The purpose of this memo is to respond to Betty Leibfried's (888 Barbaralee Drive)
concerns with the Fremont Heights Detention Basin.
DISCUSSION
Inspection has revealed that the improvements installed last year have eliminated the
instances of standing water within the basin.
The reason that seed was used instead of sod is that when sod is first installed it
creates a barrier between the grass and the underlying soil. It takes time for the grass
roots to extend into the underlying soil. This barrier would prevent water from soaking
into the subsoil and into the drain tiles that were installed.
We did see some bare spots where seed has yet to take hold. This was anticipated as
we realized that some of the seed would wash away during such times when
stormwater would fill up the basin. Over seeding has been done this spring, and will
continue to be done until there are no more base spots within the basin.
The erosion that Ms. Leibfried witnessed will be remedied with the repair of the rip-rap
where the stormwater empties into the basin.
The detention basin was mowed on Friday the 23~d. In addition, the weeds were treated
as there were many dandelions. It was mowed again since then. And starting today,
Leisure Services has agreed to take over the mowing of the detention basin on the
same schedule as Valentine Park.

Betty Leibfried (888 Barbarlee Drive, 557-1196) contacted the City with concerns about
the detention basin behind her house. Last year, she and another woman came to a
City Council meeting.
She said that City staff did do some redesign work at the detention facility. However,
she said that sod was promised, but seed was used. The seed washed away and now
there is an erosion problem. Also, she said the detention basin has not been mowed
this year.
Please investigate.
