Economic Development Director Dave Heiar is recommending approval of a State of
Iowa Community Economic Betterment Account (CEBA) Application and a High Quality
Job Program Application to the Iowa Department of Economic Development on behalf
of Quebecor World Dubuque and a $100,000 UDAG Loan from the City.
Quebecor World Dubuque, Inc. intends to modernize its operations in Dubuque. The
Company will initially decrease their workforce by 36 positions from 369 positions to 333
and then the project will create 13 new positions. This project will stabilize their
operations to keep this plant competitive in the global marketplace.
The Company will be investing approximately $19.7 million in construction, computer
equipment, furniture and fixtures, machinery, and research and development.
Quebecor World is currently in bankruptcy proceedings. The company does have debts
with local companies. This project is essential in maintaining the viability of the plant so
to make possible the repayment of these debts in the future.
To assist this project, Quebecor World Dubuque, Inc. has requested a forgivable CEBA
loan of $500,000. City assistance as public match for the CEBA application is required.
A $100,000 UDAG zero interest loan paid over 5 years will be provided as local match.
The High Quality Job Program will allow a 1 % Investment Tax Credit to the company on
their capital investment.
I concur with the recommendation and respectfully request Mayor and City Council

INTRODUCTION
This memorandum presents for City Council review and approval a resolution authorizing
the submission of a Community Economic Betterment Account (CEBA) program and High
Quality Job Program (HQJP) application to the Iowa Department of Economic Development
on behalf of Quebecor World Dubuque, Inc., a manufacturer with operations in Dubuque.
The CEBA application is attached.
BACKGROUND
Quebecor World Dubuque, Inc. intends to modernize its operations in Dubuque. The
Company will initially decrease their workforce by 36 positions from 369 positions to 333
and then the project will create 13 new positions. This project will stabilize their operations
to keep this plant competitive in the global marketplace.
The printing plant, founded in 1949, was part of the former Wm. C. Brown Communications,
an educational publishing company. Wm. C. Brown was sold in 1992 to the Times Mirror
Corporation in Los Angeles, who in turn sold it to McGraw Hill on October 15, 1996. After
the signing of the sales agreement, McGraw Hill sold the manufacturing division to the
Quebecor Book Group. Wm. C. Brown Manufacturing Division became Quebecor World
Dubuque, Inc.
In October 1999, Quebecor Printing Inc. merged with Greenwich, Connecticut-based World
Color Press, Inc., becoming the largest commercial printer in the world, serving customers
in magazines, catalogs, books, retail inserts and circulars and specialty/direct mail printing.
Quebecor World Dubuque, Inc. is seeking capital and corporate approval to replace existing
plate-making equipment with two new devices, install two new chill water systems, construct
& lease 20,000-40,000 square foot additional warehouse space, install one new 64-page
press replacing 2-4 older presses, and all associated infrastructure modifications.
Quebecor World is currently in bankruptcy proceedings. The company does have debts
with local companies. This project is essential in maintaining the viability of the plant so to
make possible the repayment of these debts in the future.
The CEBA and HQJP application on behalf of the company will provide financial assistance
to enable the company's expansion in Dubuque. As required by the CEBA program, the
application requires a commitment of City funds to the project.
DISCUSSION
Quebecor World Dubuque, Inc. will initially eliminate 36 positions and retain 333
employees, then create an additional 13 new positions after the modernization. The
Company will be investing approximately $19.7 million in construction, computer equipment,
furniture and fixtures, machinery, and research and development.
To assist this project, Quebecor World Dubuque, Inc. has requested a forgivable CEBA
loan of $500,000. City assistance as public match for the CEBA application is required. A
$100,000 UDAG zero interest loan paid over 5 years will be provided as local match. The
HQJP will allow a 1 % Investment Tax Credit to the company on their capital investment.
RECOMMENDATION
I recommend that the City Council authorize the submission of a CEBA and HQJP
application fora $500,000 partially forgivable loan and HQJP benefits on behalf of
Quebecor World Dubuque, Inc. with a commitment of local matching funds.
This project is consistent with the City's goals to help local businesses in the
community, increase the number of good paying jobs and further diversify our economic
base.
ACTION STEP
The action step for the City Council is to adopt the attached resolution.

Whereas, Quebecor World Dubuque, Inc. has proposed the expansion of its
operations in Dubuque, Iowa; and
Whereas, the City Council of Dubuque, Iowa has considered said proposal and
has determined that the proposed project will contribute to the local economy through
maintaining 333 jobs for area residents; and
Whereas, the Iowa Department of Economic Development's Community
Economic Betterment Account (CEBA) and High Quality Job Program (HQJP) was
designed to assist in the economic development efforts of local jurisdictions; and
Whereas, the City of Dubuque, Iowa is eligible to apply for funding from the CEBA
and HQJP programs.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the filing of an application for participation in the Community
Economic Betterment Account program and High Quality Job Program on behalf of
Quebecor World Dubuque, Inc. is hereby approved.
Section 2. That the local match identified in the application consisting of a $100,000
Urban Development Action Grant (UDAG) zero interest loan to assist the project is
approved.
Section 3. That the Mayor is hereby authorized to execute and the City Manager is

Development together with such documents as may be required.

