The Long Range Planning Advisory Commission has reviewed the application of Cheryl
Walser Kramer for Individual Historic Designation for property located at 2537 Windsor
Avenue. The nomination is enclosed.
Discussion
At the May 21, 2008 meeting, the Long Range Planning and Advisory Commission
reviewed the request with respect to the relation of the application to the general
development plan, zoning ordinance, proposed public improvements, and any plans for
renewal of the area involved.
The City of Dubuque prides itself on our comprehensive planning, and historic preservation
is included in the planning process. Long-range goals for the planning and development of
Dubuque's historic resources are set forth in the City's 2008 Comprehensive Plan.
Recommendation
By a vote of 6 to 0, the Long Range Planning Advisory Commission recommends approval
of the Individual Historic Designation of 2537 Windsor Avenue as it is consistent with the
2008 Dubuque Comprehensive Plan.

Introduction
At the April 17, 2008 Historic Preservation Commission (HPC) meeting, the HPC
reviewed the nomination of 2537 Windsor Avenue for Individual Historic Designation.
The Commission found that the nomination of the property met the criteria for
consideration of a nomination.
Background
One of the Long Range Planning Advisory Commission's (LRPAC) duties is to report to
the City Council with respect to the relation of a nomination for an Individually
Designated Historic Property to the general development plan, zoning ordinance,
proposed public improvements and any plans for the renewal of the area involved. This
report must occur within sixty (60) days of the receipt of the Historic Preservation
Commission's recommendation, report and proposed ordinance or amendment. The
Historic Preservation Commission report and the proposed ordinance are enclosed for
your review.
Discussion
In 2005, the City Council approved extending historic designation to qualifying individual
properties which are not of a landmark status or located within a historic district.
"Individually designated historic properties" have prehistoric, historic, architectural,
archeological and cultural significance. They are subject to design review of exterior
changes by the Historic Preservation Commission. They also are eligible for historic
preservation funding.
The City of Dubuque prides itself on our comprehensive planning, and historic
preservation is included in the planning process. Long-range goals for the planning and
development of Dubuque's historic resources are set forth in the City's 2008
Comprehensive Plan, and are listed below:

• Encourage preservation of historic and aesthetic character and function of
established neighborhoods.
• Encourage Reinvestment in our existing neighborhoods.
• Encourage neighborhood identity, planning and pride of place.
• Promote the protection and preservation the city's historic buildings, urban pattern
and natural environment.
• Utilize principles of good design and/or historic preservation in all public projects.
• Support the enhancement of the aesthetics of new and existing development --
design, landscaping, parking, signage -- with special sensitivity to the historic
character and building materials found in the community.
• Explore ways to remove barriers to preservation.
• Promote Education of the public on the economic benefits of historic preservation.
• Promote land use controls to fit the various historic development patterns and
neighborhoods that reflect urban, suburban and rural characteristics.
• Promote the preservation of historic buildings and architectural resources in the
community with emphasis in areas of greatest need.
• Encourage educating the community about the benefits of historic preservation to
the community's quality of life, economic development efforts, tourism and tax base
enhancement.
• Promote increased appreciation, education, technical assistance and funding for the
community's historical and architectural heritage.
The City of Dubuque has been recognized statewide and nationally for our exceptional
preservation efforts to use cultural, historic, and natural resources to promote tourism,
revitalize the community, create jobs, and educate the public.
Recommendation
Staff recommends that the Long Range Planning Advisory Commission support the
nomination of 2537 Windsor Avenue for Individual Historic Designation as it is
consistent with the 2008 Dubuque Comprehensive Plan.

This house plan combines a gable front or "L" plan cottage with the Second Empire style. The
plan measures 30x38, the front wing 23x4. Zthere is a rear brick addition (15x14} in the southwest
corner and there is a square corner porch north of the rear wing. There is a three-sided front bay
window. Plain stone lintels and projecting sills enframe the windows. There is a double window set in
the attic front. The mansard roof covers the south half of the plan. The plan contains eight rooms and
four bedrooms. The foundation is of stone.
8. Narrative Statement of Significance:
This property deserves further investigation given the curious combination of cottage and
Second Empire style forms. For now, the house is recommended as being individually significant on
the basis of its architecture. The building date needs to be documented.
The Assessor dates this house to 1900 which is way too late. There is no Sanborn. Map
coverage. The probable date is c.1880 or earlier.

Physical Characteristics of the Residence: The property is located in the North End
Neighborhood. The house combines a gable front or "L" plan cottage style with the
second Empire style. The plan measures 30' X 38'. The mansard roof covers the south

the southwest corner and there is a square corner porch north of the rear wing. There

