INTRODUCTION
The purpose of this memorandum is to forward a recommendation from the Cable TV Tele-
Programming Commission to approve five requests for funding from the Capital Grant for
Access Equipment and Facilities.
BACKGROUND
The Capital Grant for Access Equipment and Facilities created by the cable franchise
agreement that went into effect on June 5, 2005, begins FY09 with a balance of $306,526.
Currently there is a balance to be awarded of $285,226.
At its meeting yesterday, the Commission recommended the following grants:
1) Up to $5,200 to Wahlert High School's Business Professionals of America program for
an editing computer, camera, tripod, recorder, wireless microphone system, and various
accessories to produce programming related to its curriculum;
2) Up to $5,200 to Wahlert High School's Christian Leadership Class for an editing
computer, camera, tripod, recorder, wireless microphone system, and various
accessories to produce programming related to its liturgical productions;
3) Up $1,250 to the City of Dubuque for new microphones and other related field
production supplies for program production on CityChannel 8;
4) Up to $7,500 to the City of Dubuque for the purchase of an HD digital camcorder &
related accessories and a tripod for the camera; and
5) Up to $6,800 to Jefferson Middle School for various field production equipment including
two cameras, tripod systems, mini-DV recorders, and a monitor stand.
The grant applications for these requests are attached.
RECOMMENDED ACTION
I respectfully request that the Commission's recommendation for these requests be forwarded
to the City Council to receive, file, and approve. Thank you.

This Grant Award Agreement (the Agreement), dated for references
purposes the trQ~ day of ~~~~~-`~~ 20 ~%~, is made and entered into- by and
between the City of Dubuque, Iowa (City) and Holy Family Catholic
Schools/Wahlert High School -Business Professionals of America (Recipient).
Whereas, Section 6 (b) of the Cable Franchise Agreement between the
City of Dubuque, Iowa and MCC Iowa, LLC, dated June 5, 2005, provides for a
Capital Grant for Access Equipment and Facilities for capital support for PEG
and I-Net use; and
Whereas, Recipient has submitted a Grant Application; and
Whereas, City has approved the Grant Application, on the terms and
conditions set forth herein.
NOW, THEREFORE, IT IS AGREED BY AND BETWEEN CITY AND
RECIPIENT AS FOLLOWS:
1. City hereby awards a grant to Recipient in the amount of $5,200
(the Grant), to be administered by City.
2. The Grant shall be used solely for the purpose(s) described in
Recipient's Grant Application, a copy of which is attached hereto and
incorporated herein.
3. All equipment and facilities purchased with the Grant shall remain the
property of City. Holy Family Catholic Schools shall name City as a Loss Payee
under School District's property insurance policy covering the equipment and
facilities.
4. Any unused portion of the Grant shall be credited to City's Capital
Grant fund .
5. All equipment and facilities purchased with the Grant shall be used
solely for non-commercial purposes.
6. Recipient shall produce a minimum of 30 minutes of programming
per quarter of the calendar year to air on the shared educational access channel
7. All programming produced by Recipient shall air on the shared
educational access channel.
8. Failure by Recipient to abide by the terms and conditions of this
Agreement may result in forFeiture of the equipment and facilities purchased with
the Grant. City shall provide written notice to Recipient of any such failure and
Recipient shall have thirty (30) days in which to correct such failure. In the event
Recipient fails to cure such failure within such thirty (30) day period, Recipient
shall within ten (10) days thereafter return all equipment and facilities purchased
with the Grant.

There is an ever increasing desire by parent, business, and church groups
to understand and connect with young people. CLC is a youth group
dedicated to challenging, inspiring and connecting to the student
population of Wahlert in a visually enhanced manner that builds character,
reflection, spirituality, and joy. Visual media is the thinking modality of the
youth. These productions are well done and very creative. By putting
these on Media com, the community at large is connected to high school
youth, understanding #heir desires, concerns, and talents, which in turn
informs and influences their families, civic opportunities, and business
decisions. Also, elderly people who have mobility problems can have
access to school activities and be informed abou# youth and school life.

Our request is for funding to purchase several smaller items to enable
Cable TV Division staff to produce programming more efficiently for CityChannel
8. These items include new microphone equipment, a protective case #or a
removable hard disk drive, a camera support bag and lighting aids.
We would be replacing microphones that are at least ten years old, but
probably significantly alder. The protective case would be used to safely
transport a removable hard drive between the Historic Federal Building and City
Hall Annex that is used to record council meetings and other programming. The
camera support bag, WarmCards, microphone windscreens and reflector would
be used to aid in producing programming out in the field.

Describe how the Dubuque community will benefit from this request:
The Dubuque community will benefit from our purchase and use of this
equipment, as it will be used to improve both the quality and quantity of the
programming for CityChannel 8.
Working in the field, wind noise in the audio is a serious problem. Both
the age and the lack of windscreens for our current handheld microphones make
it so that audio recorded in the field is sometimes unusable. This causes us to
either not use the audio at all, or to have to reshoot an interview. Windscreens
for our lavaliere microphones and natural sound mics are also included in this
request.
Also included in the request are a set of WarmCards, a Flexfil[ reflector
and a Steadybag. These will allow far more efficient shooting in the field with
respect to lighting and camera placement.
The Pelican case will allow for safe transport of a 'remavab[e hard disk
drive used in the production of council meetings and other programming.

I am requesting an HD camcorder package for the City of Dubuque Cable TV
Division. This package includes the camera, a tripod, carrying case, two
batteries, and a Firestore portable HD disk drive recorder. This camera wi[I
provide an additional camcorder for the department and gives us the ability to
shoot in high definition (we've had the ability to edit in HD since last fall}. With
this package will be better suited to produce programming for City residents that
will air on CityChannel 8.

capability, this camcorder gives us another option if one of our other camcorders
is out of commission.

news programming.
^ 8tn and 7' graders involved will be involved in writing the script from a list of
announcements. They will be responsible for editing the information and
presenting the news in a clear and understandable manner.
^ The students will create an aesthetically pleasing program that engages the
remaining students throughout the school.
^ Students will develop and understanding of the importance to report news
and events clearly to students and faculty.
^ The equipment is necessary for students to manipulate to increase the
exposure tha t cannot be simulated through any other means.
^ The community will benefit by being exposed the the talents being employed
by area public middle schoolers.
^ Students will be introduced to many different and new carreer choices
otherwise unexplored.
^ The community will be made aware of many events students are involved in
and some that the community can be engaged with.