16. Discuss each of the following items with respect to the proposed project:
a) the current employment conditions in the community, include any business closures, unemployment rates, etc.
and if applicable, the community's need for assistance in attracting the Business. The unemployment rate in
Dubuque County is currently at 4.1 % compared to the national rate of 5.5%. This does not take into consideration
the declining need for manufacturing jobs in Dubuque shown by recent downsizing at Eagle Window and Door and
Flexsteel. Quebecor World will need to continue investing in the Dubuque plant to retain the competitive edge with
new technology in the market.
b) impact of the proposed project on the community and the state, include projections that reflect the impact on local
and state tax revenue and any additional costs the community will incur as the result of the proposed project;
Other than the requested funds, this project is not expected to cause the community to incur any additional costs.
Loss of tax revenue would include amounts allowed in the requested Investment Tax Credit, Sales Tax Credit,
Real Estate Tax Credit, and the Research & Development Tax Credit
c) impact the proposed project will have on current employees, including the potential for increased skills and wages;
Associates will be trained on the new press and Prepress equipment plus one professional position is being
added. The plant always tries to promote from within first and then seeks candidates from the outside if no one
steps up. Dubuque's current average hourly rate was $16.79 in January 2008. The retention of good paying jobs
in the Dubuque manufacturing sector should be a priority.
d) impact the investment will have on the ability of the business to expand, upgrade, or modernize its capabilities.
The investment will allow the plant to upgrade the existing equipment with state of the art equipment which will
allow it to be competitive in the market.

Colorado, and Pennsylvania are some of the possible alternate locations. We do not know what

Quebecor World Dubuque, Inc. Solid & Hazardous Waste Reduction Plan:
Quebecor World Dubuque continues to be extremely proactive in searching for ways to control, recycle and reuse
its production waste. The pressroom saves all waste printing ink, which is reformulated by an ink recycler into
publication black, and used on print jobs that require this type of black ink. All pressroom, maintenance work
towels and soaker pads containing inks, solvents and oils, are washed and cleaned by Absorb Tech, an
environmental recovery service, and returned for reuse. Improvements in the pressroom enabled Quebecor World
Dubuque, Inc. to change its hazardous blanket wash to anon-hazardous blanket wash, which eliminated the
pressrooms' only source of hazardous waste.
Metal printing plates, equipment, pipes, motors and other assorted metals are sent to a metal recycler.
The maintenance and pressroom parts washers were converted to a system that is self-renewing eliminating the
need of having to dispose of any chemical waste residues.
Bindery and press waste paper including trimmings, scrapped printed pages and paper end rolls are shredded and
baled in-house then picked up by a paper recycler.
The building fluorescent and process related light bulbs; ballasts, waste oils, batteries and computer equipment are
also included in the facility's recycling list. The building lighting has been changed over to newer technology, which
provides brighter white lights, 200% longer life operating hours and consumes less energy. The new fixtures
eliminate the old style ballasts that required recycling.
The facility's regenerative thermal oxidizer or (RTO) captures all dryer exhaust from the remaining six heat-set web
printing presses and reduces atmospheric contaminates contained in this exhaust to a harmless gas and water
vapor. Contaminate destruction exceeds the 98% clean up mandated by the EPA.
Finally a Chill Water Continuous Re-circulating System continuously re-circulates the heated water from the printing
presses through a heat exchanger and returns the cooled water back to the presses at a consistent temperature.
During warm weather the chillers' cooling tower also supplies cool air to supplement the facility's air conditioning
system.
All of the above recycling measures continue to enable Quebecor World Dubuque to be classified as pollution-free
or a Greenfield site.
7. Does the project include the initial construction of any building or facility? ^Yes ^ No

1. The Business must meet at least 4 of the following required elements to be eligible for the High Quality Job Creation

® The business shall offer a pension or profit sharing plan to all full-time employees. For purposes of this
requirement, a retirement program offered by the business, such as a 401(k) plan, and to which the business
makes a monetary contribution shall be considered the equivalent of a pension plan.
® The business shall produce or manufacture high value-added goods or services or be engaged in one of the
following industries*: printing paper or packaging products
^ The business shall provide and pay at least eighty percent of the cost of a standard medical and dental
insurance plan for all full-time employees working at the facility in which the new qualifying investment occurs.
For purposes of Phis requirement, single oremployee-only medical and dental coverage will be what the
department considers in determining if the business meets this required element.
^ The business shall make child care services available to its employees. The business shall satisfy this
required element if it provides child care services on-site at the facility in which the project will occur or if it
subsidizes 50% or more of off-site child care service costs incurred by an employee.
^ The business shall invest annually no less than one percent of pretax profits, from the facility located to Iowa
or expanded or modernized under the program, in. research and development in Iowa. The business must be
able to demonstrate, using generally accepted accounting principles, the facility's history of pretax profits or a
reasonable expectation of pretax profits from the facility in order to utilize this element.
® The business shall invest annually no less than one percent of pretax profits, from the facility located to Iowa
or expanded or modernized under the program, in worker training and skills enhancement. The business
must be able fo demonstrate, using generally accepted accounting principles, the facility's history of pretax
profits or a reasonable expectation of pretax profits from the facility in order fo utilize this element.
® The business shall have an active productivity and safety improvement program(s). The program(s) will
involve both management and workers and have benchmarks for gauging compliance.
^ The business shall purchase and occupy an existing facility that includes at least one vacant building which is
at least 20,000 square feet.
* State's targeted industries include: value-added agricultural products, insurance and financial services, plastics,
metals, printing paper or packaging products, drugs and pharmaceuticals, software development, instruments and
