentrate plus nozzle/monitor for delivery onto a spill or fire. This will greatly enhance
the capabilities of the Fire Department and Haz Mat team.
The total project is $60,000; the Federal share would be 80% or $48,000 and the local
match would be at 20% or $12,000. The local match can be budgeted for in the next
budget because of the timing of this grant would come due next July, 2009.
respectfully request that this be submitted to the Mayor and City Council for approval
to proceed with the grant process.