Narrative Statement of Significance:
The historical name of the home is the Virginia V. Kisting House. According to the
enclosed Iowa Site Inventory Form, Jim Jacobsen states the house has a "curious
combination of cottage and Second Empire styles forms." Jacobsen recommends the
house as being individually significant on the basis of its architecture. He believes the
residence pre-dates 1880 and is worthy of additional research.
The 1978/1979 Architectural Survey of Dubuque identified the property as having City,
State, or National Significance. Bruce Kriviskey defines City, State, or National
Significance as structures believed to meet the criteria of eligibility for individual listing
on the National Register of Historic Places.
Staff Analysis: The applicant is currently seeking Individual Historic Designation of
2537 Windsor Avenue. The role of the Commission is to consider the criteria for
nomination and make a determination as to the following:
1. The nominated property, structure, object, site or area
• Is of "architectural significance", as determined by the Historic
Preservation Ordinance; or
• Is associated with events that have made a significant contribution to the
broad patterns of the history of the City of Dubuque, Dubuque County, the
State of Iowa or the nation; or
• Is associated with the lives of persons significant in the past of the city of
Dubuque, Dubuque County, the State of Iowa or the nation; or
• Has yielded, or may be likely to yield, information important in prehistory
or history; and
2. The structure, property, object, site or area has sufficient integrity of location,
design, materials and workmanship to make it worthy of preservation and
restoration; and
3. The structure, property, object, site or area is at least fifty (50) years old, unless
the Commission determines that it has achieved significance within the past fifty
(50) years and is of exceptional importance.
The commission shall make a determination upon the evidence as to whether the
nominated landmark, landmark site, individually designated historic property or historic
district does or does not meet the criteria for designation. The Commissions
recommendation and supporting documentation will be forwarded to the City Council
and then to the State Historical Society of Iowa for consideration.

ORDINANCE NO. 46-08
AN ORDINANCE AMENDING CHAPTER 25 (HISTORIC PRESERVATION) OF THE
CITY OF DUBUQUE CODE OF ORDINANCES BY ADDING SECTION 25-6.14(3)
ESTABLISHING AN INDIVIDUALLY DESIGNATED HISTORIC PROPERTY AT
2537 WINDSOR AVENUE.
Whereas, the Historic Preservation Commission, at the request of the property
owner, has recommended an amendment to Chapter 25 (Historic Preservation) of the City
of Dubuque Code of Ordinances to establish an Individually Designated Historic.Property at
2537 Windsor Avenue as it is consistent with the criteria for said designation; and
Whereas, the City of Dubuque may establish individually designated historic
properties to allow for historic preservation funding and design review for exterior
alterations.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. Section 25-6.14, Individually Designated Historic Properties; of the City of
Dubuque Code of Ordinances is hereby amended by adding the following new subsection:
(3) The buildings, structures, objects, sites and property situated on Lot 20
Staffords Add, also known as 2537 Windsor Avenue.
Section 2. This ordinance shall take effect immediately upon publication, as
provided by law.

The Historic Preservation Commission further recommends that City Council submit the
proposed ordinance and supporting documents to the State Historical Society of Iowa
(SHSI) for review and comment, and set a public hearing date. The recommended
public hearing date is July 7, 2008 to allow for the State's 45-day review period as
established by Chapter 25 (Historic Preservation) of the City Code.

7. Narrative Description:
This house plan combines a gable front or "L" plan cottage with the Second Empire style. The
plan measures 30x38, the front wing 23x4. Zthere is a rear brick addition (15x14) in the southwest
corner and there is a square corner porch north of the rear wing. There is a three-sided front bay
window. Plain stone lintels and projecting sills enframe the windows. There is a double window set in
the attic front. The mansard roof covers the south half of the plan. The plan contains eight rooms and
four bedrooms. The foundation is of stone.
8. Narrative Statement of Significance:
This properly deserves further investigation given the curious combination of cottage and
Second Empire style forms. For now, the house is recommended as being individually significant on
the basis of its architecture. The building date needs to be documented.
The Assessor dates this house to 1900 which is way too late. There is no Sanborn Map
coverage. The probable date is c.1880 or earlier.

Physical Characteristics of the Residence: The property is located in the North End
Neighborhood. The house combines a gable front or "L" plan cottage style with the
second Empire style. The plan measures 30' X 38'. The mansard roof covers the south

Narrative Statement of Significance:
The historical name of the home is the Virginia V. Kisting House. According to the
enclosed Iowa Site Inventory Form, Jim Jacobsen states the house has a "curious
combination of cottage and Second Empire styles forms." Jacobsen recommends the
house as being individually significant on the basis of its architecture. He believes the
residence pre-dates 1880 and is worthy of additional research.
The 1978/1979 Architectural Survey of Dubuque identified the property as having City,
State, or National Significance. Bruce Kriviskey defines City, State, or National
Significance as structures believed to meet the criteria of eligibility for individual listing
on the National Register of Historic Places.
Staff Analysis: The applicant is currently seeking Individual Historic Designation of
2537 Windsor Avenue. The role of the Commission is to consider the criteria for
nomination and make a determination as to the following:
The nominated property, structure, object, site or area
• Is of "architectural significance", as determined by the Historic
Preservation Ordinance; or
• Is associated with events that have made a significant contribution to the
broad patterns of the history of the City of Dubuque, Dubuque County, the
State of Iowa or the nation; or
• Is associated with the lives of persons significant in the past of the city of
Dubuque, Dubuque County, the State of Iowa or the nation; or
• Has yielded, or may be likely to yield, information important in prehistory
or history; and
2. The structure, property, object, site or area has sufficient integrity of location,
design, materials and workmanship to make it worthy of preservation and
restoration; and
3. The structure, property, object, site or area is at least fifty (50) years old, unless
the Commission determines that it has achieved significance within the past fifty
(50) years and is of exceptional importance.
The commission shall make a determination upon the evidence as to whether the
nominated landmark, landmark site, individually designated historic property or historic
district does or does not meet the criteria for designation. The Commissions
recommendation and supporting documentation will be forwarded to the City Council
and then to the State Historical Society of Iowa for consideration.
