PREFACE
This city code of the city of Dubuque, as supple-
mented, contains ordinances up to and including
ordinance 47-11, passed September 19, 2011.
Ordinances of the city adopted after said ordi-
nance supersede the provisions of this city code
to the extent that they are in conflict or
inconsistent therewith. Consult the city office in
order to ascertain whether any particular provision
of the code has been amended, superseded or
repealed.

1-6A-3: TYPES OF MEETINGS:
1-6A-4
A. Regular Meetings: Regular meetings of the council shall be held on
the first and third Mondays of each month. When the day fixed for
any regular meeting of the council falls upon a day designated as a
legal or national holiday, such meeting shall be held at the same
hour on the next succeeding day not a holiday.
B. Special Meetings: Special meetings may be called by the mayor or
by a majority of the members of the city council. The call for a
special meeting shall be filed with the city clerk in written form,
except that announcement of a special meeting during any regular
meeting shall be sufficient notice of such special meeting. The call
for a special meeting shall specify the day, the hour, and the location
of the special meeting and shall list the subject or subjects to be
considered.
C. Recessed Meetings: Any meeting of the city council may be
recessed to a later date and time; provided, that no recess shall be
for a longer period than until the next regular meeting.
D. Work Sessions: The city council may meet informally in work
sessions (open to the public), at the call of the mayor or of any four
(4) members of the city council, to review forthcoming programs of
the city, receive progress reports on current programs or projects, or
receive other similar information from the city manager. (2007 Code
§ 2-33)
1-6A-4: RECORDS:
A. Preparation: Immediately after each regular or special meeting of the
council, the city clerk shall prepare a complete record of the
proceedings of such meeting, which shall contain in full the motions
and resolutions offered or adopted, and all other action taken, or
proceedings had at such meeting.
B. Printing: The city clerk shall cause a condensed record of such
proceedings to be published in the official papers. The city clerk
shall also have the complete record printed on good paper with
pages of uniform size suitable for binding in permanent form, which
pages shall be numbered consecutively.
C. Monthly Record: Before the first meeting in each month, the city
clerk shall have printed proceedings of all meetings held during the

previous month, bound together in pamphlet form, and shall furnish
copies of the same to the mayor and members of the council and to
such other officers as the council may direct. At the first regular
meeting in each month, the record of the proceedings included in
such pamphlet shall be read, unless such reading shall be dispensed
with by the council. If objection to any part of the record is raised by
a member of the council, the same, if found to be incorrect, shall be
corrected, and when the record is correct, the same shall, by motion,
be approved. When the record has been so approved, the printed
record of each meeting contained in said pamphlet shall be signed
by the mayor and attested by the city clerk, and shall then become
the official record of the proceedings contained therein.
D. Permanent Binding: After the last day of December of each year, the
city clerk shall have the printed pamphlets, which constitute the
official record for the preceding twelve (12) months, bound together
in book form, together with a complete index by subjects of the
contents thereof, and when so bound said book shall constitute the
permanent official record for the year, and the same shall be filed
and kept in the office of the city clerk. (2007 Code § 2-33.10)
1-6A-5: ATTENDANCE OF MEDIA AT COUNCIL MEETINGS: All
meetings of the city council shall be open to the media, freely
subject to recording by radio, television and photographic services at any
time; provided, that such arrangements do not interfere with the orderly
conduct of the meetings. (2007 Code § 2-34)
1-6A-6: PRESIDING OFFICER:
A. Presiding Officer: The mayor shall preside as the presiding officer at
all meetings of the city council. In the absence of the mayor, the
mayor pro tem shall preside. In the absence of both the mayor and
the mayor pro tem, the city council shall elect a presiding officer.
1. The mayor pro tem shall sit to the immediate right of the mayor.
2. While the mayor is putting the question, no member shall walk
across or out of the council room.
3. While a member is speaking, no member shall entertain private
discourse.

exempt from this provision.
C. Time Zones Designated: When signs are erected giving notice
thereof, no person shall park a vehicle for a period of time longer
than hereinafter indicated between the hours of nine o'clock (9:00)
A.M. and six o'clock (6:00) P.M. on any day except Sundays and
public holidays upon the streets or parts of streets as follows:
Two hour time zones:
Bluff Street, west side, from Emmett Street to West 3rd
Street.
Central Avenue, east side, from East 19th Street to East 24th
Street.
Central Avenue, west side, from East 18th Street to East
22nd Street.
Clarke Drive, south side, from St. Ambrose Street to the west
property line of 2044 Clarke Drive.
Delhi Street, north side, from North Grandview Avenue to a
point two hundred fifty feet (250') east of Stewart Street.
Jackson Street, west side, from one hundred forty feet (140')
north of East 10th Street to East 11th Street; east side, from
Milwaukee Street to Ruby Street; both sides, from East 9th
Street to East 10th Street and from East 11th Street to East
12th Street.

13-1B-1: METERS REQUIRED: All permanent services shall be
metered, except fire protection services, which may or may
not be metered, at the discretion of the city manager. (2007 Code § 44-181)
13-1B-2: METERS FURNISHED BY CITY OR OWNER: All water
meters in sizes from five-eighths inch (5/8") to one inch (1"),
inclusive, shall be furnished by the city without expense and shall be
repaired and kept in first class condition by the city. Only one meter will be
furnished for each service line. Meters in excess of one desired for a single
service line shall be purchased by the owner of the building in which the
service is located. Meters above one inch (1") in size shall be purchased
from the city and shall be installed and maintained by the owner of the
property. (2007 Code § 44-182)
13-1 B-3: LOCATION, METHOD OF INSTALLATION:
A. Meters shall be installed just inside of the basement wall at the end
of the service pipe described in this chapter. Except as otherwise

authorized by the city manager, the regular couplings, which are sold
as part of the meter, must remain intact when the meter has been
installed.
B. All meters shall be installed horizontally between one foot (1') and
four feet (4') above the basement floor. A suitable place shall be
provided for the meter so as to keep it dry and clean and readily
accessible at all times to the meter reader and inspectors of the city.
C. Wherever it is impossible to install a meter in the basement, the
plumber or other authorized person must obtain special instructions
as to its installation from the city manager or the city manager's
designee.
D. A valve shall be placed at the inlet side and a valve on the outlet
side of all meters. The types of permissible valves shall be approved
by the city manager.
E. Should the city manager determine that any meter has been
improperly installed, notice shall be given to the owner requiring
correction of the defect. If such defect is not corrected within five (5)
days of such notice, the city manager may direct that the water
supply be shut off and not be turned on again until the defect has
been repaired and a charge as established by the city manager has
been paid. (Ord. 31-09, 6-15-2009)
13-1B-4: REMOTE READERS:
A. Unless otherwise required by the city manager, all water meters
installed in new and remodeled structures shall have remote readers.
The remote reader shall be installed at a location acceptable to the
city manager. Wiring for connecting the water meter to the remote
reader shall be of the type designated by the city manager. The
remote reader shall be of the type designated by the city manager.
The remote reader shall be installed as required by the city manager
at a charge to the owner or owners as established by the city
manager or the city manager's designee. Payment for the remote
reader or readers shall be made at the time of application for
service.
B. Remote readers shall be installed by the city on such other water
meters as the city manager shall direct. The charge for installation of
the remote reader shall be as determined by the city manager and
shall be paid by the user or owner.
