Dear Mayor and City Council Members:
The City of Dubuque Zoning Advisory Commission has reviewed the above-cited request. The
application, staff report and related materials are attached for your review.
Discussion
The applicant spoke in favor of the request, reviewing location and design of the proposed free-
standing sign. The applicant reviewed the extent of the proposed text amendment, noting that it
would extend along both sides of Main Street from 8th to 10th Streets.
Staff reviewed the requested text amendment noting a previous text amendment to allow free-
standing signs along Locust and Iowa Street frontages was approved in 1998.
There were no public comments.
The Zoning Advisory Commission discussed the request, reviewing the area included in the
request and whether approval of this amendment would open the door to additional requests.
The Commission members discussed the lot and easement lines along Main Street and the
review of sign locations by the City.
Recommendation
By a vote of 4 to 1, the Zoning Advisory Commission recommends that the City Council approve
the request.
A simple-majority vote is needed for the City Council to approve the request.

2. Clock tower zone of Main Street and from 8`~ Street to 10~' Street.
Located on private property that coexists with City of Dubuque right of way
easement.
4. Bulk sizing is to be not over 10' high, 5'-6" wide, double sided with copy not to
exceed 18 s.f. per side.
5. Sign to be non-interior illuminated using back lighted raised surface mounted
letters of metal material. Plastic and vinyl lettering is not allowed.
6. Sign materials to be significant architectural materials recalling and using historic
building facade materials on the subject property. Sign base to be cast iron with
remaining sign materials to be terracotta, natural stone or cast stone. Materials
not allowed include wood, vinyl, aluminum sheet exceeding 5 s.f., synthetic wood
or EIFS.

SUBJECT: Sign Regulation Amendment Permitting Freestanding Signs in a Portion of
the C-5 Downtown Commercial Zoning District.
INTRODUCTION
Cottingham and Butler Inc. is requesting an amendment to the sign regulation section of
the C-5 Downtown Commercial Zoning District ordinance to permit freestanding signs
along the Main Street frontage between 8t" and 10t" Streets. Currently, freestanding
signs in the C-5 district are only permitted along the Locust and Iowa Street frontages.
The proposed amendment establishes bulk standards for sign area, height and width,
lighting and materials.
DISCUSSION
Currently, the C-5 Downtown Commercial Zoning District standards permit freestanding
signs along the Locust and Iowa Street frontages only. Freestanding signs are not
permitted along the Main Street frontage within the C-5 district, which extends from 4t"
Street to 10t" Street. This standard was originally established, in part, because most of
the buildings along the Main Street frontage extend up to the public right-of-way or
public right-of-way easement not affording any space for signage. Originally,
freestanding signs were not permitted anywhere within the C-5 district. However, in
1998, The Zoning Advisory Commission and City Council approved an amendment to
the C-5 district sign regulations that allowed freestanding signs of up to 100 square feet
in area and 25 feet in height along the Locust Street and Iowa Street frontages. Several
of the businesses along these frontages, including a bank and gas station, are set back
from the property line and are better able to accommodate freestanding signage.
The applicant is proposing to amend the C-5 district regulations to permit freestanding
signs along the Main Street frontage between 8t" and 10t" Streets. All of the buildings
within this area are built up to the public right-of-way easement. Therefore, freestanding
signs locations within this area would have to be reviewed and approved by the City,
primarily for conflict with utility locations and traffic and pedestrian safety.

The applicant proposes to limit freestanding signs within the defined area to monument
style signs that are no larger than 10 feet in height, 5.5 feet in width, with a maximum of
18 square feet of sign copy area. The applicant also stipulates that the sign have a cast
iron base with the body of the sign being stone, cast stone or terra cotta. The applicant
also prohibits wood, vinyl, aluminum sheet exceeding 5 square feet in area, synthetic
wood and EIFS as sign materials.
The eligible freestanding sign area defined by the applicant excludes the blocks both
north and south directly adjacent to the Town Clock and includes the area between 9t"
and 10t" Streets that is not within the Town Clock Plaza area. If the amendment is
approved, the Zoning Advisory Commission can consider redefining the area eligible for
freestanding signs to be more consistent with the Town Clock Plaza and downtown
architecture.
RECOMMENDATION
Staff recommends that the Zoning Advisory Commission review the applicant's request
in accordance with the Section 3-3.5 and 4-3.1 regulations of the Zoning Ordinance.

CITY OF DUBUQUE CODE OF ORDINANCES BY REPEALING SECTION 4-3.11
SCHEDULE OF SIGN REGULATIONS FOR THE C-5 CENTRAL BUSINESS
DISTRICT AND ADOPTING SECTION 4-3.11 SCHEDULE OF SIGN REGULATIONS
FOR THE C-5 CENTRAL BUSINESS DISTRICT IN LIEU THEREOF, PERTAINING TO
THE ADDITION OF FREESTANDING IDENTIFICATION SIGNS FROM 8T" TO 10T"
STREETS ALONG EITHER SIDE OF MAIN STREET.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That Appendix A (The Zoning Ordinance) of the City of Dubuque
Code of Ordinances is hereby amended by repealing section 4-3.11 Schedule of Sign
Regulations for the C-5 Central Business District and adopfing section 4-3.11 Schedule
of Sign Regulations for the C-5 Central Business District in lieu thereof, pertaining to the
addition of freestanding identification signs from 8th to 10th streets along either side of
Main Street, as shown in Exhibit A.
Section 2. The foregoing amendment has heretofore been reviewed by the
Zoning Advisory Commission of the City of Dubuque, Iowa.
Section 3. This ordinance shall take effect immediately upon publication,. as
provided by law.
